HYDERABAD: Chief Minister A Revanth Reddy has challenged former chief minister K Chandrasekhar Rao to a debate in the Assembly on the sharing of Godavari and Krishna river waters. 'If you have the courage, come for a debate in the Assembly on this matter. Write to the Speaker to convene a special session on any date you choose. Let us debate and discuss,' Revanth said while addressing the 'Rythu Bharosa Vijayotsava Sabha' near the Secretariat on Tuesday.
Revanth also accused BRS leaders of spreading misinformation that he was supporting Andhra Pradesh Chief Minister N Chandrababu Naidu in the construction of the Godavari-Banakacherla project.
'If I had wanted to stay with Chandrababu Naidu, I would have done so. I joined the Congress to support Sonia Gandhi and bring a government that serves the people. Is it not true that in 2016, Chandrababu issued a GO to divert 400 tmcft of Godavari water to Handri-Neeva through Banakacherla? This was because KCR claimed there was 3,000 tmcft in the Godavari. Let us discuss Godavari and Krishna waters in the Assembly. I challenge you to this debate,' he said.

The chief minister alleged that KCR compromised Telangana's share of Krishna waters. 'KCR has signed a death warrant for Telangana by agreeing to only 299 tmcft out of the 811 tmcft allocated to undivided Andhra Pradesh by the Bachawat Tribunal. Though 68% of the Krishna catchment area in undivided AP lies in Telangana, only 299 tmcft was accepted by the state. As per international water laws, 555 tmcft should have come to Telangana,' he said.
'Is it not true that Medigadda, Annaram and Sundilla barrages have collapsed? Is it not true that some farmers have said that there would be nothing wrong if KCR was hanged at Chinna Kaleshwaram for this failure? File photo (TOI) The Cabinet Committee on Economic Affairs, chaired by Prime Minister Narendra Modi, on Wednesday approved the Revised Jharia Master Plan (JMP) for dealing with fire, land subsidence, and rehabilitation of families affected by decades of underground coal fires in the Jharia coalfield of Jharkhand. The revised plan entails a total financial outlay of Rs 5,940.47 crore and will be implemented in a phased manner, with priority given to the most vulnerable sites. According to a government statement, the revised plan places stronger emphasis on sustainable livelihood generation. Families being resettled will receive targeted skill development training and access to income-generating opportunities to help ensure long-term economic stability. As part of the revised package, both Legal Title Holder (LTH) and Non-Legal Title Holder (Non-LTH) families will be eligible for a one-time Livelihood Grant of Rs 1 lakh and institutional credit support of up to Rs 3 lakh. The Cabinet also approved the development of comprehensive infrastructure and essential amenities at the resettlement sites. New Delhi: In a little-known episode from the Emergency era, former prime minister Indira Gandhi quietly donated a significant sum of Rs 90,000 for treatment of her fiercest critic, Jayaprakash Narayan, the leader of the nationwide anti-Emergency movement. A new book reveals that the donation, which Mr Narayan declined, came at a time when his health had deteriorated and he required a life-saving portable dialysis machine. Arrested on June 26, 1975, just hours after the Emergency was declared, Mr Narayan spent five months in custody in Chandigarh before being released on a 30-day parole in November that year. According to "The Conscience Network: A Chronicle of Resistance to a Dictatorship" by Sugata Srinivasaraju, JP was diagnosed with kidney failure during his custody and required lifelong dialysis to survive. "Very soon, the cost of his treatment, and the regular dialysis he needed, became a matter of worry. It was decided, in due course, that a portable dialyser machine would work out better than going to a hospital regularly. It was also decided that the government's help would not be accepted. Therefore, his admirers started raising money for a dialyser," reads the book. As news of his condition spread, supporters across India and abroad mobilised resources. The plan, according to the book, was to collect Re 1 per person from the public to fund the expensive dialysis machine. However, the progress was slow. "At that point, Indira Gandhi, who learnt about the effort, sent a cheque with a handsome amount on it as her contribution," it added. However, the Indians For Democracy (IFD) -- a Indian community-led organisation formed in the United States just weeks before the Emergency -- was dismayed by the news of Indira Gandhi's donation. The group urged Radhakrishna of the Gandhi Peace Foundation, the organisation collecting the funds, to return the money. "I made it known that it would greatly disappoint JP's admirers if the cheque were accepted... We simultaneously requested JP to return Indira Gandhi's cheque. It was returned purely on our intervention. It was a fact that money was not coming through in India because people were scared of the government," recalls Anand Kumar, a member of the IFD, adding that his organisation vowed to collect the deficit amount. In response, the IFD launched a global appeal to raise Rs 5 lakh-about USD 65,000 at the time-for the purchase and maintenance of a portable dialysis machine for Mr Narayan, and successfully collected the amount. A letter by JP, dated June 11, 1976, was produced in the book quoting "technical points" of his rejecting the donation made by Gandhi -- including that only small contributions were acceptable. "...I had given my consent without knowing that the money would be from the Prime Minister's Relief Fund. I took it for granted that it would be from your personal account , though a little thought on my part should have shown that it was not possible for you to contribute personally such a large amount. Be that as it may, the position is that before the contribution from your Fund was received, more than three lakh rupees had already been collected from the public in response to the appeal. "I do fervently hope that you will not misunderstand me and think me ungrateful and discourteous. There is no discourtesy meant at all and I am grateful for the concern shown by you for my health," reads the letter. "The Conscience Network", to be officially released on Wednesday -- marking the 50th anniversary of the Emergency -- offers an "untold story of the Indian community in the US during this era, spotlighting their burgeoning influence and the personal connections that spurred international efforts to counteract the authoritarian regime". New Delhi: The Supreme Court on Wednesday reprimanded Uttar Pradesh Police for failing to ensure that persons granted bail by a court of law, including itself, were not promptly released. The top court directed PC Meena, the Director-General (Personnel) of UP Police to conduct a statewide video conference with officers to ensure the court's orders on bail are not countered by 'vested interest' masquerading as 'nit-picking' of the instructions to release someone. The top court also directed the UP government to pay Rs 5 lakh as compensation to a man it had granted bail on May 27 but was not released till an irate court intervened Tuesday. Suspecting 'vested interests' in keeping the man jailed, the Supreme Court also ordered a judicial inquiry by the Principal District and Sessions Judge of Ghaziabad. Officers found to be at fault will be fined Rs 5 lakh, the court warned. Reports of the inquiry and confirming compliance are expected by Friday, the court said. Expressing serious concern over people being forcibly jailed in UP despite court orders for their release, the bench of Justice KV Vishwanathan and Justice NK Singh hauled up the state's police force for denying individuals their fundamental right to liberty. "Nit-picking of court orders to deny bail amounts to a serious dereliction of duty," the Supreme Court warned state officials. Mr Meena and other senior officers had been summoned as the Supreme Court heard a petition by a man called Aftab, who was denied release from Ghaizabad Jail despite securing bail. He told the top court he had been detained for 28 days, a delay the authorities claimed before the court was due to a 'clerical error' in sections of the bail and release orders. The court, though, batted away the claim, saying personal liberty could not be denied by 'useless technicalities and irrelevant errors', and asked the police to not repeat such mistakes. "God knows how many persons are languishing in UP jails like this... Sensitise your officers by Friday... via video conference... to ensure no person enlarged by a court should be in jail..." The bench also warned the police of further action if the 'vested interests' are revealed. Mr Meena assured the court he would conduct the VC immediately, and told the court there are as many as 90,000 people in jails across the state, as of June 24. Earlier, senior counsel Garima Prasad, appearing for the state government, told the court 'certain apprehensions' about a bail order, and the resulting delay, were not deliberate. In the Aftab case, he pointed out, the police sent the order back to a lower court, on the same day the Supreme Court ordered his release, for a clarification. The delay, therefore, was from the lower court, he declared. But Justice Vishwanathan was unimpressed. Warning that he would increase the compensation ordered to Rs 10 lakh, he asked, "Is 'sub section not mentioned' a valid ground to be taken by officers manning our prisons?" The bench pointed out the fact the authorities knew what the 'error' with the subsection was, but still failed to release Aftab for nearly a month.
