CHIEF Secretary to the Government Tan Sri Shamsul Azri Abu Bakar has issued a stern reminder to civil servants not to participate in the upcoming rally in Kuala Lumpur on July 26. He stressed that involvement in such gatherings contradicts the principle of 'Loyalty to King and Country' as outlined in the Rukun Negara.
'They shouldn't go. They are civil servants, (so) how can they join? Every day, every week, we recite the Loyalty to King and Country pledge. Have they forgotten? Be grateful to the King and the Country,' he told reporters after launching the Sports Carnival of the MRSM Association of Former Students (ANSARA Malaysia).
The rally, dubbed 'Himpunan Turun Anwar,' is expected to draw between 10,000 to 15,000 participants, according to the Royal Malaysia Police (PDRM). Home Minister Datuk Seri Saifuddin Nasution Ismail confirmed that police would facilitate the event while ensuring security in compliance with the Peaceful Assembly Act 2012.
Shamsul Azri's remarks reinforce the government's stance on civil servants maintaining political neutrality. His statement comes amid heightened public interest in the rally, which has sparked discussions on lawful assembly and public sector conduct. - Bernama

KUALA LUMPUR, July 23 — The Attorney-General's Chambers (AGC) today clarified that civil servants are bound by specific directives issued by the Chief Secretary to the Government (KSN) concerning the prohibition against participating in public assemblies. In a statement, the AGC said any failure to comply with P.U. (A) 1/2012, P.U. (A) 395/1993, General Orders, circulars, service circulars, rules and other government-issued instructions could result in disciplinary action being taken against the officer under P.U. (A) 395/1993. 'Although Articles 10(1)(a) and 10(1)(b) of the Federal Constitution provide every citizen the right to freedom of speech and expression, as well as the right to assemble peaceably and without arms, these rights are not absolute,' the statement said. Last week, Chief Secretary to the Government Tan Sri Shamsul Azri Abu Bakar reminded civil servants not to participate in a rally scheduled to be held in the capital this Saturday. He said it would be inappropriate for civil servants to join the assembly as doing so would go against the principle of Loyalty to the King and Country as enshrined in the Rukun Negara. Meanwhile, the AGC stated that a public officer was bound by the Letter of Undertaking as provided for under subregulation 20(3) of the Public Officers (Appointments, Promotions and Termination of Services) Regulations 2012 [P.U. (A) 1/2012]. 'Under the Letter of Undertaking, every public officer is responsible for complying with all regulations, including the Public Officers (Conduct and Discipline) Regulations 1993 [P.U. (A) 395/1993], General Orders, circulars, service circulars, rules and other directives issued by the Government from time to time during the course of their service,' it said. According to the statement, under P.U. (A) 1/2012 and P.U. (A) 395/1993, a public officer must at all times demonstrate loyalty to the King, the nation and the government. '(They must) not act in a manner that tarnishes or discredits the image of the civil service and must not make any public statement that would bring embarrassment or disrepute to the government,' it said. — Bernama

PUTRAJAYA: The MADANI government's push to reduce bureaucratic inefficiencies has achieved significant results, with 97 Bureaucratic Reform Projects (RKB) under the Public Service Reform Agenda (ARPA) saving RM873.5 million annually in compliance costs. The Special Taskforce on Agency Reform (STAR) confirmed the savings following its latest meeting chaired by Chief Secretary Tan Sri Shamsul Azri Abu Bakar. The reforms have streamlined processes for businesses and the public while enhancing national productivity. Four ministries received recognition for high-impact projects. The Ministry of Agriculture and Food Security (KPKM) digitised aid approvals, the Ministry of Works (KKR) reduced tender evaluations from 35 to 18 days (saving RM1.1 million yearly), and the Ministry of National Unity (KPN) slashed Rukun Tetangga application processing from 90 to 30 days. Meanwhile, the Ministry of Tourism, Arts and Culture (MOTAC) shortened vehicle approval times in Sabah, Sarawak, and Labuan from five days to one, saving RM160,000 annually and boosting local tourism. STAR also discussed strategic initiatives, including curbing livestock smuggling at the Malaysia–Thailand border and drafting a new Cooperative Act. Updates were shared on the ILTIZAM Government Service Efficiency Act and the Public Service Performance Index. Shamsul Azri praised Prime Minister Datuk Seri Anwar Ibrahim's recent public-friendly announcements, including RM100 cash aid, reduced RON95 prices for subsidy recipients, and an extra Malaysia Day holiday. He urged ministries to ensure swift implementation for maximum public benefit. – Bernama
