UAE boosts intellectual property protection to drive innovation, economic competitiveness: SLC official

The United Arab Emirates is committed to strengthening intellectual property (IP) protection as a cornerstone of its innovation-driven economic agenda, the Secretary General of Dubai's Supreme Legislation Committee (SLC) said on Friday.
In a statement marking World Intellectual Property Day, Ahmad bin Meshar Al Muhairi said empowering creators and innovators through robust IP frameworks is essential to enhancing the UAE's competitiveness and reinforcing its position as a global hub for talent.
'World Intellectual Property Day is an opportunity to reaffirm the significance of empowering innovators and creators by providing them with the tools and means needed to protect their intellectual property rights — protection that plays a vital role in modern economic systems,' Al Muhairi said.
He added that IP is central to the growth of the UAE's creative industries and that the country is working to establish legislative and regulatory systems that support this sector.
Recent efforts include the rollout of a new national IP ecosystem comprising 31 initiatives aligned with international best practices, the launch of a 'Patent Incubator' project to document patent registration processes across all emirates, and the establishment of a green IP pathway aimed at stimulating innovation in environmental sustainability and the new economy.
'At the Supreme Legislation Committee in the Emirate of Dubai, we reaffirm our commitment to enhancing the legislative framework for the protection of intellectual property rights in the UAE,' Al Muhairi said, noting that these reforms support the broader national vision of fostering a creativity- and innovation-driven business environment.

Improvements included a 145-day reduction in service time, elimination of 135 redundant service touchpoints, and removal of 97 unnecessary government documents. Leadership commitment to human-centered services Al Muhairi emphasised that the forum reflects the Sharjah government's commitment, under the directives of His Highness Sheikh Dr Sultan bin Mohammed Al Qasimi, Supreme Council Member and Ruler of Sharjah, and His Highness Sheikh Sultan bin Mohammed bin Sultan Al Qasimi, Crown Prince of Sharjah and Chairman of the Executive Council. The goal is to establish an integrated, human-centered government service system that prioritizes customer satisfaction by accelerating and simplifying service delivery. Future phase focused on digital integration Looking ahead, the Director of the Government Development Department noted that the next phase of the program will include the release of the second edition of the Government Services Guide. It will also focus on boosting interdepartmental connectivity through unified digital platforms to standardize procedures and enhance the digital customer experience.

The event was held in the presence of H.E. Ahmad Saeed bin Meshar Al Muhairi, SLC Secretary-General, and H.E. Mohammed Juma Al Suwaidi, SLC Assistant Secretary-General. SLC legal experts and strategic partners actively participated in the event. The Legislative Oversight Forum was inaugurated by H.E. Al Muhairi, who delivered the opening address outlining key aspects of the legislative landscape and the audit ecosystem, while emphasising the importance of fostering a culture of legislative compliance. The Legislative Oversight Forum featured a presentation titled 'Insights into Legislative Oversight', delivered by Mr. Omar Al Suwaidi, Director of the SLC Legislative Audit Directorate. The presentation highlighted the SLC's role in promoting legislative compliance among government entities, in accordance with Law No. (14) of 2024 Concerning the Supreme Legislation Committee in the Emirate of Dubai, and Resolution No. (3) of 2024 Approving the Terms of Reference of the Supreme Legislation Committee in the Emirate of Dubai. The presentation also explored the SLC's core functions, the concept and procedures of legislative compliance, annual legislative audit statistics for 2024, and the legislative compliance rate as a government performance excellence indicator. The presentation further outlined the responsibilities of government entities, while emphasising the importance of proper implementation of legislation in upholding governance and transparency. The Legislative Oversight Forum also featured a session titled 'Legislative Compliance Dialogue', with Ms. Wadha Al Ghafli, Director of Strategy and Excellence at the Dubai Government Human Resources Department, as guest speaker. The session was hosted by Mrs. Marwah Mohammed Ibrahim, Head of the Audit Section at the SLC Legislative Audit Directorate. The Legislative Oversight Forum is part of the SLC's ongoing commitment to fostering a culture of legislative compliance at both institutional and societal levels. The forum showcased exemplary compliance models from diverse sectors, including entities that achieved the highest compliance rates, embodying the highest standards for legislative compliance across government operations.
