AKPK provides free financial advice for MHIT policyholders

KUALA LUMPUR: The Credit Counselling and Debt Management Agency (AKPK) has introduced a free financial management service to assist policyholders affected by premium increases for their medical and health insurance and takaful (MHIT) plans.
In a statement today, AKPK said the initiative is aimed at enabling policyholders to make informed financial decisions while helping them maintain MHIT coverage in line with their overall financial capacity.
'Through this service, AKPK's financial advisors will conduct a financial health and needs analysis to help affected policyholders determine the level of premiums they can sustain with potential adjustments to their financial management plans.
'The goal is to help policyholders identify actions they can take to retain their MHIT coverage while managing their finances effectively,' it said.
It added that policyholders can visit any AKPK branch nationwide to meet a financial advisor free of charge.
AKPK chief executive officer Azaddin Ngah Tasir said the agency wants to ensure that policyholders affected by MHIT premium revisions understand all their options and do not lapse or surrender their policies due to other financial commitments.
'Our dedicated financial advisors are ready to work closely with policyholders and the Insurers and Takaful Operators (ITOs).
'We will guide them through a structured process, help them to analyse their budget, review their expenses, and ultimately, develop a sustainable plan to maintain their MHIT coverage,' he said.
AKPK emphasised that to facilitate the financial management process, policyholders should bring the repricing notification letter, the accompanying Frequently Asked Questions (FAQs) from their ITOs, and a current income statement or other proof of income.
'Nevertheless, policyholders with general enquiries or wishing to lodge a formal complaint are advised to contact their respective agents or ITOs,' it said. - Bernama

KUALA LUMPUR, Aug 15 — Interim measures to manage rising medical costs remain effective, as ongoing initiatives will strengthen healthcare delivery and help curb medical insurance inflation, said Bank Negara Malaysia (BNM) Governor Datuk Seri Abdul Rasheed Ghaffour. He said that over the past three years, the government has implemented five key thrusts and 11 recommendations aimed at improving medical services, enhancing implementation, and addressing the rising cost of health insurance premiums. 'For example, we are revamping the medical and health insurance/takaful (MHIT) product. You may be able to see the base product. We are testing it as we go,' he told a press conference after announcing Malaysia's second-quarter 2025 gross domestic product (GDP) performance here today. The MHIT revamp involves a redesigned base product, to be completed by year-end and rolled out in selected areas next year. Abdul Rasheed said other initiatives involve strengthening the digital health system, expanding cost-effective healthcare options, leveraging primary care providers to reduce implementation costs, and transforming the primary care payment mechanism through digital tools. 'These efforts are expected to bring down payment costs and ensure a more sustainable healthcare system,' he added. Last December, BNM announced interim measures with the insurance and takaful industry to help policyholders facing premium revisions for their MHIT products, aimed at easing their immediate financial burden while preserving coverage. — Bernama

The government confirmed that household debt remains at a manageable level despite concerns over rising debt, particularly among civil servants, according to Deputy Finance Minister Lim Hui Ying during the parliamentary session on August 13 2025. As of March 2025, total household debt stood at RM1.65 trillion, equivalent to 84.3% of Malaysia's gross domestic product (GDP), showing little change from the end of 2024. The government emphasised that household financial health must be viewed holistically, noting that household financial assets amounted to RM3.45 trillion during the same period, 2.1 times the debt level, providing a strong financial buffer. Measures to control household debt include the Policy Document on Responsible Financing issued by Bank Negara Malaysia since 2012. This framework regulates loan approvals, including those to civil servants, ensuring borrowers' repayment capacity is assessed based on disposable income and debt service ratio (DSR) limits. Data from late 2024 indicated the median DSR of aggregate household loans remained prudent at 34%. Specifically for civil servants, Regulation 13 under the Public Officers (Conduct and Discipline) Regulations 1993 prohibits officers from falling into serious financial indebtedness and mandates that their net monthly salary must not fall below 40% after deductions. Bankruptcy data from the Malaysian Insolvency Department recorded 4,194 cases involving civil servants from 2020 to June 2025, representing only 0.3% of the 1.6 million public sector employees. Support services through the Credit Counselling and Debt Management Agency (AKPK), under Bank Negara Malaysia, provide financial advice and loan restructuring programmes to individuals in need. The Public Service Department (JPA) also implements strategic initiatives such as the Mind Transformation Programme (PTM) to educate new officers on personal financial management. This statement addresses a question raised by Kuala Krai MP Abdul Latiff. The MP asked the Ministry of Finance to clarify the government's measures to address the concerning trend of rising household debt, especially among civil servants. He also inquired about the justification for financial institutions approving loans of up to RM400,000 for middle-income earners and the control measures implemented to ensure household financial stability. The government reiterated its commitment to maintaining household financial stability through regulatory oversight and targeted support measures.
