
Why Revolut's journey to become a UK bank is taking so long
The fintech giant was granted a banking license with restrictions in July 2024 from the U.K.'s Prudential Regulation Authority (PRA), bringing an end to a years-long application process that began back in 2021. The PRA is a unit of the Bank of England.
This key victory moved Revolut into what's known as the "mobilization" phase of a company's journey toward becoming a full-fledged bank.
During this period, firms are limited to holding only £50,000 of total customer deposits — well below the hundreds of billions of pounds customers deposit with major high street lenders such as Barclays, HSBC and Santander.
Revolut customers in the U.K. are also still served by the company's e-money unit, instead of its banking entity. This means they are not directly insured by the Financial Services Compensation Scheme, which protects customers up to £85,000 if a firm fails.
Roadblocks and the sheer size of Revolut are among the many reasons why the firm's bank authorization process is taking longer than expected, analysts told CNBC.
Revolut is currently still awaiting its consumer credit license, which would enable it to offer credit cards and other services in the U.K.
Meanwhile, the Financial Times reported Tuesday that a meeting arranged by British Finance Minister Rachel Reeves with Revolut and the PRA was cancelled after an intervention from Bank of England Governor Andrew Bailey.
CNBC was unable to independently verify the report. The BOE declined to comment and the Treasury did not immediately respond to CNBC's request for comment.
A spokeswoman for Revolut said that while the firm was unable to comment on specifics, the company remains on track to launch a fully regulated U.K. bank this year.
"We are progressing through the final stages of mobilisation and continue to work constructively with the PRA," she told CNBC via email.
"Given Revolut's global scale, this is the largest and most complex mobilisation ever undertaken in the UK. A thorough review is an expected part of the process and getting this right is more important than rushing to meet a specific date."
Barney Hussey-Yeo, CEO of fintech firm Cleo, said that "anti-growth regulatory posture" from the U.K. was likely a contributing factor in the delays to Revolut exiting its mobilization phase.
"Revolut is already a regulated bank in over 30 countries, including some of the toughest jurisdictions in the world," he told CNBC, noting the company is worth more than some major U.K banks on a rumored $65 billion valuation.
"If that's not enough scale or rigour for the PRA, it raises serious questions about the UK's regulatory expectations — because they now look excessive," Hussey-Yeo added.
Regulators are nervous about getting it wrong due to the lingering "scar tissue" of the 2008 financial crisis, said Simon Taylor, head of strategy at fraud prevention platform Sardine AI.
"The U.K. has historically had one of the single most risk-averse regulatory postures in the world when it comes to capital requirements, especially," he told CNBC.
Another factor at play is Revolut's size. No other firm has entered the mobilization phase of bank authorization with more than 500,000 customers. Revolut serves over 10 million customers in the U.K.
Once it exits the mobilization phase, Revolut would need to gradually start migrating customers to its U.K. banking entity — a significant undertaking.
This, coupled with Revolut's already lengthy history in the U.K. market and complaints over fraud, makes it a "complex player to authorize," according to Taylor.
"A lot of the larger banks historically complained about Revolut being a major source of their fraud risk," he told CNBC. "My guess is that these complaints and issues have shown up in the BoE's regulatory reports, and they have material, well grounded concerns."
Still, Taylor conceded that Revolut has "some of the most sophisticated technology to detect and prevent these issues, and has been at the front line of dealing with the scams issue."
Ensuring Revolut obtains full authorization to operate a bank is important for the U.K. government — particularly as it faces criticisms from the tech industry that changes to the non-domicile tax status, along with increased taxes on capital gains, have created a hostile environment for entrepreneurs.
"Every element of wealth capture for the U.K. — jobs, taxes, equity gains — has been eroded," Cleo's Hussey-Yeo said, adding that there was a heightened risk that richly valued fintechs like Revolut could move their global headquarters outside of the U.K. if such measures continue.
Sardine.ai's Taylor said Revolut receiving full bank authorization "would be a massive symbolic win" for the government.
"The Chancellor [of the Exchequer] cannot afford to lose Revolut to another jurisdiction — but Revolut looks at a global market and sees lots of willing suitors for its business, and very little willingness from the U.K.," he told CNBC.

New tariffs snap into effect, raising import taxes to highest level since Great Depression
After months of delays and extensions, President Donald Trump 's comprehensive and sweeping tariffs slate took effect Thursday just after midnight, shifting his global trade reset into high gear. Most imports into the United States will now face a baseline 10% duty, with the overall average effective tariff rate rising to more than 17% — the highest since 1935, during the Great Depression — thanks to higher duties on some of the biggest U.S. trading partners, according to the nonpartisan Yale Budget Lab think tank. A wide variety of products will be hit. Tariffs will be collected on everything from European Union appliances and Japanese cars to food, furniture and toys from China and TVs from South Korea. Selected oil and gas imports, along with some smartphones and a suite of goods covered by a pre-existing trade agreement with Canada and Mexico, are not affected. Together, the duties are the most significant move yet by a president set on tilting the global economy even more in favor of the United States. So far, the salvos have just begun to jostle the U.S. economy, instead. Tariffs, which are taxes on imports collected by the federal government, generally tend to raise costs, although there is some debate among economists about whether businesses or consumers ultimately bear the weight of those increased prices. Yale's Budget Lab calculates that the inflationary effect of tariffs will cost a typical household an average of as much as $2,400 this year. It forecasts one of the biggest impacts in clothing, with consumers facing 40% higher prices for shoes and 38% higher costs for apparel in the short run as retailers that rely on importing clothes from South and Southeast Asia shift supply chains or grapple with higher costs. Thursday is not the end of Trump's trade offensive, either. Trump told CNBC on Tuesday he still plans to impose import taxes on pharmaceutical products and semiconductors. Currently, only about a quarter of manufacturing facilities supplying the United States with key drug ingredients are actually based here, equating to a $116 billion deficit with the rest of the world. As for semiconductors, the United States imports $40 billion worth, though the figure can also include chips produced in the United States, shipped abroad and repackaged inside finished goods. Trump has also shown continued willingness to ratchet up duty levels at a moment's notice. On Wednesday, he hiked the tariff rate for India to 50% over the nation's purchases of Russian oil, which he said was allowing Russia to continue to finance its war in Ukraine. Brazil, too, now faces 50% duties as a result of Trump's displeasure with its treatment of former President Jair Bolsonaro, a Trump ally who has been detained on coup charges. Trump also told CNBC he could raise the European Union's tariff level to 35% from 15% if it reneges on an investment commitment. Taken together, the 27-nation bloc is the largest U.S. trading partner. The Trump administration continues to insist tariffs are working, pointing to billions raised in new monthly revenues for the U.S. government. The White House also notes that nations have pledged hundreds of billions of dollars in investments, though no details about how that money will be spent have been released. Stock indexes have also set all-time highs. 'The markets have seen what we're doing and celebrated,' Kevin Hassett, director of Trump's National Economic Council, said Sunday on NBC News' 'Meet the Press.' Market analysts say those gains have been largely driven by tech and bets on artificial intelligence, offsetting growing signs of weakness elsewhere, like a slowing labor market and softer consumer spending. Overall, the U.S. economy as a whole now appears to be on much shakier ground than at the start of the year. Price growth has continued to pick up, while employment growth in manufacturing — the sector Trump and his allies have said would benefit most from the tariffs — has flatlined. Some of that may also be attributable to elevated interest rates. But even non-manufacturing sectors are feeling the pinch. Comments cited in the Institute for Supply Chain Management's survey of service-providing businesses for July, released this week, were filled with concerns about tariffs. 'Anticipation of the final tariff impacts is resulting in delayed planning for next fiscal year purchases,' an accommodation and food-services firm said. A health services firm said: 'Tariffs are causing additional costs as we continue to purchase equipment and supplies. Though we need to continue with these purchases, the cost is significant enough that we are postponing other projects to accommodate these cost changes.' The U.S. unemployment rate has held steady at 4.2%, still considered low — but most economists say that is partly a function of Trump's immigration crackdown, which has shrunk the overall labor force. The unemployment rate among native-born Americans reached a pandemic-era high last month of 4.7%. Business leaders are shaken up, too. Gartner Research said this week that its measure of CEO confidence has fallen at one of the fastest paces ever to recessionary levels, with 78% of top executives indicating they're implementing cost-cutting measures to safeguard performance. On Tuesday, equipment manufacturers Caterpillar and Eaton both reported significant profit hits from tariffs that constrained financial results amid resilient demand. 'With the prospect of higher tariffs, many companies implemented strong cost saving measures,' Gartner said. 'Even companies not directly impacted by tariffs began implementing these measures.' There remains an outside chance that the courts will strike the tariffs down. A group of small businesses has sued the Trump administration challenging its authority to impose tariffs under emergency powers. A trade court agreed in late May, but Trump's lawyers obtained an injunction to keep the tariffs he'd already imposed in effect. All of Trump's tariffs on individual trading partners have been deployed using the law, which faces additional challenges from other suits. Tariffs he has imposed on specific goods, like steel and copper, have been issued under a separate authority. In April, a bipartisan group of senators passed a bill to assert Congress' authority as the only body allowed to impose tariffs, but the measure stalled in the House. A growing chorus of analysts is raising the prospect of stagflationary conditions, in which price growth increases while the job market weakens. 'Economic activity and job growth are sputtering under the weight of higher tariffs, increasing inflation and rising economic policy and trade uncertainty,' analysts with BMO said in a recent note to clients. As higher tariff rates continue to creep up, stagflation and even a recession become likelier, Mark Zandi, chief economist at Moody's Analytics, told NBC News last week. 'I think the economic fallout from the tariffs is now obvious: higher inflation and a struggling economy,' he said.

Bank of England set to cut rate as UK economy weakens
The Bank of England is widely expected to cut its key interest rate Thursday, with policymakers mindful of US tariffs and their potential risks to an already-struggling UK economy. With the BoE likely to trim borrowing costs by a quarter point to 4.0 percent, focus will be on potential changes to the central bank's economic growth and inflation outlooks. "There are clear signs of (UK) economic deterioration, particularly stemming from the labour market," Victoria Scholar, head of investment at Interactive Investor, noted ahead of the latest rate call. "Yet policymakers must weigh this up against the risk of inflationary pressures particularly with rising food prices and international uncertainty around (US President Donald) Trump's tariffs and volatility in energy markets." Against this backdrop, analysts expect splits within the Bank's Monetary Policy Committee. Some argue that while the majority of the nine policymakers, including governor Andrew Bailey, will vote for a quarter-point cut, some are likely to demand an even larger reduction and others no change. A quarter-point cut Thursday would be the BoE's fifth such reduction since starting a trimming cycle in August 2024, emphasising its "gradual" approach to reducing rates. The BoE's main task is to keep Britain's annual inflation rate at 2.0 percent but the latest official data showed it had jumped unexpectedly to an 18-month high in June. The Consumer Prices Index increased to 3.6 percent as motor fuel and food prices stayed high. - Weak economy - Latest official figures also show that Britain's economy unexpectedly contracted for a second month running in May and UK unemployment is at a near four-year high of 4.7 percent. This is largely down to Prime Minister Keir Starmer's Labour government increasing a UK business tax from April, the same month that the country became subject to Trump's 10-percent baseline tariff on most goods. London and Washington reached an agreement in May to cut levies of more than 10 percent imposed by Trump on certain UK-made items imported by the United States, notably vehicles. Last month, the BoE warned in a report that tariff unpredictability and Middle East conflicts pose risks to UK financial stability. The US Federal Reserve last week kept interest rates unchanged, defying strong political pressure from Trump to slash borrowing costs in a bid to boost the world's biggest economy. Asked about US tariffs following the decision, Fed Chair Jerome Powell told a press conference: "We're still a ways away from seeing where things settle down." The European Central Bank is meanwhile widely expected to keep rates unchanged at its next meeting, with eurozone inflation around the ECB's two-percent target.
