H.E. Dr. Rania Al-Mashat, Minister of Planning, Economic Development and International Cooperation, attended the closing ceremony of the first phase of the Green Economy Financing Facility (GEFF I), implemented by the European Bank for Reconstruction and Development (EBRD), in the presence of Mark Bauman, Vice President of the EBRD, Mark Davis, Managing Director for the Southern and Eastern Mediterranean (SEMED) region of the Bank, and representatives of the private sector and beneficiary banks of the program.
In her speech, H.E. Dr. Rania Al-Mashat explained that the Green Economy Financing Facility (GEFF I) embodies our shared commitment to enhance resilience, support inclusion, and advance environmental sustainability, explaining that in its first phase, the mechanism contributed to injecting financing worth $154 million benefiting 130 projects, enabling micro, small and medium enterprises (MSMEs) to adopt innovative and sustainable technologies. By combining technical support with various incentives, the initiative contributed to reducing operational costs, enhancing competitiveness and building a strong foundation for an inclusive, resilient and sustainable green economy.
Al-Mashat welcomed the launch of the second phase of the mechanism, which expands its scope to include climate change mitigation and adaptation projects, including sustainable land management, circular economy practices, and resource efficiency. Approximately $175.5 million will be allocated for the private sector in Egypt through commercial banks, reflecting the Egyptian government's ongoing commitment to reducing carbon emissions, enhancing competitiveness, and addressing urgent climate priorities.
H.E. emphasized that are consistent with Egypt's broader approach to climate financing, in light of global efforts to mobilize innovative financing solutions, especially in light of the global need for climate financing estimated at $7.4 trillion annually by 2030. Egypt has become a regional leader in leveraging concessional development financing, innovative financing mechanisms, and debt swap programmes to promote climate action.
Furthermore, H.E. noted that at the heart of these efforts is the Country Platform for the NWFE program (The Water, Food, and Energy Nexus), which represents a qualitative shift in integrated climate action. The platform, based on the National Climate Change strategy 2050, is a comprehensive model for adaptation and mitigation, that enhances resilience and aligns with global climate goals. It also highlights Egypt's leadership in mobilizing innovative financing mechanisms that ensure inclusiveness and sustainability at the national and regional levels.
H.E. stated that the European Bank for Reconstruction and Development (EBRD) is a key development partner by mobilizing concessional financing and private sector investments, contributed to mobilize $3.9 billion to implement projects with a capacity of 4.2 gigawatts.
During the event, the Minister of Planning, Economic Development and International Cooperation and the Vice President of the EBRD honored the banks that benefited from the mechanism in its first phase, contributing to increasing financing for small and medium enterprises (SMEs) and green projects.

US envoy Massad Boulos is set to make his first official visit to Libya next week amid rising tensions in the capital city of Tripoli and neighbouring Sudan, a US official and an Arab source told Middle East Eye. Boulos, who is Trump's senior advisor to Africa, was supposed to travel to Libya earlier this year, the sources said, but Egyptian officials complained, saying they wanted him to visit Cairo first. Boulos met Egyptian President Abdel Fattah el-Sisi and the head of the Egyptian General Intelligence Service, Hassan Rashad, in May. Egypt is one of the main external powers in Libya. Ties between Egypt and the US have become strained over Washington's reassessment of military aid to Cairo and Trump's call earlier this year for a forced displacement of Palestinians from Gaza, MEE previously reported. In Libya, Boulos is expected to visit Tripoli first, home to the United Nations-recognised government, and then travel to Benghazi in eastern Libya, which is controlled by a parallel government backed by General Khalifa Haftar and his sons. The envoy's visit comes as Libya's powerful militias and politicians jostle for power. In May, Tripoli was convulsed by fighting between rival militias that killed at least eight people. The clashes started after the 444 Brigade loyal to Prime Minister Abdulhamid Dbeibah killed the leader of a rival group. The 444 Brigade then launched attacks on a Salafist militia called the Rada Deterrence Force, which controls Tripoli's main airport. Dbeibah was appointed president in 2021 as a consensus candidate with a mandate to usher Libya into elections. The vote never took place. There have been regular protests against Dbeibah. Boulos has been in discussions with Dbeibah's top advisor about unlocking billions of dollars in sanctioned frozen wealth funds, MEE was the first to reveal. The two sides discussed putting some funds into investments with US companies in Libya. NBC later reported that in exchange for releasing the funds, the Trump administration pressed the government to accept up to 1 million Palestinians from the Gaza Strip, which has been under Israeli assault since 7 October 2023, after the Hamas-led attacks on southern Israel. Saddam made a high-profile visit to Washington in April, where he met Boulos at the State Department. More importantly, he held a meeting with several senior US intelligence officials in Washington, the sources told MEE. That meeting has not been previously reported. Saddam has also been making overtures to countries traditionally closer to the government in Tripoli. He has visited Qatar and Turkey for support. This week, he visited Italy. Libya has been divided since the Nato-led removal of longtime ruler Muammar Gaddafi in 2011. The civil war became a proxy conflict with Russia, the UAE, Egypt, and France backing Haftar and Turkey supporting the government in Tripoli. In 2019, Trump gave his tacit approval for the elder Haftar's bid to take over Tripoli. The attack failed when Turkey intervened. The battle lines in Libya have become more convoluted in recent years. Sudan spillover A case in point is the competing interests among external powers in Sudan. Although Egypt and the UAE both support Haftar's government, they are backing opposing sides in the Sudanese civil war. The US and Arab sources told MEE that expectations for Boulos's trip were low on all sides. The RSF said on Wednesday it seized a strategic zone on the border with Egypt and Libya. The announcements came a day after forces loyal to Haftar launched a cross-border attack alongside the RSF, the first allegation of direct Libyan involvement in the Sudanese war. Egypt detains nearly 200 foreigners who flew in to join Gaza march

Egyptian authorities have detained and questioned more than 200 people who arrived in Cairo to participate in the Global March to Gaza, an international action intended to break Israel's siege on the territory, the organisers said on Thursday. According to the march organisers, some 4000 people from over 40 countries had booked flights to Cairo, with many already arriving ahead of the planned march. The activists had flown to Cairo to join a grassroots land convoy which set off from the Tunisian capital on Monday in the hopes of reaching Egypt's Rafah border with Gaza as a 'symbolic act' to spotlight Israel's crippling 18-year siege on the territory. Thousands of volunteers from Algeria, Egypt, Libya, Morocco and Tunisia left the Tunisian capital in a 100-vehicle convoy to raise international awareness of the humanitarian crisis in Gaza and deliver life-saving aid, organisers said. An online tracker shows that they are in the Libyan city of Misrata as of Thursday afternoon. They also said that the Egyptian government has yet to officially respond to their request for permission to proceed with the march but that they are planning to proceed with it anyway. The activists were set to travel by bus to the city of El-Arish in the Sinai Peninsula on Friday, before embarking on a march to the border with Gaza, where they will camp for three days in a bid to pressure the authorities to open the border. According to Abu Keshek, plainclothes police rounded up activists in Cairo hotels, questioning them and in some cases confiscating mobile phones and searching personal belongings. He added that following interrogations, some activists were arrested, while others were released. "Our legal services are working on these cases, as we have all complied with all the legal requirements of the Egyptian authorities," the organisers said in a statement on Thursday. "Meanwhile, thousands of march participants are already in Egypt, ready to begin the journey to El-Arish tomorrow and then continue on foot to Rafah, where we hope to arrive this Sunday." The "Sumud" convoy, which means resilience and steadfastness in Arabic, is currently at Libya's Misrata. It includes trade union and political figures, as well as human rights activists, athletes, lawyers, doctors, journalists, and members of youth organisations. Some pro-government figures in Egypt claim the plan is a "political scheme" by people affiliated with the Muslim Brotherhood, which is outlawed in Egypt - labelling it an "anti-Egyptian establishment", rather than a pro-Palestinian, effort.
