Anwar confident LCS project will be completed on time

KUALA LUMPUR: Prime Minister Datuk Seri Anwar Ibrahim is confident that the Royal Malaysian Navy's (RMN) Littoral Combat Ship (LCS) project will be completed on schedule, with no compromise on integrity and governance.
Anwar, who began his official visit to Perak this morning, also said the project represents a historic achievement as it is being built entirely from scratch by local talent through their skills, capabilities and expertise.
"I have strong confidence that with the firm commitment of the RMN and the shipbuilder, Lumut Naval Shipyard Sdn Bhd (Lunas), the project can be completed successfully, placing the sovereignty of our national waters at an excellent and exemplary level," he said on Facebook.
Earlier, Anwar attended a project briefing session before visiting the LCS1, which is currently undergoing testing.
Present during Anwar's visit were Deputy Defence Minister Adly Zahari and Armed Forces Chief General Tan Sri Mohd Nizam Jaffar.
Also present were Finance Minister II Datuk Seri Amir Hamzah Azizan, Perak Menteri Besar Datuk Seri Saarani Mohamad, Chief Secretary to the Government Tan Sri Shamsul Azri Abu Bakar and Navy Chief Tan Sri Dr Zulhelmy Ithnain.
In a statement issued in conjunction with Anwar's visit, the Defence Ministry said the second ship, LCS 2, was successfully downslipped (lowered into the water) on May 8 and is now undergoing subsequent construction work.
It is expected to begin the Setting to Work (STW) phase in September this year.
The ministry said the first ship, LCS 1, was downslipped as scheduled on May 23, last year and began its STW phase in May this year, where the vessel is scheduled for its first sea sailing in December.
It added that as of May 25, the overall progress for all five LCS vessels stood at 72.43 per cent.
The ministry also assured that strict monitoring is being carried out in collaboration with relevant stakeholders.
It said that the construction of LCS 3 to LCS 5 remains on schedule, with LCS 3 expected to be delivered in 2027, followed by the remaining ships at eight-month intervals, with the final vessel, LCS 5, slated for completion in 2029.

KUALA LUMPUR: Although the government is faced with a "dilemma", the implementation of tax reforms is a necessity, says Datuk Seri Anwar Ibrahim. The Prime Minister said such reforms were needed to cater to costs brought about by new, emerging challenges facing the nation. "I said that it is a dilemma and to paraphrase Hamlet; 'To tax or not to tax'. "Yet, you have to expand the revenue base to ensure public services, education and healthcare reforms. "The new challenges such as Artificial (AI) technology and digitisation, all this demands funds and disbursements of more funds. "But no one wants to pay, including the very rich," he said when launching the Digital Asset Sandbox and Sasana Symposium 2025 here on Tuesday (June 17). Anwar, who is also Finance Minister, said that the tax reforms were also necessary as it would expand the revenue base to improve enforcement efforts while addressing leakages without burdening the poor. In a statement on June 9, the Finance Ministry announced that the reviewed and expanded Sales and Service Tax (SST) rates would come into effect this coming July 1. The measure is aimed at strengthening the country's fiscal position by increasing revenue and broadening the tax base, the ministry said. The announcement has since received pushback from several quarters, calling for it to be put on hold, saying that its implementation could worsen living costs and place further strain on small businesses amid fragile economic conditions. On a separate matter, Anwar said that a joint ministerial committee was recently formed to look at reforms in the national healthcare system to ensure affordable and accessible private healthcare for people. "For many Malaysians, private healthcare is becoming increasingly inaccessible due to escalating medical costs and inflation. "This is not just an alarming concern but also a question of the national wellbeing," he said. The committee, comprising representatives from Bank Negara, Finance Ministry and Health Ministry, will look at long-term concrete solutions, he added. "We are not looking for minor adjustments or minor paradigm shifts. "We must be prepared to undertake a fundamental shift towards value-based private healthcare systems that prioritise outcomes, transparency and fairness. 'Key reforms include clearer pricing, stronger digital healthcare and expanded access to affordable options such as universal base medical insurance products,' he said. Anwar gave his assurance that the joint committee would deliver on the reforms unlike attempts by previous committees which were unsuccessful. He said the government must go beyond symbolic changes to carry out reforms to ensure affordable and accessible private healthcare. On subsidy rationalisation, Anwar said that it is not a luxury but it is a national necessity albeit unpopular. "We do not have a choice but yet the problem lies where on one side, you have impatient demands to undertake massive reforms. "On the other hand, there are the ultras, neoconservatives and desperate politicians who would go against any attempts to undertake reforms," he said. He said that such a negative narrative was prevalent on social media and more effort must be done to explain the need for the subsidy rationalisation exercise. "Many of the corporate players are completely oblivious to these things and that is our challenge. "While it has to be done, it also has to be explained and well articulated to get the people to understand and appreciate," he said. On Monday, Anwar said that the RON95 petrol subsidy rationalisation would go ahead as planned.

KUALA LUMPUR: Bank Negara Malaysia (BNM) and financial institutions are encouraged to work alongside the government in enhancing public understanding of fiscal measures being implemented, while also helping to address negative narratives surrounding the issue. Prime Minister Datuk Seri Anwar Ibrahim said such cooperation is important to ensure accurate and balanced information reaches the people, particularly amid efforts by certain quarters to politicise economic policies and shape public perception. 'For example, for the subsidy rationalisation, (the opposition will say) the country is extremely poor, they (government) are oppressing the people, that is the narrative that you find in the social media. But the RON95 subsidy rationalisation programme has to be done. 'So it has to be explained, well articulated. Get the people to understand and appreciate, it is vital to ensure not only the programme is considered to be effective or sound policies, but effectively implemented and understood by the majority of our people,' Anwar, who is also Finance Minister, said at the SASANA Symposium 2025 here today. Also present were Chief Secretary to the Government Tan Sri Shamsul Azri Abu Bakar, BNM Governor Datuk Seri Abdul Rasheed Ghaffour and Secretary General of the Treasury Datuk Johan Mahmood @ Johan Mahmood Merican. Anwar admitted that not all fiscal measures introduced by the government such as subsidy adjustments and tax system reforms were popular decisions. Hence, he said, BNM and financial institutions must play their role not only in supporting structural changes or paradigm shifts, but also in providing understanding to the public. Anwar also commended BNM's effort in organising the SASANA Symposium, describing it as an important initiative to bring the great minds of intellectuals, the government, industry players and academias to chart a course forward towards structural reforms for a resilient Malaysia. Yesterday, Anwar said the government is committed to implementing the RON95 petrol subsidy rationalisation exercise, reiterating that it would not affect 85 to 90 per cent of the population.
