Mangaluru: Private bus operators warned of permit cancellation if found flouting norms
Senior Regional Transport Officer and Deputy Commissioner of Transport (DCT), Mangaluru, Shridhar K. Mallad, on Monday, cautioned private bus operators of stringent action if they do not issue tickets, violate permit conditions and skip trips. Chairing the Sarige Adalat here, Mr. Mallad said, 'I travel in city buses twice or thrice a week and issue challans to conductors if they do not issue tickets. The Mangaluru Regional Transport Office is facing a shortage of personnel and, hence, I, myself, have been conducting enforcement activities,' the DCT said. His response came after activist Gerard Towers asked, 'If I die in a road accident while travelling in a bus without being issued a ticket for the fare paid, how will my wife get the compensation?' City bus operators particularly violate the provisions of the Indian Motor Vehicles Act by not issuing tickets, he charged. Mr. Mallad also said a penalty would be imposed for deviating from permitted routes and skipping trips. If the operators were found to be flouting the rule regularly, route permits would be cancelled, he cautioned. Responding to the demand made by social activist G.K. Bhat to introduce more city buses to Padil, where the new District Office Complex has come up, Mr. Mallad said buses coming from Moodbidri would be rerouted to ply via Padil. Buses with permits to ply to Kankanadi and Mallikatte too would be diverted to go via Padil and Mangaluru Junction Railway Station. He asked KSRTC to apply for new permits to operate services connecting Padil. Social activist G. Hanumanth Kamath complained of private city bus crew not issuing tickets, stopping buses all along the route, disturbing the traffic and of the lack of enforcement by the Transport Department to penalise the erring operators. KSRTC buses to Akasha BHavana Chudamani, secretary of Mangalore Citizen Association, complained of private operators putting a spoke in KSRTC's proposal to operate a city bus service between the State Bank bus terminal and Akasha Bhavana. Over 3,000 women reside in the Akasha Bhavana area, who would have benefited from KSRTC's Shakti, free travel for women scheme had there been bus services to the area, she said. Dinesh Kumpala complained about the irregular operation of private and KSRTC city bus services between Kumpala and the State Bank bus terminal. Mr. Bhat regretted that city buses do not stop at designated bus stops and instead stop at other places. In response to his complaint about the non-utilisation of the new Mangaladevi Bus Terminal, Mr. Mallad said he, along with traffic police officers, recently conducted a route survey and that the bus terminal would be put to use soon. The DCT also said prepaid autorickshaw counters at Mangaluru Central and Mangaluru Junction would soon be taken over by the government for operation.

Chikkamagaluru police crack down on bike stunts
Chikkamagaluru: In order to ensure the safety of road users, Chikkamagaluru traffic police are actively cracking down on dangerous bike stunts like wheeling. Wheeling is a dangerous stunt where riders perform stunts with their motorcycles. Particularly, youths and college students are involved in this dangerous stunt. The traffic police seized a two-wheeler in which a youth, BP Kishore of Balenahalli in Chikkamagaluru, performed wheeling, neglecting his own safety as well as road safety near IDSG College at Bypass Road. The youth was not wearing a helmet and riding rashly. Traffic police SI Dhananjay registered a case and seized the vehicle. The police registered a case under Section 281 of the Bharatiya Nyaya Sanhita (BNS), 2023, which deals with rash or negligent driving or riding on a public way, and Section 125 of the BNS, which deals with acts endangering human life or personal safety. The police also booked him under Section 194(D) of the Indian Motor Vehicles Act. The police conduct regular drives to check traffic violations. They have adopted a zero-tolerance approach to wheelie stunts and dangerous riding practices. The crackdown includes increased enforcement, vehicle seizures, and arrests, with a focus on curbing stunts on busy roads and addressing the involvement of minors. The police are making efforts to ensure the safety of people. Legal actions will be initiated against traffic violators to ensure road safety, said superintendent of police Vikram Amate.

Karnataka withdraws exemption from obtaining permits for electric public transport vehicles
The Karnataka Transport Department on Tuesday withdrew the exemption from obtaining permits for public transport vehicles operated on battery, methanol and ethanol, in contravention of the Union Road Transport Ministry's October 18, 2018, order that had said a permit was not required to carry goods or passengers for these categories of vehicles. The July 1 notification said, 'The January 20, 2022, notification issued by the department exempting goods or passenger carrying vehicles operated on battery, methanol or ethanol from the provisions of Section 66 (1) of the Indian Motor Vehicles Act, is hereby withdrawn.' Section 66 deals with permits for transport vehicles. Furthermore, all new and already registered battery, methanol, and ethanol-operated vehicles would be issued permits without any fee under Sections 66(3)(n) and 96(xxxiii), in the interest of law and order and public good, as specified in the notification. The Road Transport Ministry had exempted these categories of vehicles from obtaining permits to incentivise their proliferation into the passenger transport segment and reduce carbon footprints. Opposition to EVs Conventional passenger transport vehicle operators, particularly those owning and operating autorickshaws, had been opposing the entry of e-autorickshaws into the market. While conventional vehicles, operated either on LPG or CNG, are required to obtain permits and operate within a specified geographical area of a city or region, no such conditions apply to e-autorickshaws, as they are not subject to any permit or conditions. Consequently, conventional operators cried hoarse about being denied a level playing field and held many protests. Accountability and control Transport Minister Ramalinga Reddy said the move was aimed at regulating the transport vehicles operated on battery, methanol and ethanol, and to ensure accountability of the driver/owner. 'I had made this promise to legislators on the floor of the legislature,' he added. The idea was to get the exact number of such vehicles on passenger/goods service, he told The Hindu. All the conditions, including GPS tracking, etc., should be made applicable to these non-conventional vehicles for passengers' safety, Mr. Reddy said. Relaxation While permits were made mandatory, operators of non-conventional vehicles would be deemed to have obtained permits if there was any delay by the department in issuing permits. There would be no fee, no renewal, no geographical limitations, and no other restrictions applicable to conventional vehicles for these categories of vehicles. Necessary rules would be framed, Mr. Reddy added.

Dealer booked for failing to transfer ownership of auctioned government bikes in Bengaluru
Bengaluru: In what investigators describe as a strange case, Avalahally police have registered a criminal case against a two-wheeler dealer who allegedly failed to transfer ownership and update registration numbers after purchasing govt vehicles in an e-auction conducted by the state police' wireless department. He is facing charges under section 314 of the Bharatiya Nyaya Sanhita (dishonest misappropriation of property), along with relevant sections of the Indian Motor Vehicles Act. According to a complaint filed by Sheetal Shirahatti, an officer of the SP Wireless Office on MG Road, Shabbir participated in an e-auction held on May 18, 2023, where he successfully bid for eight two-wheelers. However, after acquiring the vehicles, he allegedly failed to complete the mandatory ownership transfer at the RTO or change the registration numbers. The issue surfaced recently during a routine audit of auctioned vehicle records. Upon checking with the RTO, officials discovered that the ownership details of the sold bikes had not been updated, despite the dealer having taken possession of them. In a troubling revelation, Shirahatti said the bikes continued to bear govt registration numbers, marked under the "G" series. This raised serious concerns over the possible misuse of the vehicles that were supposed to be either scrapped or sold with proper documentation. A senior investigator said: "We cross-checked the vehicle registration details on the Vahan Parivahan portal. Curiously, some entries show that ownership has been updated online, even though there is no corresponding update at the RTO. We are trying to understand how this discrepancy occurred." Tired of too many ads? go ad free now He added that there is no clarity yet on whether the dealer resold the vehicles to the public, disposed of them as scrap, or if someone is currently using the vehicles with govt registration plates still attached. "To get to the bottom of this, we have filed a formal complaint." "So far, we've only received preliminary details from the wireless office, such as the registration numbers, vehicle models, and manufacturers. We've requested additional documents and will match them with RTO records. Once verified, we will summon the dealer for questioning," he added. "This is a very strange case and the first of its kind we've encountered. We are proceeding cautiously and thoroughly before initiating any further action," the officer added, noting that Shabbir is yet to be contacted for his statement. The incident raises larger questions about monitoring procedures for vehicle auctions and the integrity of post-auction protocols meant to prevent potential misuse of govt-registered vehicles. Safety harness compulsory for kids on two-wheelers in M'luru
Mangaluru: Mangaluru city police will monitor parents who travel on two-wheelers with children below four years without safety gear. According to deputy commissioner of police (crime & traffic) K Ravi Shankar, carrying children below four years on two-wheelers without safety harnesses constitutes a violation of the Motor Vehicles Act. "As per the Supreme Court direction, a safety harness is compulsory for children below four years, and those riding two-wheelers should wear quality helmets with ISI marks, and also tie a safety harness around the child's waist. Hence, people should follow these guidelines and adhere to the law," the DCP said. The DCP also clarified that wearing seatbelts is mandatory for all car occupants, including rear-seat passengers. Instead of intercepting cars on roads, the traffic police will use artificial intelligence cameras to monitor and impose penalties on violators. Mangaluru city police commissioner Sudheer Kumar Reddy said 75 people died in various road accidents in the city limits this year. Out of these, 70 fatalities occurred due to rash and negligent driving. The majority of the deceased were youth under 30 years old. The commissioner emphasised the importance of responsible driving and warned that rash and negligent driving can lead to accidents. Highlighting the dangers of drunk driving, the top cop cited a recent incident wherein two people, including NSUI district vice-president Omshree Poojary, died in a road accident caused by a drunk driver. The commissioner noted that the driver was booked under sections 185 and 183 of the Indian Motor Vehicles Act, which can attract a fine up to Rs 10,000.
