State govt digitises 34.29 crore old land documents in over six months, says Krishna Byre Gowda
Speaking to press persons after reviewing the functioning of the Revenue Department at a meeting in Udupi, the Minister said that the digitisation project aims to scan 100 crore pages. The digitisation process began in January. Tahsildars have been instructed to complete the remaining work by December-end.
He said that the records were being digitised, as many old paper-based land records are degenerating and brittle due to age. The ownership documents will have to be preserved. Without proper land documents, farmers face disputes and prolonged litigation.
Once digitised, certified copies of land ownership documents will be made available to farmers and landowners through the Bhu Suraksha portal or local Nadakacheris, eliminating the need for unnecessary visits to taluk offices, the Minister said.
Mr. Gowda said that over 1.13 lakh pages of digital land documents have been distributed to farmers now. This process will reduce chances of forgery and enhance record security.
Podi document
The Minister said under the 'Nanna Bhoomi Darkhast' campaign, 1,11,754 farmers who had received land from the government have now been issued with podi (land demarcation document) in the State, enabling them to deal with the property legally. With this, farmers will have rightful land documents for formal transactions, the Minister said.
Earlier, speaking at the meeting, the Minister instructed the revenue officials in Udupi to issue podi documents to 10,000 persons in the district.
The Minister said that title deeds under Bagar Hukum should have been distributed to 687 persons in the district. But the deed documents have been issued to only nine persons. They should be given to the remaining by August 15.
Deputy Commissioner T.K. Swaroopa, Chief Executive Officer of Udupi Zilla Panchayat, and Pratheek Bayal were present at the meeting.

Revenue Minister inaugurates Bhu Suraksha Yojane, project aimed at digitising all base land records
Minister for Revenue Krishna Byre Gowda on Tuesday inaugurated the Bhu Suraksha Yojane, a land records digitisation project, at the Bengaluru (Urban) Deputy Commissioner's office in central Bengaluru. The initiative aims at digitising all base land records, including those classified under categories A and B, by scanning them and making them available online through the Bhu Suraksha website. The project began a year ago across all tahsildar offices in the State. Now, the government has expanded the digitisation effort to include records in all Deputy Commissioner and Assistant Commissioner offices. 'There are an estimated 100-crore pages of land records in the State that need to be scanned. We have completed scanning 36.35-lakh pages so far, and the remaining will be done at the earliest,' the Minister said. According to Mr. Gowda, the deadline for completing digitisation of records in Assistant Commissioner (AC) and Deputy Commissioner (DC) offices across the State is March 2026. In the Bengaluru Urban DC office alone, there are approximately one-crore pages to be digitised. For this, ₹5 crore has been allocated, with a completion target set for the end of December this year, Mr. Gowda added. The Minister emphasised that the initiative will not only make land records easily accessible to the public but also help eliminate irregularities such as possible dependence on middlemen or the need for bribes to obtain records. He clarified that those who prefer to collect the records in person can do so at Nadakacheris, where officials will provide the digitised documents. Moreover, citizens need not wait for the entire digitisation process to conclude, as they can apply for records online and receive them on priority. 'In the past, thousands of land-related documents, worth thousands of crores, have been manipulated through forgery. This has led to significant financial losses, which we can now be prevented through digitisation,' Mr. Gowda said. He also announced that any documents suspected of being manipulated would be sent to certified forensic laboratories for investigation, ensuring a thorough verification process. 'I feel ashamed to say that land records in my department have been forged in the past years, but it is a reality. We will not allow this to continue,' Mr. Gowda said, adding that such digitisation efforts should ideally have been undertaken at least 20 years ago. He said that Karnataka is the first State to embark on a full-scale digitisation of such a massive volume of documents. In contrast, other States have merely completed digital indexing, without undertaking comprehensive scanning.

Karnataka government to fast-track property records campaign
BENGALURU: With a large number of farmers in the state missing out on the Centre's benefits, especially the PM Kisan Samman Nidhi, Revenue Minister Krishna Byre Gowda here on Monday asked the officers to speed up the campaign to provide property records. 'About 52 lakh lands are still in the names of deceased persons. Deputy Commissioners have been instructed to speed up the process of transferring all of them to the names of their current heirs through the 'pavathi khatha' campaign', he told reporters on the sidelines of the review of his department. 'The Centre has issued an order not to provide PM Kisan, drip irrigation and machinery purchase subsidies to lands in the names of deceased persons. This will cause problems for farmers. Now we will go to the doorsteps of farmers and provide 'pavathi khatha'. So far, 2.30 lakh lands have been given 'pavathi khatha'. Also, it has been decided to give Rs. 6 for each case as an incentive to village accountants who make progress in the 'e-pavathi khatha' campaign', he said. Laptops have been given to 4,000 VAs and the remaining will get them soon. Everyone is being trained on the use of e-office in order to digitize the department's work from grassroots, the minister said. He said that Village Administrative Officers (VAOs) are being given offices at Gram Panchayats. 'Out of the 8,357 village administration officers, office facilities have been provided to 7,405 VAOs in gram panchayats and the others will be given similar facilities soon, the minister said. Simplified 'Nanna Bhoomi' The minister said the 'Nanna Bhoomi' guarantee campaign has gained momentum. So far 1,09,000 lands have been measured in just 8 months. It will be done on 2 lakh lands by December, he said.

Rape and punishment: On the life sentencing of Prajwal Revanna
Powerful perpetrators are rarely made accountable for their actions, and in that backdrop, the conviction and life sentencing of Prajwal Revanna, former Janata Dal (Secular) Member of Parliament and grandson of former Prime Minister H.D. Deve Gowda, for a heinous crime comes as a relief. This is the first of the four cases of rape and sexual harassment against the 34-year-old Gowda scion. The former Member of Parliament had raped a 48-year-old domestic worker twice at the family's homes in Hassan and Bengaluru in 2021, and recorded it on his mobile phone. In April 2024, ahead of the general election, explicit clips of his sexual misdemeanours were leaked through pen drives strewn across public places in Hassan, the Gowda home town. In the videos, Revanna's face is not visible, only the women's, a gross violation of their safety and privacy. The former help and other women came forward with their complaints but their agony was far from over. Using political muscle, and aided by his parents, former Minister H.D. Revanna and Bhavani Revanna, he did his best to arm twist the system, threatening a survivor, trying to stop her from testifying. But a Special Investigation Team (SIT) worked with alacrity and he was finally arrested in May 2024. The SIT filed the first charge sheet in August 2024. The video, where the domestic worker is seen pleading with Prajwal Revanna to spare her, DNA analysis and her testimony formed key evidence in the trial which began in May this year. The Special Court of Sessions to hear criminal cases against former and present Members of Parliament and MLAs pronounced the verdict on August 1. The speedy trial and conviction will give hope to other survivors battling for justice in sexual assault cases. The court convicted Revanna on all charges framed against him, including under Sections 376(2)(n) (repeated rape on the same woman), 506 (criminal intimidation), 201 (disappearance of evidence) of the Indian Penal Code (IPC) and 66E (violation of privacy) of the Information Technology Act, 2000. Section 376(2) of the IPC states that a person convicted under it 'shall be punished with rigorous imprisonment for a term which shall not be less than 10 years, but which may extend to imprisonment for life....' Often, even when multiple complaints are raised, leaders with political clout get away. The laws are in place. All that the government machinery needs to do is act swiftly and sensitively, and create a safe space so that survivors of sexual abuse can come forward without fear.
