Bahraini MP Highlights Economic Growth and Regional Cooperation at Mediterranean Parliament Meeting

MP Mohammed Yousif Al-Maarafi emphasized the importance of strengthening cooperation between legislative and executive authorities to ensure swift and continuous responses to the demands of sustainable economic growth. He noted that the increasing contribution of the non-oil sector to Bahrain's GDP reflects the success of the Kingdom's Economic Vision 2030, which is founded on the principles of sustainability, fairness, and competitiveness.
Al-Maarafi made these remarks during his participation as a member of Bahrain's parliamentary delegation at the 19th General Assembly of the Parliamentary Assembly of the Mediterranean (PAM), held in Rome, Italy, from February 19 to 21. The discussions included a report on "Challenges and Opportunities for Economic Growth in the Euro-Mediterranean and Gulf Regions."
He highlighted the geopolitical and economic changes posing challenges to economic growth, particularly the impact of political crises and regional conflicts. He also pointed out environmental challenges such as climate change, natural resource shortages—especially freshwater—and desertification threats, which affect agriculture and food security.
Despite these challenges, Al-Maarafi underlined the promising opportunities that could drive economic growth in the region, particularly through digital transformation and innovation in fields such as information technology, artificial intelligence, renewable energy, and environmental technologies.
He stressed that regional integration and cooperation between Mediterranean and Gulf nations present significant opportunities for joint projects, increased intra-regional trade, and infrastructure development, ultimately enhancing global competitiveness.
Al-Maarafi also highlighted Bahrain's comprehensive economic vision, launched in 2008 by His Majesty King Hamad bin Isa Al Khalifa, as a strategic roadmap for sustainable economic development. He noted that the Kingdom has made significant progress in non-oil sectors such as trade, tourism, transportation, telecommunications, real estate, and finance.
He further explained that Bahrain is actively implementing ambitious projects to improve its business environment, including the development of digital infrastructure and financial services, one of the Kingdom's strongest sectors. Additionally, Bahrain continues to invest in renewable energy, with a particular focus on solar and wind energy projects as part of its strategy for sustainable energy solutions.
The Bahraini parliamentary delegation to the PAM session was led by Dr. Jihad Abdullah Al-Fadhel, Second Deputy Speaker of the Shura Council, and included Shura Council member Lina Habib Qassim, as well as MPs Mohammed Yousif Al-Maarafi and Hanan Mohammed Fardan.

His presidency has been marred by high-profile resignations, including that of Robert Reid, a former deputy president and long-time ally, who stepped down in April citing a 'fundamental breakdown in governance standards.' The reforms proposed in December last year — which curtailed the powers of key oversight bodies such as the audit and ethics committees — were also met with resistance, notably from Motorsport UK chair David Richards. The current set of amendments, the OAMTC argues, follow a similar pattern, raising 'issues of fairness and consistency.' A Divided Membership Despite the backlash, Ben Sulayem has remained confident in his leadership. 'I only have to answer to my members. And they are happy. Actually, they are very happy,' he said in a recent interview with Reuters. Yet not all appear to share that view. The Austrian federation's intervention suggests a growing concern among at least part of the FIA's global network, particularly over the appearance of centralised control and reduced institutional checks. A spokesperson for the FIA in London confirmed that Thursday's vote remains on the agenda, though no official response to the OAMTC letter had been issued at time of writing. What's at Stake With South America's motorsport associations, European mobility clubs, and other regional members often taking different stances on governance matters, the upcoming vote in Macau could prove pivotal. A rejection of the changes would signal strong internal resistance and could embolden a potential challenger to Ben Sulayem's leadership. But if the amendments are approved, critics fear it will cement a trend of consolidating power at the top of an organisation increasingly viewed as opaque. Whether Thursday's meeting turns into a procedural formality or a flashpoint for reform remains to be seen. Either way, the credibility of the FIA's governance model — and the balance of power within it — is once again under the spotlight.

Yesterday, as the Philippines marked its 127th Independence Day, its Trade and Investment Centre in Riyadh reaffirmed the country's commitment to building strategic global partnerships. In an article penned by Philippine Commercial Attaché Vince Lorenzo T. Liwanag, Bahrain was specifically highlighted as a trusted ally due to its long-standing Filipino community of over 55,000 residents. According to Liwanag, this cultural presence forms a 'trusted bilateral network' and provides a ready-made bridge of familiarity and trust for Bahraini entrepreneurs and entities exploring business in the Philippines. The article stressed that Bahrain-based conglomerates, sovereign funds, and visionary investors are well-positioned to partner in sectors where the Philippines is actively seeking foreign participation. The Philippines posted a robust GDP growth of 5.6 percent in 2024, outperforming many regional peers. This growth was driven by a modernised incentive regime under the CREATE MORE Act and Executive Order 18, which facilitates fast-tracked approvals of high-impact investments through 'Green Lanes'. Tourism and halal gap Tourism is among the key sectors targeted for Gulf investment, with the country receiving 5.9 million tourists in 2024 and anticipating a need for 450,000 new hotel room keys by 2028. Liwanag noted a substantial market gap in halal-friendly hotels and restaurants, especially in popular destinations such as Cebu, Palawan, and Siargao. Medical tourism and retirement resorts are also flagged as growth areas, leveraging the Philippines' strong healthcare service sector and appeal among older travellers. Renewables and infrastructure Another priority area is renewable energy. The Philippines has become the second-most attractive emerging market for clean energy investment, according to BloombergNEF's Climatescope 2024. With more than $24 billion committed in 2024 alone, renewable energy accounted for 85 percent of the country's Board of Investments approvals. The country is also rich in green minerals like nickel, cobalt, and copper, with ambitions to locally process these for use in electric vehicles, energy storage, and clean-tech supply chains. Infrastructure offers further prospects. The government has outlined 173 flagship projects under its 'Build Better More' programme, worth $45 billion. Opportunities are open for Bahraini companies with engineering and construction capabilities to enter through Public-Private Partnerships or direct investment.
