Odisha ministers to celebrate Rath Yatra with people of Kotia
Confirming this on Thursday, Pujari said the composition of the ministers' team will be finalised by Friday. He added that people of Kotia have sought his presence as well as other ministers in the Rath Yatra which is celebrated a day after the chariot festival in Puri.
'The people of Kotia have extended an invitation to me and other ministers to pull chariots with them during this year's Rath Yatra. I have accepted their invitation. A few other ministers will also join the festival.
The participation of School and Mass Education minister Nityananda Gond, Steel and Mines minister Bibhuti Bhushan Jena and Fisheries and Animal Resources minister Gokulananda Mallik is confirmed. We will let you know how many ministers will go to Kotia,' Pujari told TNIE.
The Kotia group of villages under Pottangi block of Koraput district on the border of Odisha and Andhra Pradesh are locked in a long-standing dispute owing to the constant efforts by the neighbouring state to assert administrative control.
The state government in a fresh attempt to resolve the boundary dispute had last month constituted a 16-member high-level committee under the chairmanship of Revenue minister Pujari. The committee has been tasked to define the special agency structure, hierarchical pattern, funding pattern, convergence of various schemes for all-round development of the area along with a comparative analysis of the schemes offered by the bordering state.
Pujari has been leading the government's efforts to bring Kotia into Odisha's mainstream. As the head of the high-level committee, he has stated focus on taking the administration to the doorstep of the people of the area by implementing different welfare measures. The visit of the group of ministers and celebrating Rath Yatra with the people is an effort to win their hearts and strengthen their allegiance to Odisha.

He said mass leave applications will not be entertained and salaries will be withheld under the 'no work, no pay' policy if employees fail to rejoin duty. Collectors have been instructed to cancel any leave already granted. The strike, which began on Monday, has affected work at the district-level in tehsils and other offices. The Revenue Employees' Association is demanding, among other things, cadre restructuring, inclusion of all revenue staff under pay level 9, an increase in health insurance coverage to Rs 20 lakh, time-bound promotions every four years, and restoration of the old pension scheme. The minister clarified that cadre restructuring falls under the purview of the General Administration department, and a decision is awaited. He stressed that taking mass leave without waiting for this decision is unacceptable.

Pujari urges Revenue staffers to call off strike
Bhubaneswar: Odisha Revenue Minister Suresh Pujari on Wednesday appealed to the District Revenue Ministerial Employees to call off their strike and return to their work immediately. The minister said the Additional Chief Secretary of the Revenue department has directed all the Collectors to reject leave applications, treat absences as unauthorised and enforce 'No Work, No Pay' rule. Pujari warned that if the employees do not return to duty, their roles could be abolished and the Revenue department may consider modifying its software to reduce dependency on them. The government appealed to the employees to resume work immediately to ensure that citizens are not deprived of revenue services. Pujari said in a democratic setup, strikes should be the last resort and dialogue is always the best way forward. The proposal for restructuring the revenue employees' cadre has already been sent to the General Administration (GA) department for a final decision. He cautioned that mass leave is not a healthy sign, as it deprives the people of Odisha of essential revenue services. Over 10,000 Revenue Ministerial Employees across all 30 districts have been on mass leave since Monday over a charter of 10 demands. The employees alleged that they had earlier staged a protest wearing black badges in July. The State government had then assured them that their demands would be fulfilled within a month. Their demands include restructuring the revenue employees' cadre, an increase in the initial pay, health insurance of Rs 20 lakh, 100 per cent promotion in Odisha Revenue Service for Revenue Ministerial Employees, among others. Earlier, Revenue Department ACS Deoranjan Kumar Singh directed the District Collectors to issue show-cause notices against those absent without authorisation. The salaries of the employees will be withheld for the period of unauthorised absence. The unauthorised leave period will also be treated as a break in service and recorded in the service book. Singh also said that the non-availability of field-level revenue personnel has disrupted key public services in the State and caused significant inconvenience to the public.

Odisha govt rejects mass leave application of revenue officials on strike
Bhubaneswar, Aug 13 (PTI) The Odisha government on Wednesday rejected mass leave applications of the District Revenue Ministerial Employees who have launched a cease work since August 11 to press for their 10-point charter of demands, including overdue promotions. A senior official said those who are on strike might not get salaries for the period of their unauthorised leave and face break in service. Odisha's Revenue and Disaster Management Minister Suresh Pujari said that cease work is not a solution to the problems and called upon the agitating employees to return to work for the interest of the people. 'Employees will not be allowed to take mass leave. The government will implement a no-work, no-pay rule against those who take leave for the purpose of agitation," the minister said. Meanwhile, in a letter to the Collectors of all districts, Additional Chief Secretary, Revenue and Disaster Management department, D K Singh, said the indefinite strike is disrupting official work. The absence of field-level revenue staff has led to delay and dislocation of essential public services, creating hardship for the general public across districts, he said. Terming the agitating employees' conduct as 'totally unbecoming" of responsible government servants and a violation of service rules and conduct guidelines, he said district collectors are asked to reject leave applications and ensure the regular attendance of employees. He said show-cause notices need to be issued to those absent without proper sanction, and their salaries would be withheld for the period of absence. The unauthorised leave period will also be treated as a break in service and recorded in the service book, the ACS said. The striking employees' association, Odisha Rajaswa Amala Sangha (ORAS), claimed that they were forced to take to agitation as successive governments have ignored their genuine demands. The demands included publication of District Revenue Ministerial Cadre Rules to enable overdue promotions, inclusion of all eligible district offices and staff in the Revenue Ministerial Service Cadre, implementation of Uniform Pay Structure with pay upgrades and creation of a new ASO post among others.
