Seminar on RTI Act held at BLW
BLW's seminar on RTI Act: A seminar on Right to Information (RTI) Act was held at BLW on Tuesday. The aim was to simplify the Act, promote transparency, find solutions to the problems in providing information, and motivate citizens to use this Act effectively.
Presiding over the seminar, Lalji Chaudhary, principal chief personnel officer-administration, said that the Right to Information is not just an Act, but the soul of democracy. It is a moral and legal responsibility to provide correct and accurate information to the citizens on time. He also suggested that a clear list of documents that are eligible and ineligible for making information available should be prepared, and timely file management should be ensured.
Speaking on the occasion, Manish Kumar Singh, senior law officer and central public information officer, gave detailed information on the basic sections of the Act, application process, role of public information officers, appeal process, and limitations of confidentiality through a powerpoint presentation. He also resolved the queries of the officers, appellate authorities, and employees present.
He highlighted how the BLW RTI Act Cell faces practical difficulties in obtaining information from the departments and emphasised the need to further strengthen the coordination mechanism to resolve them.

No material to indicate votes cast in name of dead people in Dhule LS seat: HC
Chhatrapati Sambhajinagar: Bombay high court's Aurangabad bench has dismissed BJP leader and former minister of state for defence Subhash Bhamre's election petition that Congress nominee Shobha Bachchav's election as MP from Dhule Parliamentary Constituency in Nashik district in the 2024 Lok Sabha polls be set aside on the grounds of irregularities. The court allowed Bachchav's application in the same matter seeking dismissal of Bhamre's election petition. Bhamre polled over 5.80 lakh votes as against over 5.83 lakh votes polled by Bachchav. The victory margin was over 3,800 votes. Of the six assembly segments that fall in Dhule Parliamentary Constituency, Bhamre focused his election petition on the polling in Malegaon Central segment from where he could muster only 4,542 votes as against over 1.98 votes polled by Bachchav. Bhamre contended that a large number of votes were cast in the name of dead voters, who continued to figure in the electoral roll, and multiple votes were cast in the name of same people in different booths. All these votes were cast in favour of the winning candidate, he contended. "By merely having names of dead people on the electoral roll this court will not presume that votes are cast in their names. The polling agents in the booth are aware of the votes cast by people and an affidavit of polling agents present in the polling station stating that votes are cast against dead persons would at least indicate that voting has taken place against the name of dead persons," the bench said while pointing out that there was no affidavit by polling agents that they have noticed votes being cast in the name of dead people or that the polling agent had raised objection to the casting of votes in the name of dead people. The bench cited provisions under the Conduct of Elections Rules, 1961 relating to appointment of polling agents and safeguards against impersonation, and ruled, "Presently, there is no material before the court to indicate that large number of persons have cast votes against the names of dead people so as to materially affect the election and this court would not enter into inquiry of the same." "In the election petition, the pleadings have to be precise, specific and unambiguous. If the allegations contained in Election Petition do not set out grounds as contemplated in Section 100 and do not conform to the requirement of Section 81 and 83 of the Act, the Election Petition is liable to be rejected Under Order VII, Rule 11 of Code of Civil Procedure," the bench held.

BCC discusses action against Tilakwadi Club and Vega Funmobile
Belagavi: Heated discussions marked the Belagavi City Corporation (BCC) council meeting on Tuesday, as several corporators accused BCC officials — including the law officer — of indirectly helping the management of Tilakwadi Club, which is under fire for violating lease terms. Deputy commissioner (Revenue) Reshma Talikoti, informed the council that the club breached lease conditions by operating a bar, restaurant, and other commercial activities, which were not permitted. As a result, the commissioner's court ordered the cancellation of the lease in May. A caveat related to the case was also filed in court. Talikoti explained that as per the Karnataka Public Premises (Eviction of Unauthorised Occupants) Act, three notices must be served before initiating eviction proceedings. The first notice period expired on June 13, and subsequent notices will follow. However, the club management obtained a court stay against the show-cause notice, temporarily halting the eviction. Corporators advocate Hanumant Kongali and Ramesh Sontakki criticised officials for failing to file a caveat before serving the show-cause notice. Delays in Goa road projects could cost Centre crores
Panaji: Over the past few years, bridge and road projects worth over Rs 14,000 crore have been funded by the Union ministry of road transport and highways in Goa. However, some of these infrastructure projects could soon cause losses to the ministry running into hundreds of crores. Contractors of three major projects have already gone in for arbitration in three separate cases, claiming that losses of Rs 300 to Rs 500 crore each have been caused to them due to delay in the projects, sources said. The contractors have said that the delays in the project execution occurred because Goa govt was unable to complete land acquisition for the road or bridge works within the required time. 'Three separate cases are already in the process of arbitration for road and bridge stretches in Cortalim, Mormugao, and Salcete. A fourth contractor is also in the process of taking the same route for work carried out in Pernem. The contractors have said that delays in land acquisition and changes to scope of work caused due to protests have caused them losses of around Rs 400 crore each,' said the source. The contractors have said that their machinery lying idle due to the delay in the works are some of the causes for the losses to them. 'The Act recognizes the parties' autonomy to determine the procedure for arbitration and conciliation. They agree on the terms and conditions of their dispute resolution process. He said that although govt has placed its say that the Covid pandemic and other factors outside its control were also causes for the delay, usually these cases do end in the party having to cough up a settlement amount as per the arbitral award. 'As three of the four projects that have gone for arbitration were tendered by the ministry, the ministry will become liable to pay the amount as per the award,' said the source.
