Rains, cloudy skies possible over parts of Luzon due to LPA
At 3 p.m., the LPA was spotted 245 kilometers east northeast of Virac, Catanduanes, or 370 km east of Daet, Camarines Norte.
It has a low chance of becoming a tropical cyclone within the next 24 hours, along with the LPA located 2,865 km east of Northern Luzon as of 2 p.m.
However, the LPA in the east of Catanduanes is expected to affect the weather conditions in Cagayan Valley, CALABARZON, Aurora, and Marinduque, according to PAGASA's 4 p.m. daily weather forecast.
The LPA will also bring cloudy skies with scattered rains and thunderstorms over Metro Manila, Visayas, the Ilocos Region, the Cordillera Administrative Region, the rest of Central Luzon, the Bicol Region, Occidental Mindoro, Oriental Mindoro, and Romblon.
Meanwhile, Zamboanga Peninsula, Northern Mindanao, and CARAGA will see the same weather conditions due to the Southwest Monsoon (Habagat).
Partly cloudy to cloudy skies with isolated rain showers or thunderstorms will be observed over Palawan and the rest of Mindanao also due to the Habagat.
PAGASA warned the public of possible flash floods or landslides due to moderate to heavy rains or severe thunderstorms.
Winds will be light to moderate, while coastal waters will be slight to moderate throughout the country.

Tropical Depression Fabian about to exit PAR — PAGASA
Tropical Depression Fabian continues to move west northwestward and is about to exit the Philippine Area of Responsibility (PAR) on Friday evening, state weather bureau PAGASA said. As of 4 p.m., the center of Fabian was estimated at 245 kilometers west of Laoag City, Ilocos Norte, packing maximum sustained winds of 45 kilometers per hour and gustiness of up to 55 kph. It is moving west northwestward at a speed of 15 kph, PAGASA said. 'Fabian is forecast to move generally west northwestward for the entire forecast period and exit the Philippine Area of Responsibility (PAR) tonight,' said PAGASA. 'Fabian is forecast to weaken into a remnant low as it exits the PAR.' Fabian developed into a tropical depression around 8 a.m. Friday. State weather bureau PAGASA said Friday that the Low Pressure Area being monitored within the Philippine Area of Responsibility (PAR) has developed into a tropical depression. "As of 8:00 AM today, August 8, 2025, the Low Pressure Area (LPA 08a) being monitored within the Philippine Area of Responsibility (PAR) has developed into a tropical depression and was named "FABIAN," said PAGASA. PAGASA, meanwhile, said that Tropical Storm "Podul" is still being monitored outside the PAR as it advised the public to monitor updates. In its 24-hour weather forecast on Friday morning, PAGASA said the Southwest Monsoon (Habagat) will influence weather conditions in most parts of the country. Because of Habagat, cloudy skies with scattered rains and thunderstorms will prevail over Visayas, the Bicol Region, MIMAROPA, the Zamboanga Peninsula, Northern Mindanao, Caraga, the Davao Region, and Quezon, and partly cloudy to cloudy skies with isolated rain showers or thunderstorms will occur over Metro Manila, the rest of CALABARZON, and the rest of Mindanao. US provides additional P13.8-million relief aid for Philippines
The United States is providing P13.8 million more in relief aid to the Philippines to support the government's disaster response efforts in areas affected by severe floodings caused by tropical storms and an enhanced Southwest Monsoon (Habagat) last July. Additional funding will provide emergency shelter assistance and hygiene kits to more than 3,000 families, or about 15,800 individuals, housed in evacuation centers in Rizal, Laguna, Bulacan, and Pampanga, the US Embassy in Manila said Friday. The second tranche of aid from Washington brings the total amount of its assistance to P27.6 million or $500,000. US military air assets were also sent to the country to help the the Armed Forces of the Philippines deliver 6,300 food packs for 18,000 residents in remote areas in the northern Philippine province of Batanes. 'Although flooding has subsided in most areas, thousands of families remaining in evacuation centers continue to face significant challenges,' US Embassy Chargé d'Affaires Robert Ewing said. 'We are grateful to be working alongside our partners, including IOM, the World Food Programme, the Philippines' Office of Civil Defense, and the DSWD, to help affected families recover and rebuild.' More than 1.8 million families were affected by the disaster and around 20,000 remain in temporary government shelters, according officials. Evacuees will receive shelter-grade tarpaulins, shelter repair kits, and essential household supplies to families whose homes were damaged or destroyed, the embassy said. Each shelter repair kit contains basic construction tools and materials to help families begin rebuilding their homes. To promote health and sanitation and improve living conditions in evacuation centers, families will also receive hygiene kits containing soap, buckets, and cleaning supplies. The IOM or the International Organization for Migration will monitor the condition of hygiene and sanitation facilities to ensure the safety and well-being of affected families, the embassy said. — Michaela Del Callar/RSJ, GMA Integrated News
