
Signal No. 2 remains over 10 areas in Luzon due to Crising
According to PAGASA's 2 p.m. cyclone bulletin, the following areas will experience gale-force winds of 62 to 88 kph over the next 24 hours:

Apayao
Kalinga
Northern and central portions of Abra (Manabo, Pidigan, San Juan, Tayum, Langiden, Boliney, Sallapadan, Bucloc, Lagangilang, Danglas, La Paz, Licuan-Baay, Tineg, Malibcong, Peñarrubia, San Isidro, Daguioman, San Quintin, Dolores, Lagayan, Bangued, Bucay, Lacub)
Eastern portion of Mountain Province (Natonin, Paracelis)
Eastern portion of Ifugao (Aguinaldo, Alfonso Lista)
Ilocos Norte
Northern portion of Ilocos Sur (Cabugao, Sinait, Magsingal, San Juan, San Ildefonso, Santo Domingo, Bantay, San Vicente, Santa Catalina, Caoayan, City of Vigan, Santa)

Tropical Storm Crising was last located at 135 kilometers east northeast of Tuguegarao City, Cagayan.
Crising packs maximum sustained winds of 75 kph and gusts of up to 90 kph.
PAGASA warned of heavy rainfall, gale-force winds enhanced by the monsoon, risks of storm surges, and rough sea conditions in several affected areas nationwide.
A gale warning has also been hoisted over the northern seaboard of Northern Luzon.
Landfall on Friday
Meanwhile, minimal to moderate risk of storm surge with estimated heights of 1 to 2 meters was predicted in Batanes, Cagayan, Ilocos Norte, and Ilocos Sur.
Crising will continue to move northwestward within the next 12 hours.
It may make landfall over mainland Cagayan or the Babuyan Islands by Friday afternoon or evening.
It is predicted to intensify into a Severe Tropical Storm by Friday afternoon, and exit the Philippine Area of Responsibility (PAR) at about the same time.
Potential threats
PAGASA is also monitoring the activity of Tropical Depression Crising and several tropical cyclone-like vortices that may develop into cyclones inside the PAR over the next two weeks.
In its 2 p.m. threat potential forecast, PAGASA said Crising continues to move towards the northern Luzon area, while a tropical cyclone-like vortex may possibly form near northern Luzon within PAR.
The said vortex has a high chance of developing into a cyclone within the forecast period of July 18 to 25.
In the following days of July 26 to 31, this vortex is expected to move towards Taiwan-Ryuku as another one forms inside the PAR and the Tropical Cyclone Advisory Domain (TCAD), with a low chance of becoming a cyclone.
A third vortex is expected to develop within the PAGASA Monitoring Domain (PMD), and may possibly be the remnants of Tropical Storm Crising. — VDV, GMA Integrated News

(File photo) The US Embassy in the Philippines on Tuesday announced that its consular section will remain closed for American citizen services and visa appointments on Wednesday, July 23, 2025 due to inclement weather in Metro Manila. 'The safety of Consular staff, U.S. citizens, and visa applicants is our top priority. For those with scheduled appointments tomorrow, please check your registered email address for detailed scheduling instructions,' the embassy said in a statement. For emergency purposes, US citizens may call (02) 5301-2000, the embassy added. The state weather bureau PAGASA earlier said that the Habagat or the Southwest Monsoon will continue to bring rains in the next 24 hours. Residents in Valenzuela, QC affected by Crising, Habagat receive aid from GMA Kapuso Foundation
A total of 2,400 individuals in Valenzuela City and Quezon City who were affected by the floods and heavy rains caused by Severe Tropical Storm Crising and the Southwest Monsoon (Habagat) have received aid from GMA Kapuso Foundation. According to "24 Oras" Tuesday, many residents of Brgy. Parada in Valenzuela have resorted to placing their furniture that has been destroyed by the floods outside of their homes. "Dahil sa sobrang bilis ng baha, hindi na namin naagapan. Tsaka ito, sigurado sira na 'yan. Bumabaha nang ganito, hindi, ngayon lang 'to, two years pa lang namin nararanasan 'to, Carina tsaka yung Crising," said Grace Baladiang, a resident. Meanwhile, in Brgy. Marulas, residents have evacuated to the Valenzuela National High School as the floods in the area reached above head level. Under its Operation Bayanihan Project, the GMA Kapuso Foundation delivered assistance to a total of 2,400 individuals affected by the inclement weather in Brgys. Parada and Marulas in Valenzuela, as well as Brgy. Katipunan in Quezon City. The foundation also distributed warm porridge to the residents. Meanwhile, the foundation's relief operations for those affected in Balagtas, Bulacan and San Mateo, Rizal are ongoing. PLDT, Smart provide free calls, texts, data for storm-hit customers

In a news release, PLDT-Smart said free calls, text, and data are now accessible to subscribers in Angono, Bataan, Bulacan, Cainta, Las Piñas, Marikina, Mindoro, Pampanga, Pangasinan, Pasig, Tarlac, Taytay, and Zambales. The telco said it will continue to monitor conditions and coordinate with local authorities to extend assistance where needed. 'Staying connected is a lifeline in times like these,' said Manuel Pangilinan, chairman and CEO of PLDT-Smart. Anastacio Martirez, COO of Smart, added, 'We've activated free calls, texts, and data in affected areas so our customers can reach out for help, or to their loved ones. Keeping our network up and our services available is our top priority.' Pangilinan, who is also president and CEO of Meralco, also directed the power distributor to position and deploy high bed and amphibious trucks, motorized boats, and trained rescue teams in flooded areas.
