
Improve toll collection now before rolling out barrier-less system, says PAC
Its chairman, Datuk Mas Ermieyati Samsudin, said the Works Ministry must ensure the implementation of the barrier-less toll collection system, called the Multi-Lane Fast Flow (MLFF) system, did not financially burden the government or motorists.
She said this was to avoid the recurrence of issues raised in previous PAC proceedings, such as financial implications that resulted in the government making payments to highway concessionaires.
"While the MLFF system may improve the flow of traffic at toll plazas, it will not comprehensively resolve traffic congestion.
"Congestion appears to be caused by an insufficient number of lanes and an excessive number of vehicles at certain locations," she said in a statement today.
Mas Ermieyati said any decision on the implementation of the MLFF or any future system must deliver benefits and overcome traffic congestion.
She said PAC had also requested that the Works Ministry provide a written update on the progress of the MLFF system.
Yesterday, Works Ministry secretary-general Datuk Seri Azman Ibrahim had said the earliest a barrier-less toll collection system could be implemented was in 2027.
Azman had said the proposed system was still pending cabinet approval, and discussions with highway concessionaires could not proceed until a formal decision was made.
Azman said that the projected 2027 timeline took into account the need for stakeholder engagement, the request-for-proposal process by concessionaires and the establishment of a regulatory body to oversee the initiative.

KUALA LUMPUR: The Social Security Organisation (Perkeso) has extended assistance to 44,998 individuals nationwide through its Social Synergy Programme from 2019 up to July this year. Its chief executive officer, Datuk Seri Dr Mohammed Azman Aziz Mohammed, said the initiative has streamlined the aid process by eliminating the need for individuals to knock on the doors of multiple social aid agencies. "The programme, first developed in 2017 as a Perkeso initiative, was designed to eradicate poverty and enhance the standard of living by ensuring that eligible recipients, particularly those in the B40 group, are not left out of the assistance ecosystem. "The issue of exclusion error was highlighted in a 2018 global monitoring agency survey, which revealed that 34 per cent of Malaysian households who were eligible for aid did not receive the financial assistance they urgently needed," he said in his speech at the Social Synergy Congress today. To address this, he said the Social Synergy Programme, which to date has recorded 979 collaborations involving 117 agencies and 862 community leaders nationwide, now acts as the eyes and ears of Perkeso. Azman cited an example where, upon the death of a contributor, strategic partners immediately alert Perkeso to verify the next of kin's eligibility for benefits. "All strategic partners complement one another by matching individuals in need, referred to as prospects, with the relevant agencies under the umbrella of the Social Synergy Programme. "I am pleased to share that between 2019 and July this year, 44,998 prospects from across the country were successfully channelled to various agencies for aid. This integrated approach means those in need no longer have to seek help from one agency after another," he said. He added that Perkeso officers must not remain passive behind counters, waiting for contributors or their next of kin to come forward. "Instead, Perkeso must be proactive by going to the ground to identify and assist eligible contributors and their families. We must be present to lift those who have fallen. "We want the first knock on the door of a grieving family to come not from a debt collector, but from Perkeso, delivering social justice in their time of need," he said. Speaking about the congress, now in its third edition, Azman said it was more than just a physical gathering. "It is a manifestation of unity among various agencies in our mission to eradicate hardcore poverty and to build an inclusive and sustainable social protection network. "With the theme 'Social Synergy Programme: Culture or Process?', this congress invites us to reflect critically — is Social Synergy merely an administrative process governed by models and guidelines, or has it evolved into a culture of inter-agency collaboration rooted in values of humanity, empathy and care?" he said. During the event, Perkeso also signed a Memorandum of Cooperation (MoC) with three strategic partners, believed to strengthen its mission of building a comprehensive, inclusive and sustainable social protection system. The signing, held in conjunction with the Social Synergy Congress today, involved the Penang Regional Development Authority (Perda), the Darul Ta'zim Family Development Foundation (YPKDT), and One Hope Welfare & Charity. The partnership between Perkeso and the three organisations covers cross-agency referral of aid recipients, targeted data sharing and matching, as well as the empowerment of human capital through skills development and socio-economic support.

‘Fake and fraudulent': Viral RM26m gratuity letter ‘never issued', says works minister
KUALA LUMPUR, Aug 5 — Works Minister Datuk Seri Alexander Nanta Linggi has denied the issuance of a letter dated July 28, 2025, which has gone viral on social media, that was supposedly from the ministry regarding a gratuity payment to an individual. Nanta said that the letter was fake and was never sent out by the ministry or by him as the minister. 'The ministry never issued any official invitation for such a gratuity payment ceremony. As such, I advise the public not to be deceived by such documents, which clearly contain elements of fraud and impersonation,' he said. He said the ministry had taken note of the matter and is working together with the authorities to conduct further investigation. Those who have any doubts about the authenticity of documents or communications allegedly from the ministry are advised to contact the ministry's official channels via its website at or the ministry's official hotline. He said that although the road formed part of the Pan Borneo Highway project, the contractor was still responsible for its maintenance, as stipulated in the contract. 'Under the contract, they (the contractor) are required to maintain the road in areas where the highway is under construction and ensure it remains in good condition, not in its current poor state. 'Yesterday evening, I travelled along the road in Work Package 29 from Moynod to Sapi Nangoh. I was disappointed and upset to see its condition. It's causing inconvenience to the people. This project should make life easier for the people, not cause them distress,' he said. He said this to reporters after inspecting the progress of the Naval Region 2 Headquarters (MAWILLA 2) jetty construction project here today. Ahmad also shared that during his trip to Sandakan on Monday, his bodyguards had recorded four videos showing the damaged road conditions, which were later forwarded to the Works Ministry's top management. He said three stretches along the route had drawn public complaints due to poor maintenance, namely, Jalan Sandakan Batu 32-Moynod (WP28), Jalan Moynod-Sapi Nangoh (WP29), and Jalan Sapi Nangoh-Sungai Baoto (WP30). Ahmad said he had instructed the Public Works Department to conduct regular site visits to monitor the progress of the Pan Borneo Sabah Highway Phase 1A project and observe the difficulties faced by road users, with verbal or written warnings to be issued to the contractors involved when necessary. He stressed that the Works Ministry could appoint a third party to carry out maintenance on damaged roads caused by the construction of the Pan Borneo Sabah Highway Phase 1A if the contractor failed to do so, with the cost to be deducted from the contract value. 'For example, if the cost of repairs is RM5 million and the main contractor was awarded a RM300 million contract, the contractor would only receive RM295 million, while RM5 million would be paid to the third party,' he said.
