Delhi plans to scrap MCD restaurant licence to boost ease of business
Speaking at an event by The Indian Express, Saxena said, 'Today, there is a need for ease of doing business… People should not have to come to the government, the government should go to the people.' He added that the licensing system in Delhi has ended and that three-star and four-star hotels are now allowed to operate 24/7.
Until now, restaurants were required to obtain a Health Trade Licence from the MCD, which had to be renewed every year. Just last month, the L-G had also issued a notification removing the requirement of Delhi Police clearance for businesses like hotels and restaurants.
Encroachments and freebies hurting Delhi: Kant
India's G20 Sherpa and former NITI Aayog CEO Amitabh Kant, who shared the stage with Saxena, flagged encroachments and freebies as major concerns in the capital. He said that politicians in Delhi have often promoted encroachments, especially ahead of elections when such settlements are regularised. Once established, these encroachments become extremely difficult to remove, he said, as quoted by the news report.
Delhi govt scraps police approval for hotels, pools
The Delhi government has officially removed the requirement for police clearance for seven types of commercial activities. These include hotels, swimming pools, restaurants, discotheques, video game parlours, amusement parks, and auditoriums, news agency PTI had reported.
This move stems from an order issued on June 19 by the L-G. Using his powers under Section 28(2) and Section 4 of the Delhi Police Act, 1978, Saxena annulled several long-standing police regulations. These rules had been in place for decades — dating back to 1980 in the case of swimming pools — and included recent guidelines introduced in 2023 for establishments like hotels and restaurants.
Restaurants can't enforce service charge: Delhi HC
In March this year, the Delhi High Court ruled that restaurants and hotels cannot compel customers to pay a service charge or tip, stating that doing so infringes on consumer rights.
'Service charge or tip, as it is colloquially referred to, is a voluntary payment by the customer. It cannot be compulsory or mandatory. The practice undertaken by the restaurant establishments of collecting service charge, that too on a mandatory basis, in a coercive manner, would be contrary to consumer interest and is violative of consumer rights,' said Justice Pratibha M Singh.
The Delhi High Court backed the Central Consumer Protection Authority's (CCPA) 2022 guidelines, which bars hotels and restaurants from adding service charges to food bills by default or automatically. The court said that the enforcement of such charges often happens in a coercive manner, leading to confusion among customers. Many are unable to distinguish between government-imposed taxes, such as service tax or GST, and the service charge or tips added by restaurants.
'In fact, for the consumers, the collection of service charge is proving to be a double whammy — they are forced to pay service tax and GST on the service charge as well. This position cannot be ignored by the court,' the court observed in its order.

L&T to set up India's largest green hydrogen plant at IOCL Panipat Refinery
Infrastructure major Larsen & Toubro (L&T) on Monday said its arm will set up the nation's largest green hydrogen plant at Indian Oil Corporation 's Panipat Refinery in Haryana . The plant, to be set up by Larsen & Toubro's wholly-owned arm L&T Energy GreenTech Ltd, will supply 10,000 tonnes of green hydrogen per year to Indian Oil Corporation Ltd (IOCL) for 25 years, supporting the Centre's National Green Hydrogen Mission . The plant, being developed under a build-own-operate model, will operate round the clock using green energy, aligning with IOCL's broader strategy to decarbonise its refining operations and contribute to the nation's net zero goals. "Still A Judge...": Top Court Raps Lawyer For Not Saying "Justice" Varma
New Delhi: Chief Justice of India BR Gavai pulled up a lawyer in the Supreme Court today after he referred to Allahabad High Court judge Justice Yashwant Varma, who is being investigated after a massive cash recovery from his home, as just "Varma". Advocate Mathews Nedumpara was urging the court for an urgent hearing on his petition seeking an FIR against Justice Varma, who hit headlines in March when a fire at his home led to a huge cash discovery. Justice Varma was then a judge of the Delhi High Court and was later moved to the Allahabad High Court. Following the recovery, a Supreme Court inquiry panel found him guilty of misconduct and then Chief Justice Sanjiv Khanna urged Parliament to initiate impeachment proceedings against the judge. The judge has challenged this and approached the Supreme Court. Mr Nedumpara today sought urgent listing of his petition and said he had moved it for the third time. At one point, he referred to the judge as "Varma". The Chief Justice shot back. "If you want me to dismiss now, I will dismiss it now! Is Justice Varma your friend? He is still a learned judge of the high court... how are you referring to him as 'Varma'?" Solicitor General Tushar Mehta, too, took exception to Mr Nedumpara's "Varma" reference and underlined that he was still a judge. Mr Nedumpara's petition seeks directions to Delhi Police to register an FIR against Justice Varma and investigate the cash recovery. It says that recovery of currency notes on this scale is a cognizable offence punishable under the Prevention of Corruption Act and the law against money laundering. On March 14, firefighters and cops rushed to the judge's official residence after a fire call. There, they found a large amount of half-burnt currency notes in plastic bags. Mr Nedumpara's petition said police officers shot videos and photos at the spot, but did not register an FIR. This is because the K Veeraswamy vs Government of India judgment states that the Chief Justice of India's permission is necessary to register an FIR against a judge. The lawyer's petition says the three-member inquiry committee formed by the Supreme Court is "unconstitutional" and interferes in the role of the police.

Delhi meat shops shut during Sawan despite no official order, owners report losses

While the closures aligned with religious sensitivities around the Kanwar Yatra, vendors said they are incurring significant financial losses. Mohd Nazir, who runs a shop in Indirapuram, has kept his shutters down since the first day of Sawan. 'There was no circular this year, but I've been closing my shop for four years now. I rely on rent from another property to manage this period,' he said, pointing to the need for alternative income to stay afloat. Sanu Qureshi, who owns multiple outlets across NCR, said he received administrative communication on July 10 and shut his shops the next day. 'I've been doing this for three years. Every Sawan, I lose around Rs 20,000. I make up for it with side work, but the loss still stings,' he said. Irshad Qureshi, General Secretary of the Delhi Meat Merchant Association, clarified that licensed shop owners were not forced to close. 'The mayor only appealed to shopowners to shut down out of respect for Kanwariyas. It wasn't an order,' he said. Earlier this month, the Municipal Corporation of Delhi (MCD) had said that it can't pass an order directing that meat shops along the Kanwar Yatra routes be shut, since no such provision exists under the Delhi Municipal Corporation (DMC) Act, 1957. 'We will make a request to meat shop owners to voluntarily shut their shops in deference to the religious sentiments associated with the Kanwar Yatra,' Mayor Raja Iqbal Singh had told PTI.
