'Business-to-business deals for Multi-Lane Fast Flow system, no cost for govt'

KUALA LUMPUR: There will be no financial implications for the government in implementing the Multi-Lane Fast Flow (MLFF) system, the Dewan Rakyat heard today. Deputy Works Minister Datuk Seri Ahmad Maslan said the cabinet made this decision after the termination of an appointment between the government and the proposed company last December. He said the ministry was committed to implementing the MLFF toll collection system to prioritise the comfort and convenience of highway users. "On July 25, the ministry presented a cabinet paper on a new direction for the implementation of MLFF. "One of the key points is that service providers can now engage directly with 33 toll concessionaires on a business-to-business basis to facilitate implementation. "The second point is that the system will be implemented without any financial implications for the government. "The government has decided that this matter will be resolved on a business-to-business basis and there will not be a single cent of financial implication for the government. "As such, the issue of how many billions it will cost does not arise as the government will not bear any equipment or infrastructure costs when the MLFF system is implemented at 33 toll plazas," he said during the question-and-answer session at the Dewan Rakyat today. He was responding to a question by Shaharizukirnain Abd Kadir (PN-Setiu) on the status of the MLFF system and planned improvements for it. In February, the Public Accounts Committee (PAC) recommended that the ministry and the Malaysian Highway Authority conduct a more detailed cost-benefit analysis for the MLFF project. PAC chairman Datuk Mas Ermieyati Samsudin had said the committee concluded that implementing the MLFF system would not fully resolve traffic congestion on toll highways. In response, the ministry said the MLFF system, to be implemented by PLUS Malaysia Bhd, would be an independent initiative by the highway concessionaire. Previously, implementing the MLFF system was estimated to cost RM3.46 billion. Commenting further, Ahmad said the government had set a two-year timeframe for the implementation of the MLFF system. "All 33 toll concessionaires are free to engage with any company they want to work with." On the issue of tailgating, he said additional enforcement mechanisms might be introduced to address this. He said the ministry was mulling restricting road tax renewals for motorists who evade toll payments once the MLFF system was implemented. "With MLFF, user discipline will be essential. We will use RFID technology and Automatic Number Plate Recognition.

PAC chairperson Datuk Mas Ermieyati Samsudin said that this precaution is essential to avoid repeating issues highlighted in previous PAC proceedings, where projects initially claimed to have no financial impact ultimately led to government payments to companies. She emphasised that any decisions regarding the implementation of the MLFF system, or any future traffic management system, must yield benefits and enhance efficiency in tackling traffic congestion. "The PAC requests that the Works Ministry provide a written update on the latest developments and direction regarding the implementation of the MLFF system for the committee's reference and attention. "In addition, the PAC urges that the effectiveness and efficiency of the existing toll collection system be improved as an immediate measure to reduce highway congestion before the MLFF is implemented," she said in a statement on Thursday (July 31). According to Mas Ermieyati, this issue was among the recommendations outlined in the PAC Statement on the Follow-up Action by the Works Ministry and the Malaysian Highway Authority (LLM) for the Parliamentary PAC Recommendations on the Management of the MLFF Project Implementation, presented on Wednesday (July 30). Additionally, the PAC also presented its statement on follow-up actions by the Finance Ministry and the Malaysian Inland Revenue Board (LHDN) regarding PAC's recommendations on the Management of the LHDN Accounts Receivable. Regarding the LHDN issue, Mas Ermieyati stated that the PAC recommended the board intensify enforcement actions under existing laws, alongside making improvements from time to time. On this matter, she emphasised the need for ongoing monitoring to ensure the effectiveness of the tax assessment process, along with proactive enforcement to curb leakage and fraud in tax payments. Commenting on the e-invoice initiative, she said the PAC welcomed the government's move announced on June 5, 2025, and acknowledged the need to consider the preparedness of taxpayers, especially Micro, Small, and Medium Enterprises, in meeting the legal requirements. KUALA LUMPUR: Current toll collection infrastructure must be improved to ease highway congestion ahead of the roll-out of a barrier-less collection system, said the bipartisan parliamentary Public Accounts Committee Its chairman, Datuk Mas Ermieyati Samsudin, said the Works Ministry must ensure the implementation of the barrier-less toll collection system, called the Multi-Lane Fast Flow (MLFF) system, did not financially burden the government or motorists. She said this was to avoid the recurrence of issues raised in previous PAC proceedings, such as financial implications that resulted in the government making payments to highway concessionaires. "While the MLFF system may improve the flow of traffic at toll plazas, it will not comprehensively resolve traffic congestion. "Congestion appears to be caused by an insufficient number of lanes and an excessive number of vehicles at certain locations," she said in a statement today. Mas Ermieyati said any decision on the implementation of the MLFF or any future system must deliver benefits and overcome traffic congestion. She said PAC had also requested that the Works Ministry provide a written update on the progress of the MLFF system. Yesterday, Works Ministry secretary-general Datuk Seri Azman Ibrahim had said the earliest a barrier-less toll collection system could be implemented was in 2027. Azman had said the proposed system was still pending cabinet approval, and discussions with highway concessionaires could not proceed until a formal decision was made. Azman said that the projected 2027 timeline took into account the need for stakeholder engagement, the request-for-proposal process by concessionaires and the establishment of a regulatory body to oversee the initiative.
