
UP leads municipal bond boom: VNN raises ₹50 cr through its first bond issue
The bond issue, conducted via private placement on the National Stock Exchange's Electronic Bidding Platform, attracted substantial investor interest, making Uttar Pradesh the first state in India to have five Urban Local Bodies (ULBs) – Lucknow, Ghaziabad, Agra, Prayagraj, and now Varanasi – successfully raise funds through municipal bonds.
Strategic infra dev for ancient city
The funds raised will finance two major revenue-generating projects aimed at enhancing infrastructure in Varanasi, one of India's most visited pilgrim destinations, which attracts millions of domestic and international tourists annually.
'Varanasi being a premier spiritual and cultural destination requires world-class infrastructure that preserves its ancient character while meeting modern needs,' said Amrit Abhijat, principal secretary, urban development department.
'The overwhelming investor response to these bonds reflects growing confidence in the city's economic potential and our governance structures. With this milestone, Uttar Pradesh has established itself as the national leader in municipal financing with five ULBs successfully tapping the bond market.'
The first project involves developing a hotel complex with underground parking near Sigra Stadium, estimated to cost ₹40.52 crore with ₹25 crore allocated from the bond funds. The second project will create a market complex with underground parking at Lahurabir Road at an estimated cost of ₹34 crore, also receiving ₹25 crore from the bond proceeds.
Employment and revenue generation
These initiatives will generate employment for over 500 people and bring an annual revenue of approximately ₹8-9 crore to the Varanasi Nagar Nigam, strengthening financial self-sufficiency. The hotel complex near Sigra Stadium aims to provide world-class amenities for tourists and athletes while leveraging its strategic location near both the stadium and temple complexes to serve sports and religious tourists. The market complex at Lahurabir Road will address local commercial needs while helping to ease the city's traffic congestion through its parking facilities.

Cabinet meeting: UP Rural Population Records Bill, Har Ghar Tiranga funding approved
The state cabinet has given its approval to the Uttar Pradesh Rural Population Records Bill-2025 to make the process of updating land documents of the rural population simple and transparent. The Uttar Pradesh cabinet also gave its approval to the proposal to use the State Finance Commission funds for flag distribution under the 'Har Ghar Tiranga' Campaign on the occasion of Independence Day 2025. Revenue inspector and tehsildar/naib tehsildar will get the right to update the gharauni in clean cases. Application can now be made for correction of a clerical error or the mobile number or address. Till now, more than 1.06 crore gharaunis have been prepared in the state, out of which more than 1.01 crore have been distributed. Under the Har Ghar Tiranga campaign, 60 lakh national flags will be distributed free of cost in urban poor areas. An amount of ₹12 crore from the State Finance Commission is being provided to urban local bodies for this purpose. These flags will be produced by Self-Help Groups (SHGs) associated with the State Urban Livelihoods Mission under the urban development department, providing employment to approximately 29,000 women and boosting the local economy. The success of the campaign will be ensured through the active involvement of public representatives, student organizations, civil society groups, and the general public. Principal secretary, urban development, Amrit Abhijat, stated: 'This campaign is not merely symbolic, but a people's movement that strengthens the spirit of nation-building through public participation, women empowerment, and cleanliness. Involving self-help groups in the production of flags will not only generate local employment but also fulfill the vision of 'Atmanirbhar Bharat'.' As per government directives, committees will be formed under the chairmanship of the district magistrate in each district to prepare and implement action plans for the programme's execution. During the campaign period, special cleanliness drives will be carried out at martyrs' memorials, historical sites and other public places. Urban local bodies will organise activities based on the theme 'Swachh Nagari – Jhanda Nagari.'

Portal on property tax spurs 20.5% revenue surge in ULBs
Guwahati: A GIS-based property tax portal launched by the state department of housing and urban affairs has resulted in an average 20.5% average annual growth in tax revenue collection in the state's Urban Local Bodies (ULBs), surpassing the state's GSDP growth rate. This innovative platform automates tax calculations by aligning property valuations with govt-notified land values. A notable feature of this initiative is the involvement of self-help groups (SHGs) and Citizen Service Centres (CSCs) in tax collection, enhancing last-mile delivery, promoting digital inclusion, and empowering women and marginalized communities. "This initiative marks a paradigm shift in municipal revenue mobilization by leveraging GIS-enabled technology, digital integration, and community participation," said Tankeswar Das, director of municipal administration, Assam. Since the portal's 2022 launch, Assam's tax revenue from municipal boards soared from Rs 57.55 crore in FY 2022-23 to Rs 69.4 crore in FY 2023-24, with earnings further went up to Rs 83.56 crore for 2024-25. The growth rate was 20.6% between FY 2022-23 and FY 2023-24, with a 20.4% for the following year. ‘One Ward a Week — e-Khata Campaign' launched in Karnataka's Mandya district
The Karnataka government has introduced reforms in property taxation by classifying properties into 'A' Khata and 'B' Khata. As a part of this initiative, the 'One Ward a Week – e-Khata Campaign' has been launched in Mandya in order to bring all properties under the jurisdiction of Urban Local Bodies (ULBs) into the tax net. Deputy Commissioner Kumar said that officers and staff of all ULBs in the district have been briefed on property laws. Instructions have already been issued to accept applications from the public and to ensure steady progress, he stated. Issuing 'A' and 'B' Khatas for all properties under the Mandya City Municipal Council (CMC) is a flagship project of the government. A target has been set to achieve 100% coverage within three months. However, he noted that very little progress had been made so far. In this context, a decision was taken during the ULBs' monthly progress review meeting to implement the e-Khata campaign ward-wise, to expedite the process. Accordingly, the Mandya CMC has been directed to undertake the campaign across all wards and work towards achieving the 100% target. Each ward will have a designated date for the campaign. Dedicated teams, comprising officers and staff, will be formed for every ward, the Deputy Commissioner said. Revenue inspectors, tax collectors, and data entry operators, along with other required staff, will be deployed in each ward. Property owners of identified registered and unregistered properties must be informed about the campaign and the documents required to obtain an e-Khata. For 'A' Khata registration, documents required include registered sale deed/gift deed/partition deed or right documents issued by the government or government undertakings; property tax payment receipt (current year); debt-free certificate; owner's photograph and property photo, and proof of identity such as Aadhaar card, Voter ID, PAN card, or Ration card. For 'B' Khata registration (for properties registered before 10-09-2024), the documents required include registered sale deed/gift deed/partition deed/right certificates; conversion order, 'pahani', revenue sketch, or other relevant documents; debt-free certificate; current year's property tax receipt; and owner's photograph, property photo, and ID proof. Streets, apartments, and layouts will be identified and support from Resident Welfare Associations (RWAs), active citizens, NGOs, and Self Help Groups will be sought for the success of the campaign, he said. On the designated day, adequate infrastructure such as computers, printers, internet connectivity, seating arrangements, waiting areas, and token distribution will be made available at each site. Help desks will be set up to guide the public. Officers and staff assigned to the campaign must begin operations in each ward by 7.00 a.m., and initiate the process for issuing e-Khatas. Applications received must be processed and e-Khatas issued within one week, the Deputy Commissioner added.
