RRBs reduced from 43 to 28 to simplify management, ease of service delivery: FM Sitharaman

New Delhi: The amalgamation of Regional Rural Banks (RRBs) has resulted in formation of a state-level RRB with contiguous area of operation leading to simplifying management and ease of service delivery, Finance Minister Nirmala Sitharaman said on Monday.
In a written reply to a question on the first day of the Parliament's Monsoon Session, FM Sitharaman said that guided by the principle of 'One State-One RRB', the government continued with the process of further consolidation of RRBs in 'Phase IV amalgamation' to achieve the benefits of scale efficiency and cost rationalisation, whereby number of RRBs has been reduced from 43 to 28 (with effect from May 1, 2025) in 26 states and 2 UTs.
'The RRBs have increased their capital base, enhancing the financial stability and resilience of the merged entity. By consolidating operations and eliminating redundancies on account of separate administrative structures, amalgamation is expected to lead to cost savings,' the finance minister informed.
Further, amalgamated RRBs can invest in and leverage advanced technology platforms, leading to improved operational efficiency and customer service, she mentioned in her reply in the Lok Sabha.
The government has constituted state-level monitoring committee (SLMC) and national-level project monitoring unit (NLPMU) to oversee and monitor the implementation of the amalgamation programme.
'NABARD has issued National Level Standard Operating Procedure (SOP), containing detailed guidelines, which, inter alia, advises setting up of Amalgamation Project Management Unit (APMU), Steering Committee and Functional Committees in every anchor/transferee RRB to finalise the harmonised policies and operational guidelines, and to handle day-to-day integration plan,' the finance minister noted in her reply.
A study on the impact of amalgamation of RRBs on their financial performance was undertaken by NABARD in 2021 and it was observed that the amalgamation process in the past had resulted in improved viability and financial performance of the RRBs.
The study revealed that during the different phases of amalgamation, the share of profitable and sustainably viable RRBs improved continuously and the quantum of accumulated losses as a percentage of total assets also declined

As many as 31,555 Central Government employees have opted for the Unified Pension Scheme (UPS) till July 20, 2025, and the last date to enrol under the scheme is September 30, 2025, the Parliament was informed on Monday (July 28, 2025.) In a written reply in the Lok Sabha, Finance Minister Nirmala Sitharaman said as on July 20, 2025, at least 7,253 claims have been received and out of which 4,978 claims have been processed for payment of benefits under UPS. The UPS will provide assured payouts to the employees. In reply to a separate question in the House, Minister of State for Finance Pankaj Chaudhary said, 'as on July 20, 2025, 31,555 employees have opted UPS.' Further, Ms. Sitharaman said based on the representations from employees and associations, the cut-off date to opt for UPS was extended for a period of three months up to September 30, 2025. Centre finally notifies Unified Pension scheme option for government staff covered by NPS "As per eligibility criteria, there are 25,756 retired Central Government subscribers eligible to receive additional benefits under UPS," Ms. Sitharaman said. 'These eligible subscribers are those Central Government employees who have either superannuated or deceased, or retired under Fundamental Rules 56(j), on or before March 31, 2025, after completing 10 years or more of qualifying service and were covered under NPS,' the Minister said. The government has extended the benefit of 'Retirement gratuity and Death gratuity' under UPS. Further, the government employees who opt for the UPS under NPS shall also be eligible for option for availing benefits under the CCS (Pension) Rules, 2021 or the CCS (Extraordinary Pension) Rules, 2023, in the event of death of the government servant during service or his discharge on the ground of invalidation or disablement. The government has also extended tax benefits to UPS as are available to NPS under the Income Tax Act, 1961. To a question on whether the government proposes to extend such benefits to other pension schemes or sectors in the near future, Ms. Sitharaman said, "UPS has been introduced as an option under National Pension System (NPS) for the employees of Central Government who are covered under the NPS. There is no proposal under consideration to extend such benefits to other pension schemes or sector."

The opposition party's assertion came after Finance Minister Nirmala Sitharaman's reported remarks that India's private sector investment has not kept pace with the growing public expenditure. 'The growth of mass markets for consumption goods is being hampered by a decade-long stagnant wages crisis and a flawed GST, which awaits fundamental reform,' Mr. Ramesh argued. 'Finally, the 'dumping' of cheap imports from China – which is taking place despite the loss of Indian territory in Ladakh – has also led to the closure of domestic manufacturing units, foreclosing the possibility of new investments,' he said. 'Acknowledgment is the first step. Now comes the hard part – the government needs to take action to support incomes, put an end to its crony capitalist and tax terrorism policies, fix the GST, and protect our industries from Chinese dumping,' Mr. Ramesh said. The Congress has been attacking the government over its handling of the economy, claiming the issues of rising prices, decreasing private investment, and stagnating wages were hitting the common people hard.

Further, she said, a 3-month 'Financial Inclusion Saturation Campaign' has been launched across the country in 2.70 lakh gram panchayats and Urban Local Bodies (ULBs) from July 1, 2025, with the aim of increasing enrolments in PMJJBY, PMSBY and APY. To achieve saturation in these Jansuraksha schemes, camps are being organized at gram panchayat level and ULBs by banks, providing residents with direct access to information and assistance for enrolling in the scheme, she said. The initiative is aimed to raise awareness and improve participation, helping to bridge gaps in enrolment under the scheme. The Centre for Financial Literacy (CFL) project was initiated by the Reserve Bank of India in 2017 with an objective to adopt community-led innovative and participatory approaches to financial literacy, the minister said. As on March 31, 2025, a total of 2,421 CFLs have been set up across the country with one CFL covering three blocks on an average, she added. PTI
