
Maharashtra's draft visionary document: Increase school enrolment from 41% to 70% in the next four years, cut student dropout by nearly 4%
These ambitious goals were listed as part of a draft visionary document released recently by the state school education department and the State Council of Educational Research and Training (SCERT).
The draft recommends digital preparedness and modernisation in schools, including introducing bagless days and digital schools, distribution of tablets and AI-learning tools, and introducing vocational education from Class 6, including subjects like EV technology, digital media, animation, healthcare equipment, and Industry 4.0.
State govt has invited recommendations from stakeholders on the draft visionary document.

The document outlines a roadmap with short-term (2025-29), medium-term (2030-35), and long-term (2036-47) goals, focusing on modern pedagogy, digital and climate-resilient infrastructure, and a curriculum rooted in Indian values and global competencies. Though students from Maharashtra have done better than the national average in the recent PARAKH Rashtriya Sarvekshan 2024 report when it comes to learning competencies, the vision document talks about attaining 100% in foundational literacy and numeracy by Class 3.

The draft is part of the state's Viksit Maharashtra @2047 mission.
The short-term goals emphasise on getting basic infrastructure in place in all schools. The document also talks about the state's plan to set up at least one model school in each block, called the PM and CM Shri schools, with science labs, libraries, and sports facilities. The draft recommends using AI-powered learning and teaching tools in model schools.
For teachers, it mandates at least 50 hours of National Education Policy (NEP)-aligned training.
Leadership development programmes for principals and headmasters will be launched.
For the medium-term goals, to be attained till 2035, all schools should have sports facilities, science labs, innovation hubs, and digital classrooms. The state intends to create district-level innovation clusters, institutionalising peer learning networks and internship programmes, constructing residential schools in migration-prone districts, with migrant child tracking systems integrated.
Also, establishment of key performance indicators for schools, teachers, and students.
The state intends to build schools featuring gurukul-inspired architecture in the long-term plans. The document also talks about adopting the National Professional Standards for Teachers fully, regular international collaborations and tie-ups with IITs and industry leaders, and establishment of the Maharashtra Centre for School Leadership and Pedagogy Innovation.
Structured mentorship programmes and school-industry partnerships will also be fostered.
While enlisting the goals, the document also talks about the challenges that could delay the process, such as the declining student outcomes in mathematics and science, with over 75 % scoring below basic proficiency, and a 5% drop in SSC and HSC pass rates. Poor student-to-teacher ratios — often exceeding one teacher per 35 students — and shortages of subject-specific teachers in science, math, and English persist.
Limited digital exposure, reliance on private and govt-aided schools with minimal regulatory oversight, and infrastructure gaps such as lack of functioning toilets, clean drinking water, science labs, and digital tools are ongoing issues. Insufficient operational funding for daily school expenses further hampers progress.
Mahendra Ganpule, former vice-president of Maharashtra School Principals' Association, however, said, "While govt talks about enhancing facilities, it also needs to increase the non-salary grant, as all the costs of running a school have quadrupled. In addition, it is necessary to consider the schools which have not received a single penny in the last 20 years. Unless this goal of providing sufficient teachers is achieved immediately, quality education is not possible.

(HT Archive) The Yashobhoomi Convention and Exhibition Centre in Dwarka, southwest Delhi, has won the International Architecture Award 2024 under the 'Civic Centre' category, which will be presented next month at the historic Acropolis in Athens, Greece, a globally recognised landmark in architecture. The prize is awarded by The Chicago Athenaeum: Museum of Architecture and Design, and The European Centre for Architecture Art, Design and Urban Studies. Dikshu C Kukreja, managing principal of CP Kukreja Architects, which designed the centre, said: 'Yashobhoomi embodies Prime Minister Narendra Modi's vision of positioning India as a leading global hub.' Designed in collaboration with IDOM (Spain), Yashobhoomi spans 225 acres and has a built-up area of 2.2 million square feet. It was inaugurated in September 2023 by Prime Minister Narendra Modi. The venue, built at a cost of ₹5,400 crore, features multiple exhibition halls, auditoriums and conference rooms to host trade and diplomatic events. Kukreja said the Union ministry of commerce selected them for the global competition. The firm is renowned for designing the Jawaharlal Nehru University and the Ambadeep Towers in Delhi. It was recently internationally recognised for designing the Madhya Pradesh state secretariat and Gautam Buddha University. Recalling that the project's conceptualisation involved close collaboration with retired IAS officer Amitabh Kant, who was also the G20 Sherpa, to ensure the facility could host high-profile gatherings, such as the G20 Summit. After the award was announced, Kant thanked the Prime Minister on the social media platform X, 'for the vision and opportunity to conceptualise and drive it as Secretary DIPP (Department of Industrial Policy & Promotion)'. What sets Yashobhoomi apart, Kukreja said, is its fusion of modern technology with traditional Indian identity. 'It's easy to copy global examples from Germany, Korea, or the US; but for me, it was essential to root the design in India's ethos—through stepwell-inspired forms, jali screens, aangan-like light courts, and interiors steeped in Indian art and motifs.' He said the exhibition hall spans an area equivalent to four football fields. The venue features a 100-metre column-free span and the world's largest LED facade. 'The venue is also India's first to incorporate retractable seating that can transform a 6,000-seater hall into a flat-floored multi-purpose space at the touch of a button,' he said. Large venues like this often turn into 'white elephants' due to a lack of versatility. 'So, we ensured that the hall can have multiple uses,' he said. Kukreja said sustainability was a core design priority, and this secured the Indian Green Building Council's platinum rating. 'Steel was chosen to minimise localised pollution. This ensured durability and lower carbon impact, while featuring recycled materials, locally sourced granite and marble, and off-site fabricated glass-reinforced concrete,' he said. Kukreja said the award was more than personal recognition. 'This is about India creating architecture the world talks about and respects.'

"Scared To Go Out": Indian Man To Leave Ireland After Violent Attack
London: An Indian man living in Dublin, who was attacked by a group of teenagers over the weekend, has said he is returning to India after the incident and that members of the community are feeling scared in Ireland. The man, who did not wish to be named, told Irish media that he was attacked by three people on Sunday evening as he walked home from Fairview Park when one of the group, while riding an electric scooter, kicked him in the stomach. As he tried to walk away, two others joined in the attack and started hitting him, he told 'The Journal'. The group continued to kick and punch him even after he fell to the ground and one of them took the man's metal water bottle and hit him above the eye, causing a deep cut and heavy bleeding. He was later taken to hospital, where he received stitches for his injuries. The Irish police said it was investigating the incident, the latest in a string of recent incidents of violent assaults on members of the Indian community. The man said his parents, based in India, were concerned after the attack and asked him to consider returning, which he has now organised. He added that many of his friends are now 'scared to go outside' and some are planning on going back to India as a result. Ambassador of India to Ireland Akhilesh Mishra had a meeting with Tony Tighe, Detective Inspector, Liaison and Protection, and Ciaran P Nunan, Inspector of An Garda Síochána, the Indian Embassy in Ireland said in a social media statement on Wednesday. It followed Ireland President Michael D Higgins issuing a strongly worded statement to 'unequivocally' condemn the 'despicable attacks' on members of the Indian community. 'The recent despicable attacks on members of the Indian community stand in stark contradiction to the values that we as a people hold dear,' said Higgins on Tuesday. The president's intervention followed a similarly firm statement by the Archbishop of Dublin against the 'truly shocking' and "unprovoked" attacks. On Monday, the Ireland India Council announced the postponement of its annual 'India Day' celebrations, planned in Dublin for Sunday, amid security concerns for the community. An Garda Síochána, the Irish police force, has said that its investigations into the recent attacks remain ongoing and that it is 'liaising with the injured parties in each case'.
