Chandigarh RTS commission fines police officer for delay in service delivery
The decision came on the petition of Navjot Lehal. Lehal, through her email dated April 1, 2025, requested the SHO to supply her with a copy of the DDR dated Nov 6, 2024.
As per the RTS rules and notified services under the RTS Act, the document sought by the petitioner was to be provided by the SHO within one hour from the submission of the application by her. However, the SHO did not take any action on her request, thus failing to provide the service.
Feeling aggrieved, the petitioner preferred a first appeal before the SDPO (south) on April 2. The SDPO disposed of the appeal, stating that as per Section 5 (2) of the
Right to Service Act
, a copy of the sought DDR cannot be provided as the complainant may pressurise the investigating officer and hamper the investigation. As the case is still under investigation, the relevant documents will be provided to the complainant/applicant when the supplementary challan is submitted in due course.

Accordingly, the petitioner, on April 7, went for a second appeal before the SSP, UT. The SSP on April 11 dismissed the second appeal of the petitioner. Thereafter, she approached the commission on April 17.
The commission observed, "The designated officer did not pay any heed to the request of the petitioner. Neither the service was provided nor any order rejecting the request of the petitioner was passed by him. Also, the first appellate authority did not apply his mind and blindly accepted this flawed interpretation of law by the designated officer… Similarly, the view of intermingling of the Right to Service Act and the Right to Information Act, taken by the second appellate authority, is also not tenable.

The commissioner held SHO Om Parkash guilty of not complying with the provisions of the Right to Service Act as he intentionally did not act on the request of the petitioner and thus failed to provide the service to her within the stipulated time limit.
"To meet the requirements of justice, impose a penalty of Rs 10,000 on him. He is also directed to supply a copy of DDR No 057 dated Nov 6, 2024, immediately to the petitioner," the commission directed.

11 die on way back from Gangasagar as bus rams truck in Burdwan
Burdwan: Eleven people died and 36 others were injured after the bus they were travelling in rammed into a stationary trailer truck on NH-19 near Fagupur crossing in East Burdwan around 7 am on Friday. Doctors said several among those injured, including the bus driver, are critical. Police have confiscated both vehicles and have registered an FIR alleging that the trailer truck was parked illegally on the highway. The driver of the trailer truck fled the scene of the accident and is yet to be found. Ten of the 11 bodies have been identified. They include: Mira Devi (30), Amarjit Kumar (14), Jogi Sahni (65), Nagina Sahni (76), Naresh Paswan (45), Pundeb Paswan (65), Sundarpati Devi (65), Shiv Shankar Giri (54), Sukdev Sharma (68) and Paras Shah (46). All 11 bodies underwent postmortem examinations at Burdwan Medical College and Hospital. Police handed over 10 identified bodies to family members. The East Burdwan district administration announced Rs 2 lakh financial aid to families of the deceased.

Gangster Salman Tyagi Found Dead In Delhi Jail, Suicide Suspected: Cops
New Delhi: A notorious gangster with several criminal cases registered against him, including those for murder and extortion, was found dead in his cell at Mandoli Jail here on Saturday, officials said. They said police suspect that he died by suicide. The inmate, identified as Salman Tyagi, was found hanging during a routine inspection in Jail Number 15. Prison authorities said he had used a bedsheet to make a noose. He was immediately taken to a nearby hospital, where doctors declared him brought dead, they said. Police and jail officials have launched an inquiry into the circumstances surrounding his death. "A probe has been initiated. We are examining how the incident occurred and what could have led him to take this step. A detailed report will be submitted," a senior officer said. Tyagi was widely known in Delhi's underworld. Convicted under the Maharashtra Control of Organised Crime Act, he had a long record of offences, including cases of extortion and organised violence. He began his criminal career with the infamous Neeraj Bawana gang but later attempted to build his own network, investigators said. Sources said that in recent years, Tyagi sought to align himself with the Lawrence Bishnoi syndicate. Even while lodged in jail, he allegedly continued to issue instructions to his associates. Last year, he reportedly ordered an attack on two businessmen in Delhi to extort Rs 50 lakh from them. Police believe the move was intended to show his influence and gain Bishnoi's trust. Beyond crime, Tyagi cultivated a flamboyant image on social media. Officers said he was deeply influenced by Bollywood actor Salman Khan and copied his hairstyle and appearance from the 2003 film 'Tere Naam'. He often posted pictures and videos on Instagram and YouTube, projecting himself as a larger-than-life figure. "Even after his arrest, he directed his aides to film him during court appearances and circulate videos to maintain his online presence," a police source said. Prison officials said CCTV footage and security measures are being reviewed to check for any lapses. Further investigation into the matter is underway, they added.
