Cabinet okays changes to law on combating money laundering and terrorism financing
The Cabinet expressed its hope that the summit's outcomes would contribute to strengthening Arab solidarity and joint action, particularly in light of the challenges facing the Arab nation, most notably the murder, starvation, siege, and plans to displace the Palestinian people in the Gaza Strip, which calls for an immediate cessation of hostilities in Gaza and the guarantee of urgent humanitarian aid access to the territory.
The Cabinet then approved a draft law amending some provisions of the Law on Combating Money Laundering and Terrorism Financing issued by Law No 20 of 2019, and referring the draft law to the Shura Council. The draft law was prepared with the aim of enhancing the effectiveness of the National Anti-Money Laundering and Terrorism Financing Committee (NAMLC) to achieve its objectives and carry out its missions.
The Cabinet also approved a draft Cabinet decision amending some provisions of the executive regulations of the Law on Combating Money Laundering and Terrorism Financing issued by Cabinet decision no 41 of 2019.
The Cabinet decided to approve a draft Cabinet decision regarding the tax advantage associated with capital gains arising from restructuring within a single group. The draft decision, prepared by the General Tax Authority, aims to keep pace with the best international practices in the field of taxes, and contribute to economic and social development.
The Cabinet also decided to approve a draft air services agreement between the Government of the State of Qatar and the Government of the Republic of Honduras.
The Cabinet reviewed the Shura Council's proposals regarding regulating the procedures for domestic workers' departure from the country and took the appropriate decision in their regard.

Arab League Council condemns occupation's plans to completely seize control of Gaza, affirms support for Qatari-Egyptian ceasefire mediation efforts
CAIRO: The Arab League Council, at the level of permanent delegates, expressed its condemnation and rejection of the decisions and plans of the Israeli occupation government to impose complete military control over the Gaza Strip and displace the Palestinian people, as well as the crimes of aggression, genocide, and ethnic cleansing committed by Israel, the occupying power, against the Palestinian people in the Gaza Strip and the occupied West Bank, including Jerusalem. The council, in Resolution No. 9169 issued during its extraordinary session held at the headquarters of the General Secretariat of the Arab League in Cairo at the request of the State of Palestine, affirmed that these Israeli decisions and plans constitute a violation of international law and international conventions, a blatant aggression against all Arab states, their national security, and their political and economic interests, and a threat to security, peace, and stability in the region. The council renewed its call for protecting the Palestinian people from genocide, displacement, and ethnic cleansing, and to prevent the liquidation of their central cause, in accordance with international legitimacy resolutions, international law, and relevant international and regional agreements. The council stressed the need to implement the decisions of the Arab Summits and the joint Arab and Islamic Summits to break and end the Israeli siege of the Gaza Strip, and to impose the entry of sufficient humanitarian relief convoys to the entire Strip, by land, sea and air, in cooperation and coordination with the United Nations and its specialized agencies, including the United Nations Relief and Works Agency for Palestine Refugees (UNRWA), and to condemn the Israeli occupation's use of starvation as a weapon of genocide, which has killed 200 Palestinian civilians by starvation so far, half of whom are children. The council also condemned the death traps set up by the Israeli occupation forces within the framework of the so-called 'Gaza Humanitarian Foundation',which have resulted in the deaths of 1,500 martyrs and thousands more wounded. It emphasized the full and complete responsibility of the occupation authorities for their siege imposed on the Gaza Strip and held them responsible for its consequences. The council affirmed the empowerment of the State of Palestine to assume full governance responsibilities in the Gaza Strip and the West Bank, including East Jerusalem, with Arab and international support, ensuring the unity of the system, the law, and the arms, within the framework of the political program of the Palestine Liberation Organization, the sole legitimate representative of the Palestinian people. The council urged the two Arab members of the Security Council (Algeria and Somalia), and the Arab Group in New York, to continue their commendable efforts to stop the Israeli aggression on the Gaza Strip and the rest of the occupied Palestinian territory, including submitting a draft resolution to the Security Council under Chapter VII of the United Nations Charter to oblige Israel, the occupying power, to cease fire, allow adequate and unconditional relief aid into the entire Gaza Strip, end the occupation, comply with relevant Security Council resolutions, and impose international sanctions on it, considering its crimes and practices as a threat to regional and international peace and security. The council urged all states to implement legal and administrative measures, including prohibiting the export, transfer, or transit of arms, ammunition, and military materials to Israel, reviewing economic relations with it, and conducting national and international investigations and prosecutions of Israeli officials responsible for crimes against the Palestinian people. It also urged civil society organizations, human rights organizations, and international human rights organizations around the world to track down and hold accountable all those involved in Israeli war crimes. The council called on the international community, particularly the United States of America, to pressure Israel, the occupying power, to stop its aggression and crimes against the Palestinian people, including genocide, starvation, and displacement, and to end its illegal occupation, as it is the state most capable of achieving this. It stressed the need to implement the outcomes of the high-level conference for a peaceful settlement of the Palestinian issue and the implementation of the two-state solution, which was held in New York under the chairmanship of the Kingdom of Saudi Arabia and the Republic of France, and what was included in the final statement of the conference of urgent executive measures within a timetable to end the war in Gaza, and commitment to a political path for a comprehensive peaceful settlement of the Palestinian issue and the implementation of the two-state solution. The council affirmed the boycott of companies that contribute to strengthening the Israeli occupation economy, genocide, and ethnic cleansing, particularly those mentioned in the reports of the Human Rights Council and the UN Special Rapporteur on the situation of human rights in the Palestinian territories. It also affirmed the implementation of Security Council resolutions on a ceasefire in the Gaza Strip, the return of displaced persons to their homes, the safe and effective distribution of humanitarian aid on a large scale, the exchange of prisoners and hostages, and the full withdrawal of Israeli forces from the Strip. The participants considered that the inhumane ideas and decisions adopted by the Israeli occupation authorities without any deterrent reaffirm that they do not understand the emotional, historical, and legal connection of the Palestinian people to this land, and that the Palestinian people have a right to it based on international law and humanitarian principles. The council requested the General Secretariat of the Arab League to prepare a legal study on the consequences and implications of the Israeli occupation's decision and the violations it constitutes of international conventions and treaties, affirming support for the ongoing efforts of the joint Qatari-Egyptian mediation to end the Israeli aggression against the Palestinian people. The council affirmed the implementation of all outcomes of the Extraordinary Palestine Summit held in Cairo on March 4, 2025, particularly the need to immediately begin implementing the Arab-Islamic plan for the reconstruction of the Gaza Strip. It called on all countries and active parties to participate in the reconstruction conference scheduled to be held in Cairo soon. It also welcomed the international stances and statements that declared their rejection of the Israeli decision to impose full military control over the Gaza Strip and the occupation's measures and policies to annex the West Bank. The participants decided to keep the council in session and to request the Secretary-General of the Arab League to follow up on the implementation of the provisions of this resolution and submit a report on this matter to the next session of the Arab League Council.
