Brics policy voice: FM Sitharaman calls for credible reforms amid global institutional crisis, India cites domestic resilience and macro strategy at Rio meet

Finance Minister Nirmala Sitharaman on Sunday said Brics is a vital platform for advancing inclusive multilateralism, especially at a time when global institutions are facing a crisis of legitimacy and representation.
Speaking at the Brics Finance Ministers and Central Bank Governors (FMCBG) meeting in Rio de Janeiro, Brazil, Sitharaman said India has demonstrated resilience through a combination of strong domestic demand, prudent macroeconomic management, and targeted fiscal measures, PTI reported.
She further emphasised that India's policy response to trade and financial restrictions has centred on diversifying markets, promoting infrastructure-led growth, and implementing structural reforms aimed at boosting competitiveness and productivity, the finance ministry said in a post on X.
The minister underlined that Brics must 'lead by example by reinforcing cooperation, advocating credible reforms, and amplifying the voice of the global South.'
"Brics is a vital platform for advancing inclusive multilateralism, and especially when global institutions are facing a crisis of legitimacy and representation, Brics must lead by example by reinforcing cooperation, advocating credible reforms, and amplifying the voice of the global South," Sitharaman said, according to the post.
She also highlighted that while South-South cooperation is essential for advancing climate and development goals, the global South should not be expected to carry the main burden of climate action. She said Brics countries are well placed to deepen cooperation on sustainable development.

On the sidelines of the Brics FMCBG meeting, Sitharaman held a series of bilateral meetings, including with her Russian and Chinese counterparts, where issues of bilateral cooperation and mutual interest were discussed.

Two people died and 14 were wounded when Russian forces attacked the Bukovina area in the Chernivtsi region of southwestern Ukraine with four drones and a missile, regional Governor Ruslan Zaparaniuk said on Saturday. He said that the two people died due to falling debris from a drone. A drone attack in Ukraine's western Lviv region wounded six people, regional Governor Maksym Kozytskyi said. Three people were wounded in Kharkiv in northeastern Ukraine when the city was hit by eight drones and two missiles, Mayor Ihor Terekhov said. Russia fired 597 drones and decoys, along with 26 cruise missiles, into Ukraine overnight into Saturday, Ukraine's air force said. Of these, 319 drones and 25 cruise missiles were shot down, and 258 decoy drones were lost, likely having been electronically jammed. Russia has been stepping up its long-range attacks on Ukrainian cities. Earlier this week, Russia fired more than 700 attack and decoy drones at Ukraine overnight, topping previous nightly barrages for the third time in two weeks and targeting Lutsk near the border with Poland in western Ukraine, a region that is a crucial hub for receiving foreign military aid. Poland's air force scrambled fighter jets in areas bordering Ukraine, Polish officials said. Russia's intensifying long-range attacks have coincided with a concerted Russian effort to break through parts of the roughly 1,000-kilometre front line, where Ukrainian troops are under severe pressure. Russia's Defence Ministry said it shot down 33 Ukrainian drones overnight into Saturday.

Their first in-person meeting took place on the sidelines of the Association of Southeast Asian Nations (Asean) regional security forum in Malaysia's capital. This meeting came as tensions between the two countries remain high over trade disputes, security issues, and China's support for Russia's war in Ukraine. 'Look, we're two big, powerful countries, and there are always going to be issues that we disagree on,' Rubio told reporters after the meeting. 'I'm not the trade negotiator,' he said, adding that the talks focused on other areas of cooperation. "We certainly appreciate the role trade plays in our bilateral relationships with individual countries. But the bulk of our talks here have been about all the other things that we cooperate on,' Rubio said. NEW DELHI: The ministry of roads has implemented stricter qualification requirements for bidding on road projects under hybrid annuity model (HAM) and engineering, construction and procurement (EPC) mode. These enhanced criteria aim to ensure superior construction quality of highways and expressways whilst securing timely project completion. The revised guidelines, detailed in a circular from the ministry of road transport and highways, specify higher financial prerequisites for bidders, enhanced scrutiny of sub-contracting experience, and revised definitions for highways and core sector projects. The modifications arrive as the government prepares to allocate 124 road projects for 2025-26, valued at Rs 3.5 lakh crore, with HAM accounting for over 80 projects. For HAM projects, the financial capacity requirement has increased to 20% from 15% of estimated project cost, whilst consortium member net worth requirements have risen to 10% from 7.5%. "This will ensure large companies with deep pockets bid for projects and deliver quality construction within the set timelines," ET reported, quoting an industry executive. The government is re-evaluating eligibility norms for highway and infrastructure projects after a high number of delays caused by earlier relaxed financial thresholds. These lower thresholds were introduced to allow smaller contractors to participate, but many lacked the financial strength and capacity to deliver on time. According to CareEdge Ratings, 55% of the 374 hybrid annuity model (HAM) projects awarded between 2015 and 2024 were delayed by more than six months. Earlier in Parliament, union road transport minister Nitin Gadkari stated that as of March 2024, 419 out of 952 ongoing road projects, about 44% were running behind schedule due to various factors including financial constraints and delays in clearances.
