NYSDOT to reduce speed limit for portion of Route 5
BUFFALO, N.Y. (WIVB) — The New York State Department of Transportation (NYSDOT) will reduce the speed limit on a portion of Route 5 in Hamburg and Evans after it conducted a three-year traffic engineering investigation.
According to a letter from the NYSDOT obtained by WIVB News 4, the speed limit will be lowered from 55 mph to 50 mph on Route 5 from Derby Road to Old Lakeshore Road. The investigation also determined that the section of road could 'benefit from additional intersection warning signage and vegetation clearing.'
A crash analysis, which took place from 2020 to 2023, found a total of 100 crashes throughout the portion of Route 5, with 52 involving animals, the letter said. A total of 19 crashes out of the 48 that didn't involve animals still resulted in injuries.
In June 2024, 8-year-old Thomas Ross of Blasdell was killed in a crash on Route 5 when Heather Van Elk, 35 and of Blasdell, stopped to turn left onto North Creek Road and was allegedly hit from behind by 52-year-old Markus Genovese of Angola.
Genovese was charged with DWI, first and second-degree vehicular manslaughter, and more.
The NYSDOT said it has started a capital project after its review of traffic, crashes and conditions along the portion of Route 5, which includes the evaluation of alternatives for improving safety.
'Preliminary design alternatives will include options for installing turn lanes at the intersections and/or the potential for reducing travel lanes and installing a two-way center turn lane,' the letter said.
The updates to Route 5 will be done as weather and resources allow, the NYSDOT said.

2 bills head to NC governor's desk to expand ICE operations
Two bills are hitting the North Carolina Governor's desk that would help ICE expand its deportation efforts in the state. They divided the legislature directly by party lines, and it's a perfect example of the issue that's currently dividing much of the country. As protestors in Los Angeles continue their demonstrations, legislators in North Carolina are cracking down on undocumented immigrants. House Bill 318 would expand the law that passed in November and would require sheriffs to notify Immigration and Customs Enforcement within two hours after an undocumented immigrant is scheduled to be released, and require they be held for 48 hours before doing so. It also expands the types of crimes that trigger the requirement to now include any felony, Class A1 misdemeanors against a child in the womb or involving sexual assault, and DWI offenses. Senate Bill 153 requires more state agencies to work with ICE, and it would train them to check whether people are here illegally. That would include the departments of public safety, corrections, highway patrol, and the State Bureau of Investigation. It also directs agencies to stop providing state benefits to noncitizens, including unemployment compensation. It also allows victims of crimes committed by undocumented immigrants to sue cities and counties if they create sanctuary policies, and it forbids the UNC school system from keeping information from federal immigration officials. Gilberto Pagan is the director of Hispanos del Sur, a conservative Hispanic organization, and he's in favor of the bills. 'I think generally speaking, it's about safety, it's about everybody's safety across the whole state, and that includes immigrant communities and everybody who lives here,' Pagan said. Earlier this week, pro-immigrant rights groups spoke out against recent immigration raids. Both bills passed the legislature on Tuesday. Gov. Josh Stein wouldn't answer whether or not he will sign them into law. His office told Channel 9, 'He has made clear that if someone commits a crime and they are here illegally, they should be deported.' Stein has 10 days to veto the bills or they'll become law. In the meantime, organizers plan to protest in First Ward Park this Saturday at 11 a.m. It's the same day that President Donald Trump has called for a parade in Washington D.C. to celebrate the Army's 250th birthday. Man from Ghana charged after alleged blackmail of Buffalo victim
BUFFALO, N.Y. (WIVB) — A man from Ghana faces an extortion charge after he allegedly used nude photographs of a victim in Buffalo to blackmail him, according to the U.S. Attorney's Office. Cross Abu Cole, 21, possessed nude photographs of the Buffalo male when he was a minor, according to a complaint made by the victim in October 2022. Cole then allegedly demanded $200 be sent to him otherwise he would send the photos to people the victim knew on Snapchat. The man also possessed a nude photo of the victim's friend, officials said. Numerous threats for money were made and nude photographs were sent out. An investigation traced the telephone number threats to Cole. He was taken into custody in Texas and was charged by criminal complaint with interstate communications with intent to extort. Cole faces a maximum penalty of two years in prison and a $250,000 fine. Kelvin Joseph Jr., 25, was arrested on Saturday, June 7, for a DWI and collision involving personal injury or death, the Richardson Police Department said. What happened the day of the crash At about 4:50 a.m., officers were called to a crash involving a motorcycle in the 2400 block of U.S. 75. Officers said at that time, no other vehicles or people were at were found at the scene. They discovered the victim, 27-year-old Cody Morris, dead at the location. About an hour later, Richardson PD said Joseph called the Plano Police Department and said he was involved in that crash that killed Morris. When Richardson police officers contacted Joseph, they "observed signs of intoxication." Kelvin Joseph Jr. 25, has been arrested in connection with a fatal motorcycle crash, police say. Richardson Police Department According to officers, it is believed Joseph was traveling in a BMV northbound when he was involved in the crash with Morris. Joseph was then arrested. Police said his bond amount was set at $1,000 for the DWI charge and $25,000 for the collision involving death charge. Police said he bonded out Sunday, June 8. Morris remembered by family Friends and family took to social media to share memories of Morris, who was a wife and mother of two children. Many said she loved riding motorcycles and would be truly missed. Who is Kelvin Joseph Jr.? The Louisiana native was picked by the Dallas Cowboys in the second round of the 2021 NFL Draft and spent two seasons with the team. In 2022, Joseph was names as a person of interest in connection with a fatal shooting at a nightclub in Lower Greenville in Dallas, police said. During the investigation, he was cleared of all charged after two suspects were arrested. In 2023, the Cowboys traded the cornerback to the Miami Dolphins, and he then bounced from team to team, including the Kansas City Chiefs. He joined the UFL in February 2025 and signed with the DC Defenders. In a statement following Joseph's arrest in the fatal crash, the UFL said, "We are aware of the incident and are gathering information. We have no further comment at this time."
