Mongolia, Kyrgyzstan sign MoU on cooperation in wool processing

During the recent state visit of Mongolian President Ukhnaagiin Khurelsukh to Kyrgyzstan, a number of bilateral agreements were signed that included a memorandum of understanding (MoU) on cooperation in wool processing.
All the agreements are aimed at increasing joint cooperation.
Mongolian Minister of Food, Agriculture and Light Industry Enkhbayar Jadamba and Kyrgyz Deputy Prime Minister and Minister of Water Resources, Agriculture and Processing Industry Bakyt Torobayev signed the MoU on cooperation in wool processing.

Both sides will implement joint projects in wool product supply, processing and promotion, while exchanging information and fostering business relations for mutual benefit.
Within the framework of the 'White Gold' National Movement of Mongolia, Mongolian wool would be exported to Kyrgyzstan. Launched last year, the White Gold National Campaign is aimed at revitalising the light industry, stimulating the economic circulation of raw materials of animal origin, creating new jobs in the sector, raising production of value-added goods, boosting herders' incomes and improving their livelihoods.
An agreement on scientific cooperation between the Kyrgyz National Academy of Sciences and the Academy of Sciences of Mongolia was also signed.

The AIADMK, if voted to power in 2026, will conduct detailed study on diverting surplus water of Tamirabharani from Papanasam dam to Manimuthar dam, said the former Chief Minister Edappadi K. Palaniswami. Mr. Palaniswami assured a group of farmers, which met him on Tuesday at Courtallam during his Makkalai Kaappom, Thamizhagaththai Meetpom campaign, that if the outcome of this study was positive, the project would be implemented at any cost. Farmers complained to Mr. Palaniswami that the irrigation tanks had not been dredged in the last four years. While the irrigation tanks had thousands of truck loads of silt, permission had not been given to potters to take it free of cost to nourish their ranches even as the realtors were allowed to take it illegally for commercial purposes. 'While several thousands of cusecs of water is going waste, the government is not in a mood to construct checkdams to improve water table,' the farmers complained. Mr. Palaniswami said the AIADMK hired the services of retired Superintending Engineers and the Chief Engineers of Water Resources and the Public Works Department to select sites for constructing checkdams. 'After taking up kudimaramaththu for deepening and strengthening the irrigation tanks in a big way, we had selected four sites for constructing checkdams across the Cauvery and as many spots across the Tamirabharani. But, the DMK government, which came to power in 2021, shelved these projects for reasons best known to Chief Minister Stalin. When we return to power, we will fulfil all your genuine demands,' Mr. Palaniswami assured. Livelihood issues Tamil Nadu Differently-abled Legal Protection Association president R. Shanmugasundaram, in a memorandum to Mr. Palaniswami, said Mr. Stalin, who issued more than 50 Government Orders for the welfare of the people with disabilities, had not taken any step to implement these orders. The orders on roadside shops and allotting 5% of shops under urban and the rural local bodies to the people with disabilities remained on paper. 'Even after complaints were submitted to the Collectors concerned about the differently-abled being not allowed to participate in the auction, action was not taken due to political pressure and coercion. The monthly assistance for the differently-abled should be increased to ₹3,000 and the AIADMK should create a wing for us and get our demands to be included in the AIADMK's poll manifesto,' Mr. Shanmugasundaram said. Association treasurer Gandhimathi said the DMK's promise of reserving 4% of the government jobs for people with disabilities with necessary educational qualification was yet to be implemented. Mr. Palaniswami recalled that retrofitted motorcycles at an estimate of ₹52 crore were given to 10,000 persons with disabilities during the AIADMK rule while 5,000 persons received battery-operated wheelchairs worth ₹45 crore. Moreover, over 2 lakh physically challenged persons were given welfare assistance totalling ₹330 crore during AIADMK regime, he said. 'The differently-abed candidates appearing for the Tamil Nadu Public Service Commission and Union Public Service Commission were given ₹50,000 each by the AIADMK government. Subsidy for self-employment was increased to ₹25,000. As life has become a struggle for you, we'll be with you in facing and neutralising these challenges as we return to power,' Mr. Palaniswami said. A group of government schoolchildren, who have got admission in the medical colleges thanks to the 7.50% reservation introduced by the previous AIADMK government, met and thanked Mr. Palaniswami, who presented them stethoscope.

The State government is putting in place a three-tier system for the smooth implementation of floating solar power plants in waterbodies across the State, including reservoirs, backwaters and water-filled quarries. Responsibilities such as identification of potential sites, creation of 'land banks,' providing clearances and approvals and monitoring the progress of projects will be shared among a high-level committee, an empowered committee and district-level committees, a Power department order said in an August 1 order. The panels, meant to ensure 'effective implementation,' have been constituted in line with the 'Guidelines for the Installation of Floating Solar Plants' approved earlier this year, the Power department said. The high-level committee is headed by the Chief Secretary. Its responsibilities include fixing the lease rents, land allocation, clearances and approvals and measures to attract developers. The Additional Chief Secretaries for Power, Finance, Water Resources and Forest; Secretaries for Environment, Agriculture, Fisheries, Local Self-Government and Revenue; and the Chief Executive Officer of the Agency for New and Renewable Energy Research and Technology (Anert) are the members of this committee. District-level committees will create land banks of potential sites for development. These committees, headed by District Collectors, can also propose suitable sites owned by government agencies or private lands for developing floating solar projects. The empowered committee, which is chaired by the Additional Chief Secretary (Power), is tasked with reviewing the technical aspects of each project, including the suitability of the technology to a given region. It will also identify potential sites and monitor the progress of the projects. The State Cabinet had cleared the 'Guidelines on Development of Floating Solar Power Plants' in February this year. Among other things, they envision the creation of district-level 'banks' of potential sites and a single-window system for speedy implementation. The guidelines, which complement the Solar Energy Policy of the State, are designed to help Kerala fully tap the potential of reservoirs, backwaters and even water-filled quarries in 'hosting' floating solar projects.

Pak In-chol, chairman of North Korea's Supreme People's Assembly, has held talks with his counterparts from Russia and three other countries in Geneva, Switzerland, on the sidelines of a global meeting of assembly chiefs, state media reported Sunday. Pak met with the chairperson of Russia's Federation Council, as well as the heads of the Mongolian and Vietnamese assemblies and a deputy chairperson of the Lao parliament, during his attendance at the World Conference of Speakers of Parliament from last Tuesday to Thursday, the Korean Central News Agency (KCNA) said. During her talks with Pak, Valentina Matvienko, the Russian parliamentary speaker, cited the "close friendship" between the North Korean and Russian leaders as the "fundamental element" that has elevated bilateral ties to their highest level in history, the KCNA reported. The agency also quoted her as saying that Russia-North Korea ties "have overcome all kinds of challenges and proved their value since the signing of the Comprehensive Strategic Partnership treaty." She also reaffirmed Russia's solidarity with North Korea. China's top legislator Zhao Leji also attended the global event, but no talks took place between him and Pak, a possible sign that bilateral ties have yet to fully recover after being strained by Pyongyang's close alignment with Russia over the war with Ukraine, Yonhap news agency reported. The international event has been hosted every five years since 2000 by the Inter-Parliamentary Union, an international organization of national parliaments, with North Korea consistently dispatching a representative. South Korea's National Assembly Speaker Woo Won-shik also attended this year's event, but no meeting took place between him and Pak either.
