Tobacco procurement centres inaugurated
Speaking on the occasion, Parthasarathy said that the state government is governing with humanity, and will continuously conduct welfare programmes, standing by farmers. He observed companies that pressured farmers to cultivate black burley tobacco and ditched them when the crop was ready. He said that the local public representatives brought the issue to the Chief Minister's attention and ensured government procurement of black burley tobacco for the first time, through Markfed, to rescue the farmers. The minister announced that they will establish three more procurement centres at Duddukuru, Bhimavaram, and Inkollu to purchase the black burley tobacco from the farmers.
Minister Gottipati Ravikumar said that when they approached the Chief Minister requesting the establishment of procurement centres in Marturu and Korisapadu areas, he gave approval. He announced that the black burley tobacco is divided into three grades, and fixed Rs 12,000, Rs 9,000, and Rs 6,000 per quintal to the A, B, and C grades, respectively.
He said that the government has sanctioned Rs 270 crore for the black burley tobacco procurement, and they will procure every leaf from farmers. He advised the farmers not to cultivate black burley tobacco next year without government permission, and suggested they cultivate maize and gram crops as alternatives, not to be deceived again.
Sambasiva Rao observed that the government acts with responsibility towards farmers, and the government's direct tobacco procurement is a courageous decision. He said that the government will take action to deposit money in farmers' accounts within 48 hours. He advised the farmers to make sure the moisture in the leaf should not exceed 20 per cent, and assured that the centres would procure 30 tons of tobacco daily. He announced that the procurement centres will continue until tobacco procurement from farmers is finished.
Bapatla district collector J Venkata Murali observed that the problem came due to cultivation of black burley tobacco beyond permitted limits and a decline in international market prices. He said that crop cultivation was done in 12 mandals of the Bapatla district, and 18 procurement centres are being established to purchase them. He said that they procured 342 tonnes of black burley tobacco worth Rs 3.00 crore from 342 farmers, and assured to procure tobacco from the last farmer.
The programme was attended by SC Corporation Chairman Vijay Kumar, RDOs P Gloria (Bapatla) and Chandrasekar (Chirala), Markfed Additional Director Karunasri, Marketing Department officials, and farmers.

Govt doubles pension for JP senanis
Patna: The govt on Wednesday decided to double the pension amount for 'JP senanis'—the political activists who had been imprisoned during the Emergency for supporting socialist leader Jayaprakash Narayan-led movement. The proposal was cleared at a cabinet meeting chaired by CM Nitish Kumar , who himself played a lead role in the 'JP movement' that began in 1974. "The pension for 'JP senanis', who had spent more than six months behind bars, has been raised to Rs 30,000 per month from Rs 15,000, and for those who served shorter prison terms, it has been hiked from Rs 7,500 to Rs 15,000," cabinet secretariat department's additional chief secretary S Siddharth said. "The JP senanis who participated in the JP movement and the subsequent emergency period between March 18, 1974 and March 21, 1977 will get double the amount as "samman pension" now," he said. There are altogether 3,354 JP senani who are currently getting pension in the state, a home dept official said. Nitish had launched the pension scheme named after Jayaprakash Narayan in 2009. Bihar cabinet approves acquisition of 2627 acres for new industrial areas, infrastructure development
NEW DELHI: The Bihar cabinet on Wednesday approved acquisition of 2627 acres of land at Rs 812 crore for development of five new industrial areas in the state. The highest 991 acres of land will be acquired for Rs 351 crore in the Begusarai district, while 500 acres of land will be acquired for Rs 219 crore in the Patna district, additional chief secretary (ACS) S Siddharth said in a post cabinet briefing in Patna. Similarly, 167.34 acres of land would be acquired in Siwan at Rs 113 crore, 420.62 acres in the Saharsa district at Rs 88.01 crore, and 548.87 acres in the Madhepura district at Rs 41.26 crore, Siddharth added. The cabinet also gave nod for acquisition of 1300 acres of land for the Integrated Manufacturing Cluster (IMC) under the Amritsar-Kolkata Industrial Project at Dobhi in the Gaya Ji district. A total of 30 decisions were taken at a cabinet meeting chaired by Chief Minister Nitish Kumar. Rs 35 crore private investment for Gaya In another important decision, the cabinet gave its approval for a Rs 35.14 crore factory to manufacture textile items like, polar fleece, blanket cover, bed sheet, casements etc in Gaya. The factory would be set up in the industrial area at Guraru in Gaya Ji with 600 MTPA capacity to manufacture textiles, the ACS said adding that the investment would generate direct and indirect employment for 237 skilled and unskilled people of the state. OLS survey for 6 airports In order to develop and expand the airport network in the state, the cabinet also approved a proposal to carry out Obstacle Limitation Surfaces (OLS) survey for six greenfield airports at Birpur (Supaul), Munger, Valmikinagar (West Champaran), Muzaffarpur, Saharsa and Bhagalpur. Rs 290.91 crore have been sanctioned for payment to Airport Authority of India (AAI) for the purpose. It also sanctioned Rs 137.17 crore for acquisition of 18 acres of land for expansion of Gaya Ji airport to install 'CAT I Light' to facilitate the landing of aircraft even during bad weather like fog, smog and low visibility. JP Samman pension hiked People- christened as JP Senani who participated in the JP movement and subsequent emergency period between March 18, 1974 and March 21, 1977- will get double the amount as 'samman pension' now. Those who spent one to six months during emergency in jail will get Rs 15,000 while those who spent more than six months will get Rs 30,000 as pension. Earlier, they were getting Rs 7500 and Rs 15,000 respectively. There are altogether 3354 JP Senani who are currently receiving pension. Funds for Punpun bridge; flyover connecting Mithapur-Chiraiyatanad flyovers The cabinet also sanctioned a revised estimate of Rs 82.99 crore for construction of cable suspension bridge to be built over river Punpun in Patna. Similarly, it also sanctioned a revised estimate of Rs 292.74 crore to connect the two flyovers of Mithapur and Chiraiyatand in the state capital. MLA/MLCs' phone bill The cabinet gave its nod to amend rule 14 (telephone facility) of Bihar Legislature (salary, allowance and pension of members) Rules 2006 as per which members of state legislature will not have to furnish bill of Rs 8,300 per month towards telephone, internet. Members will now get the amount without furnishing any bills for telephone, internet. Scrap policy It also approved the transport department's proposal as per which people- who have BS-I and BS-II vehicles both LMV/HMV- will get 50 per cent discount for registration of new vehicle if they present 'certificate of deposit' of scrap done through registered scrapper. Honorarium hiked for BLO supervisors, BLOs The cabinet hiked annual honorariums of Booth Level Officers (BLOs) and BLO Supervisors. Now, the BLOs will get Rs 14,000 against the existing annual honorarium of Rs 10,000 while the BLO Supervisors will get Rs 18,000 against existing honorarium to Rs 15,000, with Rs 38.75 crore sanctioned for the purpose.

Amid Row, Bigger Supreme Court Bench To Hear Stray Dog Case Tomorrow
New Delhi: Hours after Chief Justice of India BR Gavai assured a relook at the two-judge bench order on moving all stray dogs in Delhi and the National Capital Region (NCR) to shelter homes, the matter has been referred to a larger bench, which will hear the case on Thursday. On the directions of Chief Justice Gavai, a three-judge bench of Justices Vikram Nath, Sandeep Mehta and NV Anjaria will take up the case. The relocation had been ordered by a bench of Justices JB Pardiwala and R Mahadevan on Monday and the issue was raised before the Chief Justice on Wednesday. Seeking urgent listing, Advocate Nanita Sharma informed Justice Gavai that there had been two conflicting rulings on the issue by the Supreme Court and an earlier bench had asked for the implementation of the Animal Birth Control (ABC) Rules, 2023, which state that sterilised and vaccinated stray dogs should be returned to the same locality. In its order on Monday, the bench of Justices Pardiwala and Mahadevan, taking note of the rising incidents of dog bites and attacks, had said all stray dogs in Delhi-NCR should be rounded up and moved to shelters within eight weeks. The dogs, the bench had said, should be kept at the shelters and not allowed to escape. "We are not doing this for us, it is for the public interest. So, no sentiments of any nature should be involved. Action should be taken at the earliest... Pick up dogs from all localities and shift them to shelters. For the time being, forget the rules," Justice Pardiwala had said. "All these animal activists, will they be able to bring back those who have fallen prey to rabies? We need to make streets absolutely free of stray dogs," the bench had remarked. Infrastructure? Animal activists, celebrities and even some political leaders had spoken out against the order, pointing out that Delhi and other cities in NCR, including Noida and Gurugram, did not have the infrastructure to execute the mass relocation, especially in such a short timeframe. Many also said that moving the dogs from their territories would just make room for others and that the answer lay in the effective implementation of the ABC Rules. "You have three lakh dogs in Delhi. To get them all off the roads, you will have to make 3,000 pounds, each with drainage, water, a shed, a kitchen, and a watchman. That will cost about Rs 15,000 crore. Does Delhi have Rs 15,000 crore for this?" animal activist and former Union minister Maneka Gandhi had said. "Within 48 hours, three lakh dogs will come from Ghaziabad, Faridabad because there's food in Delhi. And once you remove the dogs, monkeys will come on the ground... I have seen this happen at my own house. In Paris in the 1880s, when they removed dogs and cats, the city was overrun with rats," she added, calling dogs "rodent control animals". Other Order In the earlier order, the Supreme Court bench of Justices Sanjay Karol and JK Maheshwari had asked for the implementation of existing laws, including the ABC rules, and stressed that the issue should be dealt with compassion. "We only hasten to add, that under all circumstances, there cannot be any indiscriminate killings of canines and the authorities have to take action in terms of the mandate and spirit of the prevalent legislation in place. There is no gainsaying in the fact that exhibiting compassion to all living beings is the enshrined Constitutional value and mandate and casts an obligation on the authorities to maintain," the bench had said.
