NEET UG dental counselling derails after Centre order

Bhopal: Just a day after it began, the first round of State Combined Counselling was cancelled by the Directorate of Medical Education (DME) here on Tuesday. The move came after a letter from the Union ministry of health and family welfare (MoHFW) dental education section, dated Aug 14, 2025 that ordered the cessation of admissions at Guru Govind Singh College of Dental Science and Research Centre, Burhanpur. The timing of the ministry's directive — issued four days before counselling began but apparently not acted upon until after allotments were made — has sparked criticism from students and education advocates. With 100 BDS seats now removed from the matrix, the entire first round of allotments has been scrapped. "In view of the above the allotment of first round declared on Aug 18 stands cancelled. Fresh allotment result after removing 100 BDS seats in Guru Govind Singh College of Dental Science and Research centre, Burhanpur will be declared on Aug 20 and admission process will restart from 3 PM on Wednesday. All candidates are advised to remain in touch with MPOnline portal and DME website for updates," DME official said. Stay updated with the latest local news from your city on Times of India (TOI). State Directed To Provide Certificates With Changed Name, Gender To Transwoman

Trans Doctor's identity recognised , Meghalaya HC orders for issuing. Fresh certificates In a what is seen as a landmark judgment on transgender rights across the country, the Manipur High Court has directed the state educational department to immediately issue fresh academic certificates reflecting the new name and gender identity of transwoman doctor Beoncy Laishram. The 32-year-old doctor had filed a petition at the court to change her name and gender from transgender to female in her education certificates. She had undergone a gender reassignment surgery in 2019. Ms Beoncy hails from Kwakwa in Imphal West and had become the first transgender from Manipur in 2018 to have become a doctor. She is also the first ever transgender doctor in entire northeast region. In the court's order, the authorities have been asked to issue fresh certificates with gender "female" under the name "Beoncy Laishram," replacing the original entries of "male" and "Boboi Laishram." In her petition, the doctor has claimed that there was a refusal of the education boards and the state medical council to update her details in terms of name and gender and this refusal has prevented her from doing her post graduation in medicine, due to which she could not appear for the NEET-PG. The doctor was issued with a transgender certificate by the Imphal West district magistrate under the Transgender Persons (Protection of Rights) Act, 2019 that recognised her new name and her identity as a female. With the help of that certificate, she had been reissued an Aadhaar, Voter ID and PAN cards. But the Board of Secondary Education Manipur (BOSEM), Council of Higher Secondary Education Manipur (COHSEM), Manipur University, and Manipur Medical Council rejected the certificate and didn't issue her fresh certificates. That has caused inconsistency in her documents and therefore she was unable to apply for any official work or even apply for higher studies.

Manipur High Court upholds transgender rights to update name and gender in official documents

The High Court of Manipur has affirmed the right of transgender individuals to update their name and gender in educational certificates and other official documents. The ruling was delivered by Justice A. Guneshwar Sharma in the case of 'Dr. Beoncy Laishram versus The State of Manipur & Others'. Dr. Beoncy Laishram, a 32-year-old transgender woman and MBBS degree holder, approached the court seeking to update her name from 'Boboi Laishram' to 'Beoncy Laishram' and her gender from 'male' to 'female' in her educational certificates, including her High School Leaving Certificate, Higher Secondary School Leaving Certificate, MBBS degree, and Medical Council registration certificate. The petitioner, who underwent gender reassignment surgery in 2019, had already obtained a transgender identity certificate from the District Magistrate, Imphal West, under the 'Transgender Persons (Protection of Rights) Act, 2019'. Despite this, the Board of Secondary Education Manipur (BOSEM), Council of Higher Secondary Education Manipur (COHSEM), Manipur University, and Manipur Medical Council had not updated her certificates, prompting her to seek judicial intervention. The court's ruling addressed the core issue: whether a transgender person is entitled to update their name and gender in educational and official documents under Sections 6 and 7 of the 'Transgender Persons (Protection of Rights) Act, 2019' and the associated 'Transgender Rules, 2020'. Live Events Justice Sharma ruled that transgender individuals have a clear legal right to have their self-perceived gender identity and new name reflected in all official documents, including educational certificates, as mandated by the Act. The court emphasized that these provisions must be incorporated into the rules and bylaws of all establishments, including educational institutions, to ensure compliance. In a notable departure from the practice of masking transgender individuals' names in judgments, the court chose to reveal Dr. Beoncy Laishram's identity, recognizing her as a pioneer and inspiration for others in the transgender community. 'Masking her name would amount to treating her as a victim of a crime, which she is not,' the court stated, highlighting her courage in advocating for her constitutional and legal rights under Articles 14, 15, 16, and 21 of the Constitution of India. The court directed BOSEM, COHSEM, Manipur University, and the Manipur Medical Council to issue fresh certificates reflecting Dr. Laishram's new name and gender within one month. Additionally, it mandated the Chief Secretary of Manipur to ensure that all establishments in the state incorporate the provisions of the 'Transgender Act, 2019' into their regulations, reinforcing the Act's non-derogation clause under Section 20. The court also clarified that a minor typographical error in the transgender certificate issued by the District Magistrate would not impede Dr. Laishram's rights.
