Karnataka CM Siddaramaiah asks districts to reduce child malnutrition by 1% every year

India Gazette31-05-2025
Bengaluru (Karnataka) [India], May 31 (ANI): Karnataka Chief Minister Siddaramaiah on Saturday issued strong instructions to officials across the state during a major progress review meeting, saying that districts must work to reduce the percentage of severely malnourished children by at least 1 per cent every year.
Addressing the issue of malnourished children, the CM said that although the problem cannot be eliminated overnight due to social challenges, districts must work to reduce the percentage of severely malnourished children by at least 1 per cent every year. He issued this directive to the Deputy Commissioners of Bidar, Vijayanagar, and Ballari.
'There are social reasons why it's not possible to eliminate the issue all at once. Therefore, reducing the percentage by 1 per cent every year can help,' he said.
The meeting, attended by ministers and senior bureaucrats, witnessed the CM giving clear directives aimed at improving governance and service delivery.
He also emphasised continuous health monitoring of children, including tracking haemoglobin levels, and questioned the lack of visible improvements in nutritional status despite the provision of milk, eggs, and supplements.
'A scientific report must be prepared to understand why there is no progress. Based on that, corrective steps should be taken,' the CM said.
Siddaramaiah expressed dissatisfaction with the repeated excuses from officials regarding land acquisition for national highway projects.
'How many years will you keep repeating the same story?' the CM asked in a stern tone. He added that if needed, a special officer would be appointed exclusively to handle land acquisition.
He warned that new highway projects would not be approved unless pending ones were completed.
Minister Satish Jarkiholi supported the CM's view, saying, 'Out of 42 pending projects, 22 have been completed, but many issues are due to the central government.' He urged central authorities to be more active in resolving issues.
To address delays, the CM directed that bottleneck issues be prioritised, and a circular be issued to bring Special Land Acquisition Officers (SLAOs) under Deputy Commissioners' control.
Minister Krishna Byre Gowda added, 'Regular monitoring can help improve the situation.'
The CM and ministers raised serious concerns about SLAO practices, especially regarding land compensation.
'There's often a huge gap between market value, guidance value, and the compensation determined by SLAOs. This places an unnecessary burden on the government,' the CM noted.
He ordered a comprehensive review of SLAO operations and confirmed that they would now report directly to Deputy Commissioners.
Chief Minister Siddaramaiah highlighted the high number of fake and ineligible ration cards in several districts.
'Scientific data shows that in no district can more than 60 per cent of people be eligible. If eligibility shows 80 per cent or 90 per cent, it is unacceptable. It's unjust to those who truly deserve it,' the CM said.
He called for the elimination of fake, duplicate, and ineligible ration cards to ensure benefits reach the right people.
During the review, it was also revealed that some government employees and teachers hold BPL cards. While they don't use them for food grains, they avail other services like free hospital treatment.
The CM instructed that no eligible beneficiary should be denied, but ineligible ones must be removed carefully to ensure genuine people don't suffer.
He asked Deputy Commissioners to explain what steps they had taken to cancel such cards, what challenges they faced, and what solutions they proposed.
With clear directions across multiple departments, the CM's meeting marked a renewed push for accountability, fairness, and efficiency in governance. (ANI)

Videos of expunged proceedings should not be shared on social media: Rajya Sabha Chair

ANI Harivansh Narayan Singh Amid continued stalemate between the government and opposition over the demand for a discussion on Special Intensive Revision (SIR) in Bihar, the Chair in Rajya Sabha on Tuesday said that videos of expunged proceedings should not be shared on social media. Soon after the House met post-lunch, and the Mines and Minerals Amendment Bill was tabled, Radha Mohan Das Agrawal of the BJP raised the issue of the Leader of Opposition Mallikarjun Kharge sharing videos of his expunged speech on social media. He said while Kharge raises the issue of SIR, the Chair disallows the same. However, the extracts of his speech are shared on social media, even after the Chair has clearly stated that the same will not go on record of the House. The Upper House, which has witnessed repeated adjournments in the Monsoon Session as Opposition has demanded a debate on the SIR issue calling it a threat to democracy, while the government has maintained that the "sub-judice" matter can't be discussed, saw the two sides locking horns once again on Tuesday. The House saw the first adjournment soon after meeting at 11 am, and was adjourned till 2 pm over the SIR issue. When the House met post-lunch, the Mines and Minerals (Development and Regulation) Amendment Bill, 2025 was taken up, even as Opposition MPs raised slogans demanding a debate on SIR. Leader of Opposition Kharge was allowed to speak by Chair Ghanshyam Tiwari who also cautioned that the Congress leader should not raise any sub-judice matter. Kharge once again tried to raise the demand for debate on SIR, but the Chair said it would not go on record as it is not related to the business. Minister of Coal and Mines G Kishan Reddy, and Minister of State for Parliamentary Affairs L Murugan said the government is ready to answer any questions related to the Bill. Opposition MPs staged a walkout from the House as the minister was moving the Bill. Soon after the minister tabled the Bill, BJP MP Agrawal raised a point of order, and said videos of proceedings, which included the portions which were not on record, were being circulated on social media. "I have been noticing whenever a debate starts, LoP stands, you give permission to speak on Bill, he goes straight to SIR. You give instruction that it will not go on record. But then we see that the video of his speech is shared on social media..." he said. "How can the video be posted on social media when it has been expunged in writing, is it not a breach of privilege?" he said. Tiwari, who was in the Chair, then said that anything which has been expunged should not be shared on social media. "Arrangements should be made so that anything that is not a part of the House proceedings should not go on social media through Sansad TV, or any other medium..." he said.

'Can you say it's criminal to love?': SC bats for distinction of rape from 'genuine' romance

The Supreme Court on Tuesday underlined the need to distinguish between rape and genuine romantic cases involving youngsters on the verge of majority. The bench observed that the police would look into the matters to ascertain whether it was a case of kidnapping, trafficking or whether it was a case of genuine love.(ANI) A bench of Justices B V Nagarathna and R Mahadevan noted the existence of co-education institutions and universities and said, "Now, they develop feelings for each other. Can you say it is criminal to love? We have to keep a distinction between a criminal act like rape, etc., from this." The observations came on a petition raising the question whether or not the age of consent, which is 18 years, should be reduced to 16 under the Protection of Children from Sexual Offences (POCSO) Act. "When there are genuine romantic cases, they like each other and they want to get married... Don't treat such cases the same as criminal cases," the bench said. The bench went on, "You have to keep the reality of society in mind." The top court referred to the trauma such couples face, generally owing to the male partner being sent to jail by the parents of the girl after filing a case under the POCSO Act. "This is the harsh reality in society," the bench said, noting cases under the POCSO Act were also filed to cover up elopements. Senior advocate H S Phoolka, appearing for the petitioner organisation, called for safeguards. The bench observed that the police would look into the matters to ascertain whether it was a case of kidnapping, trafficking or whether it was a case of genuine love. Phoolka said a similar issue concerning the age of consent was being considered by another bench of the apex court. The bench posted the matter for August 26 after Phoolka said he would place on record some top court orders in the context of the prayers sought for in the petition. Recently, the Centre defended in the apex court the statutory age of consent of 18 years, saying the decision was a "deliberate, well-considered, and coherent" policy choice aimed at shielding minors from sexual exploitation. The Centre said diluting the age of consent or introducing exceptions under the guise of adolescent romance would be not only legally unsound but also dangerous. The written submissions was filed in a separate case which raises the point of age in adolescent relationships.
