Arab League Council condemns Israel's plans to take full military control of Gaza - War on Gaza
It also condemned Israel's plans to displace Palestinians from Gaza and the occupation's crimes of aggression and ethnic cleansing against Palestinians in the West Bank, including Jerusalem. The Council affirmed that these crimes constitute a violation of international law and conventions, a blatant aggression against all Arab states, their national security, and their political and economic interests, and a threat to security, peace, and stability in the region. This condemnation came as part of a resolution issued by the extraordinary session of the Council of the League of Arab States at the level of permanent representatives. The session was held under the chairmanship of the Hashemite Kingdom of Jordan at the request of the State of Palestine and with the support of member states. It discussed mechanisms for Arab and international action to stop the genocide that Israel, as the occupying power, commits against the Palestinian people. The Arab League Council reiterated its support for the ongoing efforts of the joint Egyptian-Qatari mediation to achieve a ceasefire in Gaza. The Council also renewed its call to protect the Palestinian people from genocide, displacement, and ethnic cleansing. It stressed preventing the liquidation of the Palestinian cause, the Arabs' central cause, following international legitimacy resolutions, international law, and relevant international and regional agreements, including the Treaty on Joint Defence and Economic Cooperation among the Arab League States. The Council affirmed implementing the decisions of the Arab Summits and the joint Arab and Islamic Summits to break the Israeli blockade of the Gaza Strip and impose the entry of sufficient humanitarian relief convoys to the entire Gaza Strip, by land, sea, and air, in cooperation and coordination with the United Nations and its specialised agencies, including UNRWA. It condemned Israel's use of starvation as a weapon of genocide, which led to the killing of 200 Palestinian civilians, half of whom were children. Furthermore, the Council condemned the Israeli occupation forces' death traps for Palestinians under the so-called "Gaza Humanitarian Foundation," resulting in 1,500 martyrs and thousands of wounded. It affirmed Israel's complete responsibility for its blockade of the Gaza Strip and held it accountable for its consequences. The Council pointed out the need to enable the State of Palestine to assume full governance responsibilities in the Gaza Strip and the West Bank, including East Jerusalem. It stressed that governance of Gaza and the West Bank will receive Arab and international support to ensure the unity of law, order, and arms, and will proceed according to a political programme set by the Palestine Liberation Organisation (PLO), the sole legitimate representative of the Palestinian people. The Council called on the two Arab members of the Security Council (Algeria and Somalia) and the Arab Group in New York to continue their commendable efforts to halt the Israeli aggression against the Gaza Strip and the rest of the occupied Palestinian territory. It requested them to submit a draft resolution to the Security Council under Chapter VII of the United Nations Charter that would compel Israel, the occupying power, to cease fire, allow adequate and unconditional relief aid into the entire Gaza Strip, end the occupation, and comply with relevant Security Council resolutions. The Council also called for imposing international sanctions on Israel and considered its crimes and practices a threat to regional and global peace and security. Moreover, the Council called on all states to implement legal and administrative measures, including preventing the export, transfer, or transit of weapons, ammunition, and military materials to Israel. It also called for reviewing economic relations with it and conducting national and international investigations and prosecutions of Israeli officials responsible for crimes against the Palestinian people. The Arab League Council further urged civil society and human rights organisations to pursue all those involved in Israel's aggressive war crimes and hold them accountable. In addition, the Council called on the United States to use its enormous influence on Israel to pressure it to halt its aggression and crimes against the Palestinian people, including genocide, starvation, and displacement, and end its illegal occupation. It stressed the need to implement the outcomes of the High-Level Conference on the Peaceful Settlement of the Palestinian Issue and the Implementation of the Two-State Solution, held in New York under the chairmanship of the Kingdom of Saudi Arabia and the Republic of France. The conference's final statement included urgent executive measures within a timetable to end the war in Gaza and to commit to a political process for a comprehensive, peaceful settlement of the Palestinian issue and the implementation of the two-state solution. The Arab League Council also noted the need to boycott companies that contribute to strengthening the Israeli occupation's economy in its genocide and ethnic cleansing of the Palestinians. It highlighted the companies that were mentioned in the reports of the Human Rights Council and the UN Special Rapporteur on the situation of human rights in the Palestinian territories. Furthermore, the Council stressed the importance of implementing Security Council Resolutions 2735, 2712, and 2720 on the ceasefire in the Gaza Strip, the return of displaced persons to their homes, the safe and effective distribution of humanitarian aid on a large scale, the exchange of prisoners and hostages, and the complete withdrawal of Israeli forces from Gaza. It emphasised that the inhumane ideas and decisions of the Israeli occupation reaffirm that they do not recognise the historical and legal attachment of the Palestinian people to this land and their right to it based on international law and humanitarian principles. The Council requested the General Secretariat to prepare a legal study on the consequences and effects of the Israeli occupation's decision and the violations it constitutes of international conventions and treaties. It emphasised the need to implement all outcomes of the Extraordinary Palestine Summit held in Cairo on 4 March 2025, particularly the need to work immediately to implement the Arab-Islamic plan for reconstruction and early recovery in Gaza. In addition, the Council invited all countries and active parties to participate in the reconstruction conference, which will be held soon in Cairo. It welcomed the international positions and statements rejecting the Israeli decision to impose complete military control over the Gaza Strip and the occupation's measures and policies to annexe the West Bank. Oman participates in League of Arab States meeting
ISTANBUL: The Sultanate of Oman on Saturday participated in the extraordinary meeting of the Council of the League of Arab States at the ministerial level which was held in Istanbul, Türkiye. The Sultanate of Oman's delegation was headed by Shaikh Khalifa bin Ali al Harthy, Under-Secretary of the Foreign Ministry for Political Affairs. The meeting condemned the Israeli aggression against the Islamic Republic of Iran, which constitutes a flagrant violation of the sovereignty of a UN member state and a threat to regional peace and security. The meeting also underscored the need to halt the Israeli aggression and intensify regional and international efforts to reduce tensions towards achieving a ceasefire and comprehensive de-escalation. — ONA

Task force discusses objectives of Arab cybersecurity strategy
Saudi Gazette report RIYADH — A specialized team tasked with preparing the Arab Cybersecurity Strategy met in Riyadh on Thursday to discuss the strategic objectives proposed by the Council of Arab Cybersecurity Ministers. During the meeting chaired by Saudi Arabia, five major elements of the Council's proposal were discussed. They include enhancing cooperation in the field of cybersecurity, strengthening Arab cyber resilience in the face of cyber-attacks, working to build human capacity and develop the cyber industry, and harmonizing cyber legislation and frameworks among the member states. The Arab Cybersecurity Strategy aims to achieve the Council's objectives set forth in its bylaws, approved by the Council of the League of Arab States at the summit level, which include a secure and reliable Arab cyberspace that promotes growth and prosperity for all member states. In addition to developing and strengthening cooperation and coordination among Arab countries in all aspects related to cybersecurity issues, the Council wiil strive to protect the interests of the League's member states in international organizations related to cybersecurity by unifying the Arab position. Representatives of cybersecurity agencies in Arab countries, the General Secretariat of the Council of Arab Cybersecurity Ministers, and the General Secretariat of the League of Arab States also participated in the meeting. The Council of Arab Cybersecurity Ministers comprises Arab ministers concerned with cybersecurity. Its bylaws were adopted pursuant to a decision by the Council of the League of Arab States at the summit level. It operates under the umbrella of the Council of the League of Arab States, formulating general policies and developing strategies for joint Arab action. The Arab Ministerial Committee for Cybersecurity held its first meeting last December, attended by officials concerned with cybersecurity from Arab League member states, along with Arab League Secretary-General Ahmed Aboul Gheit. The meeting discussed the preparation of the Arab Cybersecurity Strategy, the holding of joint cyber exercises, and a set of working papers submitted by member states of the League of Arab States, with the aim of enhancing cooperation in the field of cybersecurity at the Arab level.

Cabinet okays changes to law on combating money laundering and terrorism financing
The Cabinet welcomed the outcomes of the 34th ordinary session of the Council of the League of Arab States at the Summit Level, held on May 17 in the Iraqi capital, Baghdad, with the participation of HH the Amir. The Cabinet expressed its hope that the summit's outcomes would contribute to strengthening Arab solidarity and joint action, particularly in light of the challenges facing the Arab nation, most notably the murder, starvation, siege, and plans to displace the Palestinian people in the Gaza Strip, which calls for an immediate cessation of hostilities in Gaza and the guarantee of urgent humanitarian aid access to the territory. The Cabinet then approved a draft law amending some provisions of the Law on Combating Money Laundering and Terrorism Financing issued by Law No 20 of 2019, and referring the draft law to the Shura Council. The draft law was prepared with the aim of enhancing the effectiveness of the National Anti-Money Laundering and Terrorism Financing Committee (NAMLC) to achieve its objectives and carry out its missions. The Cabinet also approved a draft Cabinet decision amending some provisions of the executive regulations of the Law on Combating Money Laundering and Terrorism Financing issued by Cabinet decision no 41 of 2019. The Cabinet decided to approve a draft Cabinet decision regarding the tax advantage associated with capital gains arising from restructuring within a single group. The draft decision, prepared by the General Tax Authority, aims to keep pace with the best international practices in the field of taxes, and contribute to economic and social development. The Cabinet also decided to approve a draft air services agreement between the Government of the State of Qatar and the Government of the Republic of Honduras. The Cabinet reviewed the Shura Council's proposals regarding regulating the procedures for domestic workers' departure from the country and took the appropriate decision in their regard.

Arab Summit in Baghdad Backs Morocco's Bid for UN Security Council Seat
Rabat – The 34th session of the Council of the League of Arab States, held Saturday in Baghdad as part of the Arab Summit, officially endorsed Morocco's candidacy for a non-permanent seat on the United Nations Security Council for the 2028–2029 term. In its final communiqué, known as the Baghdad Declaration, the Council called on all member states to actively support Morocco 's bid by engaging with friendly countries and mobilizing diplomatic efforts to secure the kingdom's election to the prestigious UN body. Morocco was represented at the summit by its Minister of Foreign Affairs, African Cooperation, and Moroccan Expatriates, Nasser Bourita . The Moroccan delegation also included Mohamed Ait Ouali, Morocco's Ambassador to Cairo and Permanent Representative to the Arab League; Abdelkrim Bensellam, Chargé d'Affaires at the Moroccan Embassy in Baghdad; Abdelali El Jahid, Head of the Arab and Islamic Organizations Division at the Ministry of Foreign Affairs; Hicham Ould Sallay, Deputy Permanent Representative of Morocco to the Arab League; and Mohamed Nouri, Counselor at the Kingdom's Permanent Representation. Morocco's candidacy for the UN Security Council seat reflects its ongoing efforts to play a more prominent role in international diplomacy and to contribute to global peace and security initiatives. The summit, hosted by Iraq for the first time since 2012, brought together leaders and representatives from the 22 Arab League member states, along with international guests including UN Secretary-General António Guterres and Spanish Prime Minister Pedro Sánchez. Its primary focus was on the continuous genocide in Gaza, with leaders calling for an immediate ceasefire, the unhindered delivery of humanitarian aid, and the reconstruction of the war-torn territory.
