Cabinet formally approves summary of PVARA

ISLAMABAD: Federal Cabinet has formally approved the summary for the creation of the Pakistan Virtual Assets Regulatory Authority (PVARA), a landmark step towards establishing a comprehensive legal and institutional framework for overseeing the country's rapidly growing digital assets ecosystem.
Office of the Special Assistant to Prime Minister/Minister of State on Blockchain and Crypto issued a statement on Monday which stated that the proposed authority will operate as an independent regulator dedicated to licensing, monitoring, and supervising virtual asset service providers (VASPs), while ensuring full alignment with Financial Action Task Force (FATF) guidelines and international best practices.
This milestone comes less than four months after the launch of the Pakistan Crypto Council (PCC) on 14 March 2025, which marked the beginning of a new era in Pakistan's digital finance journey. Since its inception, the PCC, under the leadership of the Chairman, Finance Minister of Pakistan, Muhammad Aurangzeb and CEO Bilal Bin Saqib, Special Assistant to the Prime Minister on Blockchain and Crypto with the status of Minister of State, has led a nationwide push to regulate and enable blockchain technology, digital currencies, and tokenized assets in a responsible and innovation-friendly manner.
It further stated the PCC also welcomed international blockchain leaders and experts, including former Binance CEO Changpeng Zhao (CZ), as strategic advisors to help shape Pakistan's regulatory outlook. The Council consists of key institutional stakeholders, including the Chairman of the Securities and Exchange Commission of Pakistan (SECP), the Governor of the State Bank of Pakistan, the Federal Secretary of Law, and the Federal Secretary of Information Technology, ensuring a whole-of-government approach to digital asset regulation.
This was followed by the Government's announcement on 28 May 2025 at the Bitcoin 2025 Conference in Las Vegas, where Bilal Bin Saqib revealed the formation of Pakistan's first Strategic Bitcoin Reserve, a sovereign reserve intended to hold Bitcoin for long-term national benefit and macroeconomic resilience.
Further advancing this momentum, the Government announced the allocation of 2,000 megawatts of surplus electricity for Bitcoin mining and artificial intelligence (AI) data centers, leveraging Pakistan's untapped energy potential to power the future of digital finance and computation. Strategic partnerships are underway to ensure that energy-intensive blockchain infrastructure is both sustainable and revenue-generating.
The Cabinet's approval of PVARA is a critical inflection point in this journey. Once legislated, the authority will be responsible for issuing licenses, supervising VASPs, setting technical standards, and coordinating compliance with FATF, IMF, and World Bank guidelines. It will also oversee public protection mechanisms, anti-money laundering protocols, and cyber risk mitigation across all virtual asset transactions within the country, it added.
This coordinated approach, combining sovereign asset reserves, surplus energy deployment, and robust regulation, reflects Pakistan's ambition to become a digital assets hub in South Asia. By building trust, attracting foreign investment, and fostering innovation in the blockchain sector, Pakistan is setting the foundations for a secure, inclusive, and future-proof digital economy.
Pakistan is emerging as one of the most promising frontier markets for digital assets, with over 40 million crypto users and an estimated annual trading volume of $300 billion occurring through informal channels, according to industry sources. Despite previous regulatory ambiguity, Pakistani youth have been early adopters of blockchain technologies, with over 70% of the population under the age of 30. This demographic, coupled with Pakistan's 240 million-strong population and rapidly expanding digital infrastructure, presents a unique opportunity to formalize and grow a robust crypto economy, the official statement noted.

The KSE-100 started the session with a strong buying spree, hitting an intra-day high of 147,976.98, followed by selling in the latter hours, which erased most of the earlier gains. However, at close, the benchmark index still managed to closed above 147,000 for first time in history. It settled at 147,005.32, up by 75.48 points or 0.05%. Positive momentum in BAFL, HBL, and SYS provided a combined uplift of 295 points, offering partial reprieve against broader market weakness. In contrast, significant downward pressure stemmed from FFC, MARI, OGDC, PSO, and BAHL, which together shaved off 527 points from the benchmark, brokerage house Topline Securities said in its post-market report. Analysts attributed the investor optimism to encouraging corporate earnings and reports of upcoming US investments in Pakistan's energy sector. In an informal discussion upon his return from the United States, Finance Minister Muhammad Aurangzeb said that Pakistan will soon receive encouraging news of substantial investments across various sectors from the US. The minister described the trade talks with the US as a major success for the country, noting that Pakistan is moving in the right direction and the results will be visible soon. On Monday, the bulls stamped their authority on the PSX, as the benchmark KSE-100 Index surged 1,547.05 points, or 1.06%, to close at 146,929.84. Globally, most Asian stocks rose on Tuesday, buoyed by an extension of a tariff truce between the world's two largest economies, while Japanese shares hit an all-time peak, powered by tech shares after returning from a long weekend break. US President Donald Trump extended a tariff truce with China by another 90 days on Monday, staving off triple-digit duties on Chinese goods, a move that was largely expected by investors and markets. Investor sentiment in recent weeks has been supported by expectations of rate cuts by the US Federal Reserve, resilient US corporate earnings, and clarity on US trade levies on trading partners. Japan's Nikkei climbed to a record high and was last up 2% as the country's markets reopened after a public holiday on Monday, tracking other global indices this year. Meanwhile, the Pakistani rupee maintained its upward momentum against the US dollar, appreciating 0.01% in the inter-bank market on Tuesday. At close, the currency settled at 282.42, a gain of Re0.03. Volume on the all-share index increased to 691.66 million from 611.21 million recorded in the previous close. The value of shares rose to Rs44.58 billion from Rs44.00 billion in the previous session. Yousuf Weaving was the volume leader with 46.27 million shares, followed by Kohinoor Spining with 39.95 million shares, and Invest Bank with 34.39 million shares. Shares of 482 companies were traded on Tuesday, of which 208 registered an increase, 242 recorded a fall, while 32 remained unchanged.

Analysts noted that investors adopted a cautious stance amid mixed sentiment, selective buying, and profit-taking. Trading volumes recorded an uptick, supported by gains in banking stocks, while weakness in the fertiliser and energy sectors capped overall gains. Arif Habib Limited (AHL) Deputy Head of Trading Ali Najib said the KSE-100 index floated in both directions during the session before closing slightly positive, maintaining the key 147,000 level. 'Mixed sentiment was observed during trading hours, with investors opting for some switching and profit-taking,' he said. On the news front, Pakistan and US officials were finalising details of a trade deal, while Finance Minister Muhammad Aurangzeb hinted at major US investments across various sectors. Meanwhile, Barrick Mining sought $3.5 billion from global lenders, including US-backed institutions, for the development of the Reko Diq copper and gold project. Among individual movers, Bank Alfalah, HBL, Systems Limited, Meezan Bank and National Foods added 417 points to the index on buying interest. Conversely, Fauji Fertiliser Company, Mari Petroleum, Oil and Gas Development Company, Pakistan State Oil and Bank AL Habib collectively lost 527 points. 'Going forward, progress on circular debt resolution could further fuel upward momentum. That said, some consolidation or a mild correction remains possible. In case of a pullback, 145,000 is expected to serve as the first support, followed by 143,000, while 150,000 stands as the next key resistance,' Najib added. Overall, trading volumes rose to 691.7 million shares from Monday's 611.2 million, while the traded value increased to Rs44.6 billion from Rs44 billion in the previous session. Shares of 482 companies were traded. Of these, 208 closed higher, 242 declined and 32 remained unchanged. Yousuf Weaving Mills was the volume leader with 46.3 million shares, rising by Rs1 to close at Rs6.09.
