Not all farmers need to submit NOC for agri loans: Co-op dept
As per the circular, not all farmers will be asked to submit an NOC from banks. However, if there is any overlapping of Kisan Credit Card loans by farmers from banks, they will be asked to submit a No Objection Certificate (NOC), said a senior official from the cooperative societies.
Earlier, a circular released on May 25 announced that the CIBIL score of farmers would be verified by the PACS upon application for crop loans. Similarly, the circular on June 6 stated that the department had announced that cattle farmers should obtain a third-party declaration from their respective Aavin milk societies or private dairies, based on their milk supply to either private entities or Aavin, for obtaining a cattle maintenance loan of Rs 18,600 from PACS.
On July 17, the department again released a circular asking farmers to obtain an NOC from nationalised banks where they had obtained KCC loans.
Farmers across TN strongly objected to the new procedures implemented for obtaining loans. They claimed that it would restrict them from obtaining crop and cattle loans from PACS.
Meanwhile, registrar of Cooperative Societies, K Nandhakumar, has released a circular on July 28, instructing the joint registrars of each district to follow the procedures implemented last year. Farmers' associations have hailed the department's announcement.

Chennai: A Rs 90-crore high-technology dairy processing plant in Namakkal is nearing completion, with 80 per cent of construction work already finished, signalling a major leap forward for the region's dairy sector. Backed by the National Dairy Development Board (NDDB), the project is expected to begin trial operations in November 2025 and commence full-scale production by January 2026. Once operational, the plant will have the capacity to process 2 lakh litres of milk per day, making it one of the largest and most advanced dairy facilities in Tamil Nadu. The fully automated unit will handle every stage of milk processing — from chilling and pasteurisation to packaging and dispatch — ensuring efficiency and quality throughout the supply chain. Officials overseeing the project have confirmed that in addition to the civil construction nearing completion, 90 per cent of the machinery has already been procured, with 40 per cent installed on-site. Departments have been directed to expedite the remaining work to meet the timeline for trial and full operations. The plant is expected to directly benefit more than 15,000 dairy farmers in the district by streamlining milk procurement and ensuring timely payments. With faster handling and reduced spoilage, farmers will gain both in income and efficiency. The facility is also anticipated to create indirect employment for about 1,000 people in associated sectors like transportation, packaging, maintenance, and quality control. For consumers, the plant promises a more reliable supply of Aavin milk and dairy products. Around 4 lakh people in Namakkal and neighbouring areas are expected to benefit from reduced delivery delays and fewer shortages, especially during high-demand periods such as festivals. Authorities say the Namakkal plant is set to become a model for modern dairy infrastructure in Tamil Nadu. By combining cutting-edge technology with a focus on farmer welfare, the project aims to strengthen the state's milk supply chain while boosting rural livelihoods and employment.

Plans afoot to increase sales in Aavin Trichy: Minister
Trichy: Besides increasing the quantity of milk procurement, Tamil Nadu Cooperative Milk Producers Federation (Aavin) has started focussing on marketing and sales as well, said minister for milk and dairy development T Mano Thangaraj. The minister on Friday inspected work for a new ice cream plant at the Kottapattu dairy complex here. Ice cream, curd, and lassi produced at the plant will be supplied to Aavin parlours in Trichy and delta districts. He also inspected modernisation work carried out at 3.3 crore to automate the milk processing unit there. "Aavin's sales in Chennai have been increased by 6-7 crore. Similarly, we would set a target for the Trichy Aavin to increase sales. Focussing on the Diwali festival, we would initiate plans to increase the supply of our products and meet the demand," he said. The Trichy unit procures around 2 lakh litres of milk every day and supplies around 4.5 lakh milk sachets in four variants. To improve milk quality and ensure economic production, Trichy Aavin's second generation unit is being upgraded by the state govt. The minister added that required workforce is being recruited by Aavin through TNPSC or on a contractual basis. "We ensure that new recruits were provided with insurance and provident fund benefits."
