Cabinet clears DA hike, Metro Phase 2B expansion and ₹33,000 crore for road development

The State Cabinet, chaired by Chief Minister A. Revanth Reddy, has approved a wide range of decisions, including payment of another instalment of Dearness Allowances for employees, expansion of the Hyderabad Metro Rail, developing 13,357 Kms of roads, setting up Health Care Trust for employees and the establishment of Telangana Earth Sciences University.
The five-and-a-half-hour meeting held at the Secretariat on Thursday discussed at length issues concerning the State, including employees' demands and some were accepted while the others would be cleared soon, said Deputy Chief Minister Bhatti Vikramarka and Revenue Minister Ponguleti Srinivas Reddy, who briefed the media.
Metro Rail Phase-2B cleared
The Cabinet also cleared the decks for the Hyderabad Metro Phase 2B project, to be executed jointly by the State and Central governments at an estimated cost of ₹19,579 crore. The project spans 86.1 km and includes three major corridors.
Corridor-1 includes Shamshabad Airport to Future City (39.6 km), Corridor-2 includes Jubilee Bus Station to Medchal (24.5 km), and Corridor-3 includes Jubilee Bus Station to Shamirpet (22 km). The project proposals would be sent to the Centre for jointly taking up, Mr. Srinivas Reddy said while urging that Union ministers G. Kishan Reddy and Bandi Sanjay Kumar to help to get the assistance cleared at the earliest.
Two DA instalments for employees
Mr. Vikramarka said the Cabinet approved the payment of two pending DAs to government employees. One DA, due from January 1, 2023, will be released immediately, and the second will be announced after six months. Arrears from the first DA will be paid in 28 monthly instalments.
He said the pending bills of the government employees would be cleared, releasing ₹700 crore per month. A Health Care Trust would be set up with employees contributing ₹500 per month and an equal amount contributed by the government. Medical assistance would be extended from the Trust to be headed by the Chief Secretary. Conducting the Departmental Promotion Committee (DPC) annually and establishing a State-level Medical Invalidation Committee are the other decisions.
The Cabinet formally approved the naming of Telangana Earth Sciences University in Kothagudem after late Prime Minister Dr. Manmohan Singh, who played a key role in the formation of the State, said the Revenue Minister. The university is India's first dedicated institution for earth sciences and will begin operations in the current academic year.
₹33,194 crore for Roads
Mr. Srinivas Reddy said the Cabinet also approved the ambitious plan to develop 13,137 km of roads under the Hybrid Annuity Model (HAM) with no burden on the people. These include 7,947 km under Panchayat Raj and 5,190 km under Roads & Buildings (R&B) department.
The government will invest ₹33,194 crore, including ₹16,780 crore for Panchayat Raj roads and ₹16,414 crore for R&B roads. Under the HAM model, contractors will be responsible for construction within two years and maintenance for 15 years. Projects will be executed as district-level packages across the erstwhile joint districts.
₹10 lakh for deceased SHG members
The government has decided to provide ₹10 lakh to the deceased members of women's self-help groups. This support will be directly disbursed, avoiding third-party insurance premiums. Last year 385 women died and their families would get ₹38.5 crore.
Bonus to paddy to continue
To encourage paddy cultivation, the Cabinet has decided to continue with bonus being paid for the fine rice variety.

Chief Minister N. Chandrababu Naidu instructed the officials of the Water Resources Department (WRD) to undertake the Polavaram–Banakacherla and other irrigation projects under the Hybrid Annuity Model (HAM) and finalise the tenders by the end of this month while securing forest and environmental clearances in a time-bound manner. Addressing a review meeting at the Secretariat near here on Friday, Mr. Chandrababu Naidu said the officials should take steps for land acquisition for the Polavaram–Banakacherla project and that it would be undertaken by the Jal Harathi Corporation. Proposals for funding were sent to the Central government. Out of the total project cost of ₹81,900 crore, a sum of ₹40,950 crore would be sought as an EAP (External Aided Project) loan, and ₹16,380 crore as grants from the Central government. The State would mobilise ₹16,380 crore under HAM and contribute ₹8,190 crore as equity. POLAVARAM The Chief Minister wanted the diaphragm wall of the Polavaram project to be completed by the end of December 2025 and noted that the overall civil works were completed to the extent of 81.70%, of which a measly progress of 3.84% was achieved under the YSR Congress Party rule. Farming Further, Mr. Naidu told the officials to take immediate steps to commence agricultural activities in the Krishna and Godavari deltas and called for focus on increasing the groundwater levels, filling reservoirs, and efficient utilisation of water resources. He expressed dissatisfaction over the non-functioning of physio meters and AWS (Automatic Weather Station) sensors in some parts of the State and ordered that a sum of ₹30 crore be sanctioned immediately for purchasing new equipment. He suggested that ways to bring the Sileru river water to the Krishna delta be explored, and ordered that the Veligonda Stage - I works should be completed by June, 2026. Taking strong objection to the move to convert government Yemmekere swimming pool from from a 'sports pool' to a 'learners' pool', the Dakshina Kannada Swimming Association on Friday said the purpose for which the pool was built had been defeated. Addressing presspersons here, Yatish Baikampady, president of the association, said the government invested ₹ 24.94 crore for constructing the pool with international standards at Yemmekere. The purpose of constructing the pool was to reserve it for sports swimmers who compete in State, national and international competitions. 'The pool was not built for general learners and swimmers,' Mr. Baikampady said. Now about one-and-half years after its inauguration, in November 2023, the pool turned out to be a place for learners and general swimmers, thus putting professional swimmers to difficulty, he said. The association demanded that only sportspersons be allowed to practice at Yemmekere between 5 a.m. and 7 a.m. and between 6 p.m. and 9 p.m. Mr. Baikampady said that Mangala swimming pool operated and maintained by Mangaluru City Corporation (MCC) allowed free entry to swimmers who won medals in State, national and international competitions. The MCC allowed free entry to 38 swimmers who won medals during 2024-25, but there was no free entry for medal winning swimmers at Yemmekere. The association president said that personal coaches of medal winning swimmers were not allowed to enter Yemmekere swimming pool during the practice session of such swimmers. 'What kind of restriction is this,' Mr. Baikampady questioned. 'The contractor in-charge of maintenance and security of the Yemmekere pool is now dictating terms and even taking policy decisions,' the association president alleged, and said that the association questioned the same. 'It is the swimming pool of the government and not any private agency,' Mr. Baikampady said. The association said that no alterations should be made to any of the two pools on the first floor of the swimming pool complex. 'But a platform for children has been built inside one of the pools. It is very dangerous when sports swimmers using the practice pool, dive,' Mr. Baikampady said.

The Karnataka Cabinet Thursday approved the construction of two major tunnel road corridors in Bengaluru under the Build-Own-Operate-Transfer (BOOT) model, clearing the way for toll-based road usage. The corridors — one stretching from Esteem Mall near Hebbal to HSR Layout/Silk Board, and the other from KR Pura to Mysuru Road — will be developed through a global tendering process, state Law and Parliamentary Affairs Minister H K Patil announced after the Cabinet meeting. 'The Cabinet considered three options — the Hybrid Annuity Model (HAM), handing it over to the National Highways Authority of India (NHAI), or BOOT. It has opted for the BOOT model, and global tenders will be floated soon,' Patil said. Under the BOOT model, the concession period has been set at 30 years, during which the selected private players will recover their investment through toll collection. The details of toll modalities will be finalised later, he added. Government sources said tenders for the high-cost Hebbal-Silk Board infrastructure project — estimated at Rs 17,780 crore — are likely to be issued within the next seven to 10 days. The detailed project report (DPR) of Bengaluru's twin-tube tunnel road project between Hebbal and Silk Board Junction has estimated a toll of Rs 330 for a distance of 16.6 km. The report also highlights that the tolls for subsequent years are calculated on the basis of a 5 per cent annual increase in Wholesale Price Index with a 40 per cent restriction. The base year for the toll revenue is FY 2030-31. Importantly, the toll estimates have been proposed only for cars, with no mention of other vehicles. According to the report, a toll rate of Rs 320 is estimated for Hebbal-Sarjapur/HSR Layout (16.3 km), Rs 250 for Hebbal-Hosur Main Road (12.79 km), Rs 180 for Hebbal-Seshadri Road (9.05 km), Rs 320 from Outer Ring Road, K R Puram-Silk Board Junction, Rs 245 for Mekhri Circle to Silk Board Junction (12.54 km), and Rs 195 for Race Course-Silk Board Junction (9.8 km). Further, the study has also estimated toll rates of Rs 255 from Jayanagar to Hebbal (13 km), Rs 245 from Jayanagar to Outer Ring Road and KR Puram (12.36 km), and Rs 130 from C V Raman Road to Hebbal (6.60 km).
