
DGHR launches ‘Research Awards 2025' to promote scientific research and talent growth - Middle East Business News and Information
'Research Awards 2025', open to students from participating universities and Dubai government employees, is designed to promote research on important topics such as 'Workplace Skills and Lifelong Learning', 'Human Resources Management: Reality, challenges and future', 'Developing human resources systems and policies in Dubai Government', and 'Employee wellbeing in the Work Environment'.
H.E. Abdulla Ali Bin Zayed Al Falasi, Director General of DGHR Department, said that the award reflects the Dubai Government's vision to foster a forward-looking and innovative human resources ecosystem.
H.E. further stated: 'Through the introduction of the 'Research Awards', a first-of-its-kind initiative by DGHR, we hope to promote research focused on generating innovative solutions and creative insights that address future workplace challenges. Moreover, DGHR leverages advanced strategies in line with global trends to develop national talent, refine their expertise and build a highly competitive human capital landscape, consolidating Dubai's position as a leading hub for innovation and excellence in human resources management.'
Dr Mansoor Alawar, Chancellor of HBMSU, emphasized that the award's launch reflects the wise leadership's commitment to advancing scientific research and innovation to shape the future of human capital in line with the 'We Are the UAE 2031' vision and the national strategy for talent attraction. Dr Alawar further pointed out that the university's engagement will help bolster government policymaking through practical scientific research, supervised academic research assessments, and adherence to the highest standards of quality and innovation. Furthermore, he stressed the award's role in enhancing policies and workplace environments, by encouraging researchers to submit research papers that support strategies for managing human capital.
Dr Amer Sharif, CEO of Dubai Health and President of Mohammed Bin Rashid University of Medicine and Health Sciences (MBRU), highlighted the award's significance in strengthening human resources through evidence-based research. He commended the Dubai Government's efforts in nurturing its workforce and fostering a culture of research and development. Dr. Sharif further explained that the Dubai Academic Health System relies on education and discovery to upgrade the healthcare ecosystem based on latest practices. Additionally, he thanked the DGHR Department and the partners, expressing his confidence that the award will act as a turning point in bolstering research talents.

H.E. Dr Ali bin Sebaa Al Marri, Executive President of the Mohammed Bin Rashid School of Government (MBRSG), highlighted that the research award fosters a culture of scientific research in human resources, playing a crucial role in shaping governmental policies and enhancing institutional performance. H.E. also explained that MBRSG is committed to supporting innovative research that enables decision-makers to enhance evidence-based policies. H.E. Al Marri further noted that the award serves as a platform to nurture creativity in the sector, ensuring that the resulting research positively shapes the future, while keeping pace with labor market changes.
DGHR has outlined specific criteria for evaluating the research submission based on innovation, originality, clarity of objectives, methodological precision, quality of analysis and findings, as well as the research's impact on elevating the government work environment. Original and unpublished research works in both Arabic and English are eligible for the competition.
Submissions are open from February to August 2025, with prize announcement slated in October 2025. The winner will be awarded a cash prize of AED 25,000, a certificate of appreciation, and a commemorative shield, while their research paper will be published in scientific journals.
DGHR invites eligible researchers and professionals to join this unique initiative, developed to foster sustainability and innovation in the HR domain. Dubai Government Human Resources Department continues receiving entries for inaugural Research Awards 2025 with wide participation
The Dubai Government Human Resources Department (DGHR) continues to receive submissions for the inaugural edition of the Research Awards 2025, launched in February 2025. The initiative highlights DGHR's strategic vision to support scientific research and invest in human capital to enhance Dubai's government workplace with research insights and practical ideas that increase employees' quality of life and align with future transformations in human resources management. Currently, the department has received 20 research papers from 13 government entities. Hamdan Bin Mohammed Smart University (HBMSU) has contributed five entries, followed by DGHR with three. Other contributors include Dubai Health Authority, Digital Dubai Authority, Dubai Electricity and Water Authority (DEWA) and Mohammed Bin Rashid Library, among others. H.E. Abdulla Ali Bin Zayed Al Falasi, Director General of DGHR Department, said, 'The submissions we received are a testament to the spirit of collaboration and integration between government and academic institutions to empower the government work system. This has been possible through leveraging scientific research as a strategic tool to promote innovation and improve performance. At DGHR, we believe the awards serve as a vital platform for converting knowledge into relevant policies and practices that promote employee well-being and sustain institutional excellence. We welcome all government entities to utilise this opportunity by submitting scientific research that supports Dubai's objective of creating a world-leading government based on competence, knowledge and renewal.' The research papers highlight various key themes linked to improving the government work system, such as the role of artificial intelligence (AI) in strengthening performance systems for government employees, high-performance work systems in human resources management, employee relations and their quality of life, modern working patterns, enhancing employee performance and well-being, institutional culture and their impacts; disguised disciplinary penalties in the context of AI and the development of HR systems and policies in Dubai. The department announced that the research papers received are currently undergoing a screening process to ensure compliance with submission criteria. Furthermore, all submissions will be assessed during August and September by an academic committee formed by partner universities, including Mohammed Bin Rashid University of Medicine and Health Sciences, Mohammed Bin Rashid School of Government (MBRSG), Hamdan Bin Mohammed Smart University (HBMSU) and Rochester Institute of Technology – Dubai. The finalists will be declared in the final phase. The department further stated that the final date for the submission is August 8, 2025. Meanwhile, DGHR is launching a second awareness workshop in July 2025. The session will update participants with the latest developments of the awards and new improvements made on the official website, such as a dedicated page for research submissions titled 'Dubai Government HR Department Research Awards.' The initial awareness workshop was conducted in May 2025, which witnessed active participation of more than 350 attendees. DGHR welcomes all Dubai Government entities to continue submitting scientific research under the award's research areas. The initiative seeks to strengthen the field of scientific research, promote scientific research and create HR systems and policies in Dubai, in line with government directives to invest in knowledge and embrace best institutional practices.

In the presence of over 300 government employees and university students The Dubai Government Human Resources Department (DGHR) organised the first awareness workshop for 'Research Awards 2025', aligning with its strategic vision to empower national talents, including government employees and university students, while bolstering the Emirate's human resources ecosystem. The award also aims to promote innovative scientific solutions that cater to the rapidly evolving demands of modern workplaces. The workshop was held virtually with the participation of over 300 employees from various government entities, as well as students from partnering universities – the Mohammed Bin Rashid University of Medicine and Health Sciences (MBRU), Mohammed Bin Rashid School of Government (MBRSG), Hamdan Bin Mohammed Smart University (HBMSU) and Rochester Institute of Technology of Dubai (RIT Dubai). His Excellency Abdulla Ali Bin Zayed Al Falasi, Director General of DGHR, stated that the Research Awards symbolises a landmark milestone in the ongoing efforts to nurture a workplace culture rooted in creativity, innovation and practical knowledge production across diverse domains, with an aim to build a highly flexible and sustainable government ecosystem. Al Falasi added : 'The Research Awards serves as a strategic platform to advance critical thinking and facilitate robust national knowledge production, further supporting key decision-making processes and policy formulation. The award aims to encourage talented individuals, including government employees and university students, to conduct scientific research that addresses both present challenges and leverages future opportunities. It also seeks to combine scientific research and institutional development, as a means to enhance government efficiency. Hence, the initiative reflects our broader vision to promote human capital development and invest in national capabilities, further consolidating Dubai's position as a global leader in efficiency, sustainability and knowledge-based governance.' The workshop was presented by Dr Amira Kamali, Human Resources Consultant at DGHR, who highlighted the award's strategic goals, its categories, submission mechanisms and evaluation criteria. She further underscored the award's significance as a dynamic avenue to bolster applied research activities within the government sector. The workshop featured four specialised scientific sessions, which explored key challenges and opportunities in the human resources domain, with the participation of distinguished academics. These included the 'Employee Wellbeing in the Work Environment' session by Dr Hamda Khansaheb from MBRU; 'Human Resources Management: Reality, Challenges, and Future' session led by Dr Yousif Al Ghalayini from MBRSG; session on 'Developing Human Resources Systems and Policies in Dubai Government' by Dr Ayman Ibrahim from RIT Dubai; as well as 'Job Skills and Lifelong Learning' session led by Professor Mostafa Hassan from HBMSU. The final deadline for receiving research submissions for the award is August 9, 2025, with winners slated to be announced in October this year. DGHR will also organise yet another awareness workshop in May to further raise awareness on the award's objectives, increase participation of government employees and university students, and provide the requisite support needed to prepare research proposals. Furthermore, the Research Awards reflects the wise leadership's long-standing vision to develop effective strategies for human resource empowerment and adopt globally accredited best practices in institutional work. This goal can only be realised through the active participation of national talents in creating innovative, sustainable and future-ready work models.

ADCMC kicks off Annual ‘Business Continuity and Alternative National Service – Murona' Forum - Middle East Business News and Information
The first day of the event witnessed the introduction of the 'Abu Dhabi Healthcare Business Continuity Standard' and the graduation of 129 alternative national services recruits Emergencies, Crises and Disasters Management Centre Abu Dhabi (ADCMC) kicked-off the annual 'Business Continuity and Alternative National Service – Murona' Forum to enhance crisis management readiness and ensure the continuity of essential services. The two-day event brings together high-ranking dignitaries and representatives from various government entities. The Forum aims to highlight the ADCMC's crucial role in crisis management, promoting awareness about the significance of business and service continuity, as well as introducing alternative service strategies to sustain operations during emergencies. It also serves as a valuable platform for networking and knowledge exchange among leaders from various sectors and government entities. On the opening day, the 'Abu Dhabi Healthcare Business Continuity Standard' was launched in partnership with the Department of Health Abu Dhabi. This groundbreaking healthcare-focused standard, a global first, is part of a series of continuity management standards set to be introduced for all critical activities in Abu Dhabi to enhance resilience. The standard aims to strengthen the healthcare sector's preparedness and continuity management in healthcare services across the Emirate. The first day also marked the graduation of 129 recruits from three cohorts of the Alternative National Service Program. The Forum further featured discussions on best practices and strategies for ensuring business continuity. Experts and professionals shared their insights and experiences, contributing to a rich exchange of knowledge. Additionally, 21 local organisations that effectively activated the Alternative National Service Program were honoured. In addition to honoring 10 local entities that completed the requirements for compliance with the National Business Continuity Standard in Abu Dhabi. H.E. Matar Al Nuaimi, Director-General of Emergencies, Crises and Disasters Management Centre Abu Dhabi (ADCMC) said: 'The Forum is a testament to the Centre's commitment to enhancing Abu Dhabi's readiness and resilience. It aligns with our leadership's vision and provides a platform for collaboration and knowledge sharing. The introduction of the 'Abu Dhabi Healthcare Business Continuity Standard' is a significant milestone in strengthening the resilience of our healthcare sector. The ADCMC plays an instrumental role in supporting local organisations in Abu Dhabi to adopt the National Business Continuity Management Standard (NCEMA7000:2021). This involves the audit process to ensure compliance with the National Standard and offer actionable solutions. Furthermore, it is the primary accreditation body in Abu Dhabi overseeing the allocation of recruits to relevant entities, while ensuring their active engagement in annual training and exercise programs.
