Committee reviews disaster relief plans

Kanpur: Chairman of the Natural Disaster Management Investigation Committee of UP Legislative Council, Avinash Kumar Singh on Tuesday said in a review meeting that in case of a disaster, victim's family should receive relief money within 24 hours and it is the primary responsibility of administration to ensure this.

He said that clear guidelines have been issued by the state government for providing timely relief to the affected families in case of natural disasters. As per provisions of the state government's directives, in case of all declared disasters a sum of Rs 4 lakh should be transferred to the account of the victim's family.
He emphasized on making a long-term disaster management action plan especially keeping in mind the sensitivity of the industrial areas of Kanpur.
"Micro plans need to be prepared at micro level for all areas and extra caution should be taken around chemical factories and shoe manufacturing centres", he said.
He called upon all the departments to implement relief work in a timely and effective manner by establishing inter-departmental coordination. The district administration officials informed that in the financial year 2022-23, a total of 51 casualties were recorded due to incidents like heavy rainfall, lightning, storm and drowning, in which relief amount of Rs two crore and four lakh was disbursed.
In the year 2023-24, a relief amount of Rs 1 crore and 64 lakh was given on the death of 41 people, while in the year 2024-25, so far an assistance amount of Rs 2.84 crore has been provided to the affected families on 71 casualties.
Arun Pathak MLC and member of the committee raised the issue of drowning in ponds, rivers and canals. He pointed out that Ganga covers a stretch of 74 kms in the districts and 13 places had already been declared sensitive. Special preventive measures should be adopted there and divers should be deputed there.
