Mangaluru: Private bus operators warned of permit cancellation if found flouting norms

Senior Regional Transport Officer and Deputy Commissioner of Transport (DCT), Mangaluru, Shridhar K. Mallad, on Monday, cautioned private bus operators of stringent action if they do not issue tickets, violate permit conditions and skip trips.
Chairing the Sarige Adalat here, Mr. Mallad said, 'I travel in city buses twice or thrice a week and issue challans to conductors if they do not issue tickets. The Mangaluru Regional Transport Office is facing a shortage of personnel and, hence, I, myself, have been conducting enforcement activities,' the DCT said.
His response came after activist Gerard Towers asked, 'If I die in a road accident while travelling in a bus without being issued a ticket for the fare paid, how will my wife get the compensation?' City bus operators particularly violate the provisions of the Indian Motor Vehicles Act by not issuing tickets, he charged.
Mr. Mallad also said a penalty would be imposed for deviating from permitted routes and skipping trips. If the operators were found to be flouting the rule regularly, route permits would be cancelled, he cautioned.
Responding to the demand made by social activist G.K. Bhat to introduce more city buses to Padil, where the new District Office Complex has come up, Mr. Mallad said buses coming from Moodbidri would be rerouted to ply via Padil. Buses with permits to ply to Kankanadi and Mallikatte too would be diverted to go via Padil and Mangaluru Junction Railway Station. He asked KSRTC to apply for new permits to operate services connecting Padil.
Social activist G. Hanumanth Kamath complained of private city bus crew not issuing tickets, stopping buses all along the route, disturbing the traffic and of the lack of enforcement by the Transport Department to penalise the erring operators.
KSRTC buses to Akasha BHavana
Chudamani, secretary of Mangalore Citizen Association, complained of private operators putting a spoke in KSRTC's proposal to operate a city bus service between the State Bank bus terminal and Akasha Bhavana. Over 3,000 women reside in the Akasha Bhavana area, who would have benefited from KSRTC's Shakti, free travel for women scheme had there been bus services to the area, she said.
Dinesh Kumpala complained about the irregular operation of private and KSRTC city bus services between Kumpala and the State Bank bus terminal.
Mr. Bhat regretted that city buses do not stop at designated bus stops and instead stop at other places. In response to his complaint about the non-utilisation of the new Mangaladevi Bus Terminal, Mr. Mallad said he, along with traffic police officers, recently conducted a route survey and that the bus terminal would be put to use soon.
The DCT also said prepaid autorickshaw counters at Mangaluru Central and Mangaluru Junction would soon be taken over by the government for operation.

Siddaramaiah said his government has built its own development model, which is widely recognised as the "Karnataka Model of Development", and that its 'guarantee schemes' have got global recognition. Guided by this principle, our government has built its own development model, now widely recognised as the Karnataka Model of Development," he said. "It is a matter of pride that even Philemon Yang, the President of the United Nations General Assembly, visited Karnataka and wholeheartedly praised our Guarantee Schemes, giving them global recognition," he added. Noting that surveys by leading national institutions have revealed a stark truth that the wealthiest 10 per cent of our population hold 80 per cent of the nation's wealth, yet they contribute only about 3 per cent of the GST collected, he said, the remaining 90 per cent ordinary people who work daily for food and clothing shoulder nearly 97 per cent of GST payments. "How can any economy sustain itself under such circumstances? How can we fulfil the spirit of our Constitution? How can we reduce this growing inequality? These questions troubled us deeply. Highlighting that the guarantee schemes are transforming the trajectory of Karnataka's development, the CM said, soon after assuming office in May 2023, we began implementing these schemes in the form of Anna Bhagya, Shakti, Gruha Lakshmi, Gruha Jyothi, and Yuva Nidhi. "So far, we have allocated more than Rs 96,000 crore for their implementation. Recently, we celebrated a milestone in the Shakti scheme with 500 crore free trips taken by women using government buses. These schemes, free from the exploitation of middlemen and delivered directly to the people, have not only raised per capita income but, according to several studies, have increased women's participation in the workforce by 23 per cent," he said. In a major boost to public transport, the implementation of the Shakti scheme has been complemented by the Transport Department's induction of 5,049 new buses of various models and the recruitment of 8,473 personnel, significantly enhancing service capacity and reach across the state, he added. Highlighting that Karnataka now ranks first in the country in per capita income, Siddaramaiah said, over the past decade, the state has achieved a growth of 101 per cent in this indicator from Rs 1,01,858 at constant prices in 2013-14 to Rs 2,04,605 in 2024-25. "Our government is spending more than Rs 1.12 lakh crore on welfare measures including Guarantee Schemes, subsidies, incentives, scholarships, social security pensions, and other social programmes," he said. Noting that to truly understand people's living conditions, the government decided to conduct a social and educational survey of the backward classes through the Backward Classes Commission, the CM said, only accurate data can shape policies that transform lives and future schemes which can provide special representation and targeted justice. "To ignore this would be to betray both our Constitution and our freedom struggle. Hence our government is serious about internal reservation within the Scheduled Castes and conducting a socio-educational survey of the backward classes," he added. Siddaramaiah during his speech said, the nation will forever remember, with indebtedness, those who were martyred in the recent terrorist attack in Pahalgam and in the subsequent conflict between India and Pakistan. "We bow our heads in humble respect to their indomitable courage and supreme sacrifice," he said.

Bengaluru: State govt will showcase its flagship welfare initiatives—the five guarantee schemes—under the theme of Financial Freedom at the Independence Day celebrations at Field Marshal Sam Manekshaw Parade Ground on Friday. A special presentation will highlight how the schemes—Shakti (free bus travel for women), Gruha Jyothi Scheme (power bill subsidies), Gruha Lakshmi (financial aid for women heads of households), Yuva Nidhi (unemployment allowance for youth), and Anna Bhagya (free rice distribution)—have transformed lives across the state, said Bengaluru urban deputy commissioner G Jagadeesha. Datanomics: Rise of unconditional cash transfers ahead of Bihar polls

With the Bihar Assembly elections a few months away, political parties are expected to announce a slew of promises, including unconditional cash transfers (UCT). They relate to those schemes where there are no strings attached such as PM-Kisan, Rythu Bharosa (Telangana), and Ladli Behena Yojana (Madhya Pradesh). UCT by the centre and the states increased from ₹12,188 crore in 2015-16 to a projected ₹2.80 trillion in 2024-25, according to Project DEEP, an organisation working on improving direct cash transfers (DCT) system. UCT now constitutes 0.87 per cent of the gross domestic product (GDP), outpacing both MGNREGA and food subsidies shares in the economy. UCT share in DCT sees sharp rise From 2015-16 to 2024-25, both DCT and UCT have shown a steady increase in total disbursements. The share of UCT in total DCT rose significantly from 19.68 per cent to 93.01 per cent during this period. UCT disbursement: Centre vs State share The responsibility for these schemes has shifted significantly from the Centre to states with the Union government's share dropping from 70.2 per cent in 2015-16 to 24.8 per cent in 2024-25, while the share of states and UTs rose to 75.2 per cent from 29.8 per cent. Women first The most striking feature of these transfers is their gender reorientation. Share of UCT exclusively for women has increased from a mere 0.8 per cent in 2015-16 to 53.8 per cent in 2024-25. Allocations to vulnerable groups such as senior citizens, widows, and people with disabilities, fell sharply from 99.2 per cent to 21.5 per cent over the decade.
