Panama says it could take over ports as it threatens to upend $20B deal with BlackRock, MSC

Panama's President Jose Raul Mulino said Thursday the Central American nation could potentially take over two key ports along the canal — a move that would scupper US asset manager BlackRock's bid to gain control of the vital shipping lane.
Mulino asked the nation's top court to scrap a contract with current operator CK Hutchison, which would then allow Panama to forge its own public-private partnerships for the two ports.
CK Hutchison has agreed to a $20 billion deal to hand over more than 40 global ports owned by Hong Kong business magnate Li Ka-Shing to BlackRock and Mediterranean Shipping Company.

CK Hutchison owns a 90% stake in Panama Ports Company, which has given it control over the Balboa and Cristobal ports located at both ends of the canal.
It renewed that agreement – planned to last 25 years – in 2021, but has since proposed a sale of the ports to appease President Trump's demands for the US to 'take back' the waterway, citing national security concerns.
While Italian billionaire Gianluigi Aponte's family-run business MSC is slated to be the lead investor, the two Panama ports included in the deal will go to BlackRock, according to Bloomberg.
Panama's Comptroller General's office filed two lawsuits this week asking the Supreme Court to declare the sale unconstitutional and to nullify its contract with CK Hutchison, claiming the operator did not follow required steps – like getting it greenlit by the comptroller.
'I do not at the moment see the continuation of the Panama Ports contract, amended or not,' Mulino said at a press conference Thursday.
'We will wait for the verdict,' Mulino added on the lawsuits.

MSC, CK Hutchison and the White House did not immediately respond to The Post's requests for comment. BlackRock declined to comment.
It's not the first time Panama's comptroller has taken aim at its contract with CK Hutchison, arguing that there were irregularities from the previous government and that the deal has brought insufficient revenue to Panama.
The results of a recent audit by the comptroller's office have not been released.

China has also pushed back hard against the BlackRock deal, fearful of losing critical access to the Panama Canal.
Beijing officials have threatened to squash the sale unless Cosco, China's largest shipping firm, gets a stake equal to those of BlackRock and MSC, according to the Wall Street Journal.

Tensions have continued to heat up as China and the US negotiate on a trade deal.
Panama's government said state partnerships could also solve the problem of a key copper mine previously operated by Canada's First Quantum Minerals, whose contract was declared unconstitutional by the Supreme Court in 2023.
'The idea is still a draft, covering the ports and the mine through partnerships with the state,' Mulino said.

The concert near Naples was scrapped last month following a storm of criticism, including from the widow of late Russian dissident Alexei Navalny who called Gergiev an "accomplice" of Putin. Italy's culture minister had said the event risked becoming a "sounding board for Russian propaganda". Moscow registered an initial protest on July 23, accusing Italy of discrimination, cancel culture and caving in to anti-Russian lobbying. On Thursday, the Russian Foreign Ministry said it had summoned the Italian chargé d'affaires two days ago to complain about an "ongoing anti-Russian campaign" in Italy that it said was aggravating a crisis in bilateral relations. The ministry said Italy had reacted disproportionately to what it called Moscow's rejection of "some odious statements by high-ranking representatives of the Italian government directed against Russia." It added, without providing examples, that Italian media had published false stories and carried out "Russophobic attacks with the full support of Italian ruling circles". The case highlights Russia's fury at the shunning by the West of some of its leading artists in the wake of its full-scale invasion of Ukraine in 2022. Gergiev has conducted orchestras at the world's leading concert halls but found himself unwelcome in the West after the start of the war. Milan's La Scala, the Munich Philharmonic Orchestra and New York's Carnegie Hall were among those to sever ties with him over his failure to condemn it. He is now head of Moscow's Bolshoi Theatre and St. Petersburg's Mariinsky Theatre. Gergiev has drawn strong criticism from opponents of Putin for performing over the years at events with political overtones, including in 2016 at a concert in the ruins of Palmyra in Syria after Russia intervened in Syria's civil war on the side of Syria's then-president, Bashar al-Assad.

Travelers will soon have a new way to get from Miami to the financial and fashion center of Italy, and they can start booking tickets next week. American Airlines is adding non-stop, daily service between MIA and Milan, betting on the appeal of its culture and wealth even as record numbers of Americans are already traveling to Europe and crowding its largest cities. Starting in March 2026, American says it will be the only carrier offering l offer non-stop service between MIA and Milan. The flights, on a Boeing 787-7, will be year-round, starting March 29, American announced on Thursday. Milan is also central for those looking to travel throughout Italy, whether Venice or the Ligurian coast, home to Cinque Terre. It's also an easy train ride to much of the rest of Europe including the South of France. The announcement comes about two months after American started daily service between MIA and Rome. That first flight departed MIA on June 5 after a festive celebration at the gate in terminal D attended by Italian diplomats, Miami-Dade County officials and curious passengers. It left one month earlier than originally planned due to increased demand. American also said on Thursday it's trying to get ahead of next year's World Cup and will increase service between MIA and Buenos Aires Ezeiza Airport to as many a three daily flights next spring and summer. That will happen between May 21, 2026, and Aug.t 3, 2026. That's up from the usual two daily flights during those months. Plane tickets will be available starting Aug. 11, 2025, on the airline's website or mobile app. The 2026 World Cup opens June 11 in Mexico City and concludes July 19 in New Jersey. In between, Hard Rock Stadium in Miami Gardens will host seven matches. But the draw won't take place until December, meaning fans won't know until then which team is playing where. Still, Lionel Messi who led Argentina to win the last World Cup in 2022, plays for Inter Miami and lives in South Florida with his family, making the region appealing to his compatriots. The new flights come as total passenger volume has fallen at South Florida's major airports for the first time in years, the Miami Herald reported this week. During the first half of 2025, which ended June 30, the number of passengers passing through Miami International Airport decreased 1.4% to 28.5 million compared to the first half of 2024. That hadn't happened since 2017, excluding the pandemic year of 2020. American Airlines despite having its largest summer schedule in its history out of MIA saw 2% fewer passengers in the first half of this year. And there's been a drop in arrivals at MIA from Colombia, the Dominican Republic and Peru. Still, Argentines are one group increasing their travel to South Florida. And American Airlines continues to be bullish on the region. It has about 15,000 employees based at MIA.
