Act on plea for database of repeat sexual offence complainants: HC to authorities
A Bench of Chief Justice D.K. Upadhyaya and Justice Tushar Rao Gedela observed that the petitioner had already submitted a representation to the Delhi police and other authorities concerned.
Responding to the petitioner's request for a judicial direction to create and maintain such a database, the court said that the matter falls within the domain of the authorities, adding, 'They know better how policing is to be done.'
'Without expressing any opinion on the merits of the issues raised, the petition is disposed of with the direction to the authorities to take an informed decision on the petitioner's representation with expedition,' the court noted.
The petition was filed by Shonee Kapoor, represented by advocate Shashi Ranjan Kumar Singh, seeking a directive to the government and the Delhi police to maintain a record at each police district headquarters of complainants who have filed more than one allegation of rape or sexual offences. The plea also called for the mandatory collection of identity proof, preferably Aadhaar, from such complainants.
The petition alleged rampant misuse of rape laws by some complainants.

HC gives Delhi govt 10 weeks to act on EWS fee violations
The Delhi High Court on Wednesday directed the Directorate of Education (DoE) to decide within 10 weeks on a plea seeking action against several private schools for allegedly charging fees from students admitted under the economically weaker section (EWS) and disadvantaged group (DG) quotas. The HC instructed DoE to take appropriate action within 10 weeks of receiving the new representation. It also instructed DoE to examine the matter and take appropriate action within 10 weeks of receiving the new representation. 'Having regard to the issue raised, we permit the petitioner to take up the cause of all such students by way of a representation before DoE. The said representation shall be made within a period of four weeks… and a decision shall be taken within 10 weeks from the date of receipt, after affording an opportunity of hearing to the schools concerned,' the court said in its order. The association had alleged in its plea that several private schools in Delhi were violating the Right to Education (RTE) Act, 2009, by demanding fees from students admitted under the EWS/DG quotas and, in some cases, expelling those unable to pay. Under the RTE Act and Article 21A of the Constitution, children aged 6 to 14 from these categories are entitled to free education up to Class 8. The order comes just two days after Delhi education minister Ashish Sood introduced the Delhi School Education (Transparency in Fixation and Regulation of Fees) Bill, 2025, in the Assembly. The bill, which aims to regulate fee structures in 1,677 unaided private schools, proposes a three-tier grievance redressal mechanism, parental representation in fee decisions, and penalties of up to ₹10 lakh for violations.

‘Speed up decision on database of fake rape complaints'
New Delhi: Delhi High Court on Wednesday asked Delhi Police and state govt to expeditiously decide a plea that wants a database of those who file multiple fake complaints of sexual offences, much along the lines of a sex offenders registry. A bench comprising Chief Justice DK Upadhyaya and Justice Tushar Rao Gedela was hearing a PIL that sought its intervention in the form of directions to the police to make people aware of women who repeatedly file fake rape cases. Though declining to issue any directions, the court pointed out that the petitioner had already raised the issue by making a representation to Delhi Police and other authorities and the same should be decided by the authorities in a time bound manner. Underlining the administrative reforms undertaken by his government over the past 11 years, Prime Minister Narendra Modi on Wednesday said the new central secretariat building he inaugurated was not merely a building, but would be the site of deliberations for making India a developed country. 'These are not only some new buildings and ordinary infrastructure. In Amrit Kaal, the policies of Viksit Bharat will be made here, important decisions for Viksit Bharat will be taken. In the coming decades, the direction for the country will be set from here,' he said. Over the past 11 years, he said around 1,500 obsolete laws and 40,000 compliances had been done away with. He said with the use of Jan Dhan, Aadhaar and mobile, delivery of government schemes had become transparent and free of leakages. He said 10 crore fraudulent names had been removed from the list of beneficiaries of various schemes, saving Rs 4.3 lakh crore. The PM also said 8,000 to 10,000 employees have to go from one building to another every day, leading to higher expenditure and traffic congestion. 'The grand Kartavya Bhavan and other major infrastructure projects are not only a testament to India's pace but also a reflection of its global vision,' he said.
