Cabinet clears revised Income Tax Bill; to be tabled in Lok Sabha on Monday

New Delhi: The Union cabinet on Friday approved the revised Income Tax Bill, 2025, which simplifies India's six-decade-old direct tax law, said two persons familiar with the development.
The revised Bill will be tabled in the Lok Sabha on Monday, the people quoted earlier said. It incorporates most of the recommendations of a select committee of Parliament, chaired by Bharatiya Janata Party MP Baijayant Panda, that reviewed the draft of the proposed law, they said, speaking on the condition of anonymity.
Once passed, it will replace the Income-Tax Act, 1961.
The previous version of the Bill introduced in the Lok Sabha in the Budget session of Parliament on 13 February has been formally withdrawn, they added.
'To avoid confusion by multiple versions of the Bill and to provide a clear and updated version with all changes incorporated, the new version of the Income Tax Bill will be introduced for the consideration of the House on Monday,' said one of the persons quoted above.
Mint had reported on Thursday that the cabinet was set to consider the revised bill on Friday.
Queries emailed to the finance ministry on Thursday remained unanswered at the time of publishing.
The select committee scanned through the earlier draft to ensure that the simplification exercise does not lead to wordings that are open to different interpretations. The proposed new tax law will be significantly smaller in volume as it removes redundant and outdated provisions and uses more direct language. The idea is to make it more user-friendly for taxpayers and professionals and also to avoid any disputes arising from differences in interpretation.
In an interview published by Mint on 22 July, Panda had explained that the bill was not meant to make substantive changes to the law and the committee's mandate was to vet it for simplification.
The proposed new direct tax law is expected to bring more structural cohesion to several taxation concepts spread across different sections.

ITR Filing: It is that time of the year again when taxpayers across the country file their income tax returns (ITR). As such, here's a detailed look at the ITR due date, the last deadline to file returns, delayed ITR filing and penalty for late filing of your income tax returns. Before filing your ITR keep the following documents ready as applicable: Form 16 (from current employer and former employer if you changed jobs mid-year), PAN Card, Aadhaar Card (PAN-Aadhaar must be linked), Investment proofs (including bank deposits, PPF deposits, etc.), home loan interest certificate, and insurance premium payment receipts. Further, the Income-Tax (I-T) Department has noted that when filing your returns all assessees must complete the process by completing e-verification of their ITR filing. If not done within 30 days, it may result in your ITR refund getting delayed due to 'invalid' or 'incomplete' process. The tax department has clarified that you can complete the requirement on the e-filing portal using Aadhaar OTP, net banking, or electronic verification code (EVC) generated using a pre-validated bank account or pre-validated demat account, to ensure a secure and hassle-free process. Notably, all Indian residents are required to file their ITR for income tax purpose: If the aggregate of your income or salary exceeds the prescribed limits. If they hold assets in India or abroad; If they have investments in markets, shares, or ESOPs; If they have bank deposits exceeding ₹ 50 lakh combined; 50 lakh combined; If they have savings or current account exceeding ₹ 1 crore total; 1 crore total; If they have paid electricity bill over ₹ 1 lakh annually; or 1 lakh annually; or If they have travelled internationally with expenditure over ₹ 2 lakh; and 2 lakh; and If the value of their sales (irrespective of income) exceeds ₹ 60 lakh. The last date for filing income tax returns (ITR) for financial year 2024-25 (Assessment Year 2025-26) is September 15, 2025. This has extended from July 31, 2025. Taxpayers who miss the September 15 deadline can still file a delayed return by December 31, 2025, for FY24-25 / AY25-26. While you are allowed to file delayed ITR till the year-end, please note that these filings will attract penalties between ₹ 1,000 and ₹ 10,000 depending on the duration of delay, as follows: For individuals with an income above ₹ 5 lakh, filing a belated return will incur a penalty of up to ₹ 5,000. 5 lakh, filing a belated return will incur a penalty of up to 5,000. For taxpayers with a net taxable income of ₹ 5 lakhs or lower, the maximum penalty for filing a belated ITR is ₹ 1,000. Also, please note that the more you delay your ITR filing, such returns may lose out on certain deductions for lower tax, and would likely be subject to increased scrutiny from the Income Tax Department. Choose ITR-1 form: If you are an individual with income from salary, one house property, and other sources. Choose ITR-2 form: If you are an individual or Hindu Undivided Family (HUF) without business income. Choose ITR-3 form: If you are an individual or HUF with income from business or profession. Choose ITR-4 form: If you have presumptive income from business or profession. Eluru MP Putta Mahesh Kumar has announced that the Detailed Project Report (DPR) for the long-awaited Bhadrachalam–Kovvur railway line has been prepared and that work on the project is expected to commence soon. Speaking to the media on Sunday, the MP recalled raising the issue in the Lok Sabha during the last Parliament budget session on April 2, 2025, urging Union Railway Minister to expedite the project. He said that the residents of Chintalapudi and Polavaram Assembly constituencies under the Eluru Lok Sabha jurisdiction, along with people from Gopalapuram and Kovvur constituencies in the erstwhile West Godavari district, have been waiting for this railway line for many years. 'It is a matter of great happiness that the works are now about to begin,' he said. The proposed 118.9-km railway line, will be taken up at an estimated cost of ₹1,695.71 crore. It will run from Sattupalli via Ashwaraopet, Jangareddygudem, and Devarapalli to Kovvur. The Andhra Pradesh government has requested the Railway Ministry to bear the entire project cost. Once completed, the line will shorten the distance between Visakhapatnam and Hyderabad by more than 100 km. Mr. Mahesh Kumar said: 'This project has been my top priority for the past year. On behalf of the people of Eluru I express my gratitude to Prime Minister Narendra Modi, Chief Minister N. Chandrababu Naidu, Deputy Chief Minister Konidela Pawan Kalyan, Union Minister Ashwini Vaishnaw, and State Minister Nara Lokesh for their support.' He also thanked the Railway Minister for acting on the assurance given in Parliament. The MP expressed hope that the DPR, already submitted by the railway authorities, will be approved soon so that work can commence without delay.

The ruling front and the Opposition in the State seem set to spotlight alleged voter fraud in the 2024 Thrissur Lok Sabha elections in their campaigning against the Bharatiya Janata Party (BJP) ahead of the local body elections later in the year. The possibility of electoral malpractices is arguably gaining political traction in Kerala after Leader of the Opposition in the Lok Sabha Rahul Gandhi accused the Election Commission of India (ECI) of colluding with the BJP to add over a lakh phoney voters to the electoral list in at least one Assembly segment in a Lok Sabha constituency in Karnataka ahead of the 2024 general elections. Communist Party of India (Marxist) [CPI(M)] general secretary M.A. Baby told reporters in Thrissur that the contours of the electoral fraud in Karnataka appeared evident in the Thrissur constituency too. He alleged that the ECI helped BJP booth agents add at least 30,000 bogus voters in Thrissur using fudged proof of domicile and forged identities. Charges against ECI Mr. Baby said the ECI had called a meeting of election officials from the Booth Level Officer (BLO) and upwards ahead of the 2024 polls to dilute the voter enrolment process. The ECI had authorised BLOs to add to the voters' list any person who has completed two days of residence in their jurisdiction, if the individual provided the slightest proof of domicile. Earlier, he said, a new voter qualified for the electoral list only if the person provided solid evidence of residence for at least six months. 'Guest workers, passers-by, and people outside the constituency found their way into the electoral list with the ctive collusion of ECI officials and BJP agents who provided them phoney identity proof and addresses of empty houses and apartments in Thrissur,' Mr. Baby said. District Congress Committee president Joseph Taget alleged that the ECI glossed over anomalies on the voters' list flagged by party workers. UDF leader N.K. Premachandran, MP, said the INDIA bloc allies would weigh impeaching the members of the constitutional body. BJP response M.T. Ramesh, BJP's core committee member, rubbished the CPI(M)-Congress claims. He said Mr. Gopi won by over 75,000 votes. He said the surprising victory stung both parties and signalled the end of UDF-LDF 'revolving door' politics in Kerala. 'The CPI(M) and Congress had no complaints about the electoral list during the voter enrolment phase,' he said.
