Andhra Pradesh Liquor Scam: Chargesheet Mentions Jagan Reddy As Kickback Recipient
A chargesheet filed by Andhra Pradesh police in connection with the Rs 3,500 crore alleged liquor scam in a local court has mentioned former chief minister YS Jagan Mohan Reddy as one of the recipients of the kickbacks averaging Rs 50-60 crore per month.
The 305-page chargesheet filed on Saturday, however, stopped short of naming Jagan as accused.
The court is yet to take the cognizance of the chargesheet.
In a post on X, Jagan termed the alleged liquor scam as nothing but a manufactured narrative, created purely for media theatrics and to divert attention from real issues.
According to the YSRCP chief the entire case is built on statements extracted under pressure, threats, third-degree torture, and through bribes and inducements.
Meanwhile, the chargesheet claims, "The collected amounts were eventually handed over to Kesireddy Rajasekhar Reddy(A-1)".
"Rajasekhar Reddy would then pass the money to Vijay Sai Reddy (A-5), Mithun Reddy (A-4), Balaji (A-33) who would transfer it to former Chief Minister Y S Jagan Mohan Reddy. On an average, Rs 50-60 crore was collected every month (during the 2019-24 YSRCP regime)," the charge sheet said, adding that it was corroborated by a witness.
The chargesheet alleged that Rajasekhar Reddy, "the mastermind and co-conspirator" behind the entire Rs 3,500 crore liquor scam, had influenced excise policy manipulation besides being instrumental in replacing automated OFS (order for supply) with manual process; to have planted loyalists in APSBCL (Andhra Pradesh State Beverages Corporation Limited). He allegedly created shell distilleries and handed over "kickbacks" to Jagan through another accused Balaji Govindappa, the chargesheet further alleged.
Rajasekhar Reddy routed as much as Rs 250-Rs 300 crore cash for elections on behalf of YSRCP Party in tandem with accused Chevireddy Bhaskar Reddy (former MLA) and was also responsible for laundering funds through over 30 shell firms. The amount was invested to acquire land, gold, luxury assets in Dubai and Africa, the charge sheet alleged.
The police alleged that the key accused brought out the new liquor policy during the previous YSRCP regime with an underlying intent of having full control over the supply and sale of liquor, thereby to achieve their broader goal of earning commissions/kickbacks between 2019 till 2024.
"The accused planned the change in excise policy and also its modalities, to ensure that they would receive large kickbacks, major portion of such kickbacks was received in cash, gold bullion etc," the charge sheet claimed.
During investigation it was revealed that the accused deliberately withheld OFS approvals to brands/distilleries who did not yield to the kickback demands.
The Special Investigation Team (SIT) probing the alleged liquor scam has arrested YSRCP Lok Sabha member PV Midhun Reddy on Saturday, after grilling him for several hours.
In May, the Enforcement Directorate also filed a money laundering case to investigate the alleged liquor scam.
The federal probe agency has filed an Enforcement Case Information Report (ECIR) under sections of the Prevention of Money Laundering Act (PMLA) to probe alleged irregularities in the sale of liquor in the state.
From the investigation done so far, it was revealed that during the second half of 2019, a meeting of the owners of the distilleries was held by Sajjala Sridhar Reddy (A- 6) at Hotel Park Hyatt, Hyderabad, the charge sheet claimed. The distilleries were told to co-operate with the syndicate, it added.
"During the meeting, the owners were intimidated that if they do not accede to their proposals and no orders will be issued to them. Such intimidation for kickbacks by threatening them with no issuances of OFS and thereby receiving kickbacks amounts to extortion," the chargesheet alleged.
Under the threat of loss of business, several distilleries agreed to pay kickbacks at the rate of 12 per cent. Soon, the percentage was increased to 20 per cent of the base price, it further alleged.
Slamming the government for the charge sheet, in a post on 'X' the YSRCP Chief Jagan Mohan Reddy said that Chief Minister N Chandrababu Naidu himself is on bail with respect to a case on issues pertaining to liquor policy during 2014 - 19, is an irrefutable evidence as to why he is stooping so low.
"The fact that he wants to nullify his case for acts during 2014-19 and also justify his policy now for 2024- 29, he is finding fault with the policy formulated by the YSRCP Government," he charged.
By falsely accusing YSRCP leaders of a liquor scam, the current TDP-led coalition is reviving the very corrupt liquor practices that the previous YSRCP government had dismantled, Jagan hit out.

Uttarakhand CM Announces Rs 5 Lakh Relief For Disaster-Hit Dharali Village, Forms Rehabilitation Committee
New Delhi: Uttarakhand Chief Minister Pushkar Singh Dhami has announced immediate financial assistance of Rs 5 lakh for residents of Dharali village in Tehsil Bhatwadi, District Uttarkashi, whose homes have been completely damaged or destroyed due to the recent disaster. Additionally, the Chief Minister stated that the families of those who lost their lives in the calamity will also receive Rs 5 lakh each as ex gratia support, aimed at providing financial relief during this difficult time. According to a statement from the Uttarakhand Chief Minister's Office (CMO), a three-member committee has been constituted to oversee rehabilitation, long-term recovery, and the strengthening of sustainable livelihoods for the affected villagers. The committee will be headed by the Secretary, Revenue and is expected to submit its preliminary report within one week. The state government emphasised that the relief and rehabilitation measures are being taken on a priority basis, and all necessary support will be extended to ensure the well-being and revival of the affected communities. The cloudburst in the Pabau and Thalisain blocks resulted in multiple casualties and widespread destruction of homes, roads, and bridges. CM Dhami, accompanied by officials and local leaders, instructed the administration to expedite rescue and relief operations. He assured the affected families of all possible assistance and said he was personally monitoring the situation from the ground. In Dharali, at least 50 civilians, eight jawans and a Junior Commissioned Officer (JCO) are still missing after a cloudburst triggered flash flood and landslides on August 5. After the cloudburst, the area remains largely inaccessible, with key road links at Bartwari, Linchigad, Gangrani, Harsil, and Dharali severely damaged. The Army and Indo-Tibetan Border Police personnel are providing the stranded tourists with food, medical aid, and shelter. Restoration efforts are underway, but weather and terrain challenges persist. According to the Army, tourists were being evacuated from Nelong helipad on return sorties. The Military helipad at Harsil is fully operational. Nelong helipad is functional and connected by road to Gangotri, enabling smoother movement of tourists and relief personnel. However, the Dharali civil helipad remains non-operational due to a mudslide. The Army, in close coordination with civil authorities and other agencies, has ramped up Humanitarian Assistance and Disaster Relief (HADR) operations. Russia Builds Shahed-136 Drones Independently, Tensions With Iran Rise
Russia's Alabuga drone factory is now upgrading and producing Shahed-136 drones nearly independently, a move that's said to be causing tensions with Iran. Russia's biggest drone manufacturing complex is almost completely self-sufficient in making Iranian-designed Shahed-136 attack drones. Western intelligence sources indicate this is putting a strain on relations between Moscow and Tehran, CNN reported. The Alabuga factory, in the Tatarstan region some 965 kms east of Moscow, now produces almost all the parts for the drones locally. 'Aluminium bars come in, engines are made from them. Microelectronics are made from electronic chips. Fuselages are made from carbon fibre and fibreglass. This is a complete location,' CEO Timur Shagivaleev said in a Russian state television documentary, reported CNN. The Shahed-136, or Geran, according to Russia, has been one of the mainstays of Moscow's campaign of long-range strikes in Ukraine. Initially shipped from Iran following the February 2022 invasion, the drones are now produced almost exclusively in Russia. Latest satellite images examined by CNN indicate ongoing growth at the facility. Ukraine's Defence Intelligence informed CNN that the factory is producing over 5,500 units monthly, much higher than original production levels, and at significantly less expense. In 2022, it had cost Russia approximately $200,000 (Rs 1.75 crore) to produce one drone. By 2025, that cost had dropped to about $70,000 (Rs 61.36 lakh). According to Ukrainian authorities, Moscow has also equipped the drones with improved communication equipment, warheads and extended-range batteries, making them harder to shoot down. CNN, citing a Western intelligence official, said that Iran initially welcomed Russia's local production but is now becoming nervous. The official indicated that Tehran fears losing control of the design and production of the Shahed. Ali Akbar Dareini, a Tehran-based analyst for the Centre for Strategic Studies, affiliated with the Iranian president's office, said Iran might have anticipated greater Russian support, especially when Israel launched a 12-day bombing campaign against Iran's nuclear installations in June. 'Iran may have expected Russia to do more or take more steps without being required to do so,' he said. The Western intelligence official described Russia's stance as evidence of the 'purely transactional and utilitarian nature' of the partnership, telling CNN, 'This explicit disengagement demonstrates that Russia never intervenes beyond its immediate interests, even when a partner – here an essential supplier of drones – is attacked.' Despite tensions, analysts believe Moscow could still assist Tehran by sending back upgraded drones or related technology. David Albright, a former UN weapons inspector and head of the Institute for Science and International Security, told CNN that some of Iran's drone facilities had been damaged in Israeli strikes and suggested Russia might supply updated Shaheds to help rebuild stockpiles. 'Then Iran could reverse engineer or receive the technology to make a better quality Shahed,' he said. Dareini told CNN that despite the current friction, Iran 'has got, and very likely will get the things it needs for its own security…whether it's military hardware, whether it's in terms of economic cooperation, technology and whatever it needs.'
