Govt admits inflation outpaced wage growth

Express Tribune6 days ago
The government on Thursday admitted that inflation had significantly eroded the purchasing power of the average Pakistani.
Minister of State for Finance and Revenue Bilal Azhar Kayani told the National Assembly that the government has adopted a multi-dimensional strategy to curb inflation, restore real wages to 2017 levels, and ease the financial burden on low-income citizens through targeted relief measures.
Responding to a question raised by Dr Mahreen Razzaq Bhutto, he said, "We understand that this is one of the most pressing issues for citizens and a fundamental benchmark for assessing our economic policies."
According to the written reply submitted to the House, the government stated that inflation had dropped substantially from 23.4% in FY2024 to 4.5% in FY2025. Inflation for July FY2026 stood at 4.1%, compared to 11.1% during the same month last year.
The reply outlined key budgetary measures taken at the federal level, including a 10% ad-hoc salary increase for civil servants, a 7% pension rise, no new income taxes, and targeted subsidies for utility bills and the Benazir Income Support Programme (BISP), which has been expanded to Rs716 billion.
The government also highlighted its efforts to improve labour productivity through skill development, vocational training, digitization, entrepreneurship promotion, investment in capital goods, and formalization of labor.
"Formal firms tend to pay higher and more regular wages," the reply noted, adding that stronger employment elasticity tied to GDP growth would also support wage recovery.
In her remarks, Dr Bhutto appreciated the remedial measures but questioned their practical impact on the ground. "Despite these steps, I see no meaningful improvement in real incomes. If the government claims real wages are improving, in which sectors is that visible? Eleven crore Pakistanis still live below the poverty line," she stated.
She also criticized reliance on consumption-based taxes like fuel levies, arguing that such measures disproportionately affect the poorest citizens.
Kayani, in his response, emphasized that inflation control is only one part of the broader strategy. "Real purchasing power improves when both inflation is contained and employment opportunities expand. With a stable macroeconomic environment, we've regained international confidence—rating agencies like Fitch, S&P, and Moody's have upgraded our outlook," he said.
He further noted that the policy rate has declined from 22% as inflation came under control, enabling a revival in business activity. He pointed out that one crore families benefit from BISP and that those earning up to Rs 600,000 annually are exempt from income tax, easing the burden on low-income groups.
Other members, including Mirza Ikhtiar Baig and Sahibzada Sibqhatullah, also questioned the government's plans regarding industrial competitiveness, utility store layoffs, and the long-standing issue of implementing minimum wage laws. Mirza Ikhtiar Baig urged the government to fulfill its promise of reducing electricity rates by 8 to 9 cents per unit to support textile exporters and revive industrial operations in Faisalabad and other hubs.

NA adopts ATA amendment allowing 3-month ‘preventive detention' of terror suspects

The National Assembly on Wednesday adopted the Anti-Terrorism (Amendment) Bill, 2024 with majority votes, rejecting amendments proposed by JUI-F member Aliya Kamran while incorporating an amendment proposed by PPP member Syed Naveed Qamar. Minister of State for Interior and Narcotics Control Talal Chaudhry moved the bill further to amend the Anti-terrorism Act, 1997 [The Anti-terrorism (Amendment) Bill, 2024] in the House. The House passed the bill through a clause-by-clause read. Earlier, the House adopted the motion to consider the bill with 125 votes in its favour and 59 against it. Anti-terror bill moved in NA: LEAs, agencies could detain suspects for 3 months The statement of objects and reasons of the bill states that the current security situation requires a robust response that goes beyond the existing legal framework. The erstwhile amendment of Section 11EEEE of the Act ibid, is required to be re-inserted to empower the government, armed forces, and civil armed forces with the necessary authority to detain individuals who pose a significant threat to national security. This provision would allow for the preventative detention of suspects based on credible information or reasonable suspicion, thereby disrupting terrorist plots before they can be executed. This will also provide law enforcement agencies with the legal backing to conduct more effective operations against terrorism. It would facilitate the use of Joint Interrogation Teams (JITs), composed of members from various law enforcement and intelligence agencies, to conduct comprehensive inquiries and gather actionable intelligence. The National Assembly also passed two more bills, including the National School of Public Policy (Amendment) Bill, 2025, and the Petroleum (Amendment) Bill, 2025, as reported by the Standing committees concerned. The bills were moved by Minister for Parliamentary Affairs Dr Tariq Fazal Chaudhary and Minister for Petroleum Ali Pervaiz in the House.

Rupee extends winning streak against US dollar

Rupee's Performance Against US Dollar Since 04 March 2025 The Pakistani rupee maintained its upward momentum against the US dollar, appreciating 0.07% in the inter-bank market on Wednesday. At close, the currency settled at 282.22, a gain of Re0.20. On Tuesday, the rupee had closed at 282.42. This marks the fifth successive session of appreciation for the rupee, supported by improved sentiment in the currency market amid an ongoing crackdown by the law enforcement agencies against illegal currency dealers and smugglers. Last week, a Pakistan court sentenced three illegal currency dealers to five years in prison and imposed a fine of Rs1 million on each for their involvement in unlawful foreign exchange trading. Internationally, the US dollar weakened on Wednesday after a tame reading on US inflation bolstered expectations of a Federal Reserve rate cut next month, with President Donald Trump's attempts to extend his grip over US institutions also undermining the currency. US consumer prices increased marginally in July, data showed on Tuesday, in line with forecasts and as the pass-through from Trump's sweeping tariffs to goods prices has so far been limited. Investors eyeing imminent Fed cuts cheered the data and moved to price in a 98% chance the central bank would ease rates next month, which in turn dragged on the dollar. Against the yen, the dollar was last 0.05% lower at 147.76, while the euro was steady at $1.1676, having risen 0.5% in the previous session. The dollar index last stood at 98.08, after falling roughly 0.5% on Tuesday. US Treasury yields similarly fell on the heightened rate cut expectations, with the two-year yield last at 3.7371%, having swung in a range of nearly 10 basis points on Tuesday. The benchmark 10-year yield was little changed at 4.2965%. Oil prices, a key indicator of currency parity, erased losses on Wednesday after U.S. Treasury Secretary Scott Bessent said sanctions against Russia or secondary tariffs could go up if Friday's meeting between President Donald Trump and Russian President Vladimir Putin does not go well. Brent crude futures edged up 6 cents to $66.18 a barrel by 1243 GMT, while U.S. West Texas Intermediate crude futures were up 2 cents to $63.19. Inter-bank market rates for dollar on Wednesday BID Rs 282.22 OFFER Rs 282.42 Open-market movement In the open market, the PKR gained 10 paise for buying and lost 8.93 rupees for selling against USD, closing at 283.70 and 293.83, respectively. Against Euro, the PKR lost 2.30 rupees for buying and 2.28 rupees for selling, closing at 331.25 and 333.38, respectively. Against UAE Dirham, the PKR gained 9 paise for buying and 6 paise for selling, closing at 77.19 and 77.49, respectively. Against Saudi Riyal, the PKR gained 4 paise for both buying and selling, closing at 75.49 and 75.81, respectively. Open-market rates for dollar on Wednesday BID Rs 283.70 OFFER Rs 293.83
