
Assembly nod for Bill to clarify GBA's authority over new corporations
Deputy Chief Minister DK Shivakumar, who also holds the Bengaluru Development portfolio, said that though the Greater Bengaluru Governance Act was passed, some people filed a PIL in the court. 'Hence, this amendment has been brought, stressing to clarify the point that the Greater Bengaluru Authority would not interfere in the functioning of the corporations,' Shivakumar said.
According to the existing Act, GBA shall exercise such authority and discharge such functions as per the provisions of this Act, including with respect to the corporations created, he said. 'We have removed it... we will not interfere. Corporations are separate. We don't want to interfere in their functioning,' Shivakumar added.
Discussing the matter, Dasarahalli MLA Muniraju (BJP) lamented that his constituency will be divided between the proposed Bengaluru City North Corporation and Bengaluru City West Corporation.

ED arrests banned Maoist outfit's supremo Dinesh Gope in money laundering case
The Enforcement Directorate (ED) on Wednesday (August 20, 2025) arrested Dinesh Gope, a self-styled supremo of a banned Maoist outfit, People's Liberation Front of India (PLFI), in connection with an ongoing money laundering investigation. The ED, in its official press note, said the arrest was made at the Palamu Central Jail, Jharkhand, under the provisions of the Prevention of Money Laundering Act (PMLA), 2002. Following his arrest, Gope was produced via video conferencing before the Special Court (PMLA), Ranchi, which remanded him in judicial custody for 14 days. According to the federal agency, the ED initiated an investigation on the basis of several FIRs and chargesheets filed by the Jharkhand Police and the National Investigation Agency (NIA) against Gope and other members of the PLFI. The ED further stated that the predicate offences include serious crimes such as murder, attempt to murder, extortion, and criminal activities, registered under the Unlawful Activities (Prevention) Act, 1967. Forcible levy collection The ED investigation revealed that Gope, in his capacity as the head of PLFI, was running an extensive and organised extortion racket. 'He was instrumental in the forcible collection of illegal 'levy' from various contractors, businessmen, coal traders, and transporters operating in Jharkhand and adjoining States, generating proceeds of crime (POC) estimated to be approximately ₹20 crore,' the ED stated. It said the extorted money was then systematically laundered through a complex network of shell companies and firms. As per the ED, these entities were established in the names of his two wives and close associates with the specific intent to conceal the illicit origin of the funds and project them as untainted. 'Bought arms' The investigation has further revealed that the laundered funds were utilised to finance the operational activities of the PLFI, procure sophisticated arms and ammunition, and acquire numerous movable and immovable properties. Further investigation is in progress to trace the complete trail of the proceeds of crime and to identify other individuals and assets involved in the money laundering network.

‘Going back to medieval times': Rahul Gandhi slams Centre over Bills to remove PM, CMs
Congress leader Rahul Gandhi on Wednesday accused the government of dragging India 'back to medieval times' as he hit out at new bills that would allow the removal of prime ministers and chief ministers facing prolonged detention on serious criminal charges. Rahul's remarks come after Union Home Minister Amit Shah tabled three Bills in the Lok Sabha to allow the removal of prime ministers, chief ministers and ministers held in custody for 30 days on serious criminal charges, sparking uproar as opposition MPs tore up copies and marched towards his bench chanting slogans. "There's a lot of action going on the new bill that the BJP is proposing. We are going back to medieval times when the king could just remove anybody at will," Gandhi said at a function to felicitate the Opposition's vice presidential candidate B Sudershan Reddy. "There is no concept of what an elected person is. He doesn't like your face, so he tells the ED to file a case and then democratically-elected person is wiped out within 30 days. This is new," he added. The leader of opposition in Lok Sabha also accused the BJP of attempting a Maharashtra-style "vote theft" in Bihar, asserting that such efforts will fail in the upcoming polls. Speaking at the function in the central hall of Samvidhan Sadan (old Parliament), Congress chief Mallikarjun Kharge said the Constitutional Amendment Bill that undermines the core values of parliamentary democracy and federalism is being introduced in subterfuge at the fag end of the session, leaving no scope for meaningful debate or scrutiny. He said over the last 11 years, "we have witnessed the blatant misuse of parliamentary majority to arm the autonomous agencies like ED, I-T, and CBI with draconian powers to target opposition leaders." "Now, these new bills are set to become instruments in the hands of the ruling party to further undermine and destabilise democratically elected governments in the states. In Parliament, we have seen a growing trend of stifling opposition voices. We are repeatedly denied the opportunity to raise matters of vital public concern in the House," Kharge noted. The Congress chief also alleged that Parliament has been reduced to a tool for advancing the ruling party's ideology, with several important bills being passed amid din and without proper deliberation. The three bills are the Government of Union Territories (Amendment) Bill 2025; the Constitution (One Hundred And Thirtieth Amendment) Bill 2025; and the Jammu and Kashmir Reorganisation (Amendment) Bill 2025. The bills have proposed that if the prime minister, Union ministers or chief ministers, are arrested and detained in custody for 30 consecutive days for offences that attract a jail term of at least five years, they will lose their job on the 31st day. According to the Government of Union Territories (Amendment) Bill, there is no provision under the Government of Union Territories Act, 1963 for the removal of a chief minister or a minister arrested and detained in custody on account of serious criminal charges. Hence, there is a need to amend section 45 of the Government of Union Territories Act, 1963, to provide a legal framework for the removal of a chief minister or a minister in such cases, it said. Opposition lawmakers denounced the move as a threat to federalism and due process, warning it could be weaponised for political ends and push the country towards a police state.

"This govt is hell-bent on creating a police state. This will be a death knell unleashed on the elected govt," Owaisi claimed. The AIMIM president further said the Bill gives a free run to the executive agencies to become judge and executioner based on baseless allegations and suspicions. The amendment would leave the CM and ministers at the mercy of the agencies as the bill would empower unelected executives and agencies to play the role of the legislature. "The Constitution is being amended to turn this country into a police state and this is nothing but creating a Gestapo to ensure that democracy does not survive," he alleged. The Hyderabad MP also cited cases involving leaders such as N Chandrababu Naidu, Hemant Soren and Arvind Kejriwal, who faced incarceration. "I am opposing the very introduction of these bills. Their passage would erode federalism and undermine the authority of elected govts," he claimed.
