Ensure drinking water supply during summer in Krishna district, Minister tells officials

Officials should ensure that none faces any drinking water problem in Krishna district during this summer season, Minister for Labour and Factories Vasamsetti Subhash has said.
Participating in the District Review Committee meeting at the Zilla Parishad meeting hall in Machilipatnam on Thursday, Mr. Subhash, also the Krishna district In Charge Minister, expressed happiness at the students from the district scoring well in both Class X and Inter examinations.
After condemning the terrorist attack on tourists in Pahalgam and observing two minutes of silence for the victims, the Minister went on to say that every person's role was important in making the district perform well on all indices.
While reviewing the performance of different departments including Agriculture, Horticulture, Fisheries, Water Resources, and MGNREGS, the Minister stressed the need for officials to raise awareness among farmers about the crop insurance scheme and commended the officials for settling 95% of the claims made by dairy farmers.
Excise Minister Kollu Ravindra, who was also present in the meeting, said Chief Minister N. Chandrababu Naidu aimed to achieve a growth rate of 15% for the State. If the Gross State Domestic Product reached 15%, then the State would lead the country in economic growth, he added.
Aligning with the Chief Minister's goals for the State, the district should have comprehensive plans for development of every sector, he said, adding that the officials had already identified marginalised people, who comprise the golden families (Bangaru Kutumbham), under the Zero Poverty P4 initiative.
He said the Chief Minister would release funds for the fisherfolk community, affected by the ban on fishing, on April 26. In Krishna district, 2,000 people would receive the financial assistance, he said, adding that the Machilipatnam port would be ready by December 2026.
District Collector D.K. Balaji, APSRTC Chairman K. Narayana Rao, MLAs Yarlagadda Venkata Rao, Mandali Buddha Prasad, K. Krishna Prasad, Varla Kumar Raja, MLC Kalpalatha Reddy and other officials were present in the meeting.

Over the past 18 years, 48.6% of information officers in Haryana have failed to deposit fines imposed on them by the Haryana State Information Commission. RTI activist Subhash, who founded the Haryana Soochna Adhikar Manch in 2007, has emphasised the need for strict action against officials who withhold information and later fail to deposit fines. Another activist, P P Kapoor, previously approached the Lokayukta demanding action against defaulting officers. He also urged the anti-corruption ombudsman to direct the government to recover fines with interest. Kapoor told The Indian Express that hearings on the matter were nearing completion, and he expected a ruling soon. He has suggested that retirement benefits should be withheld from officers who fail to clear penalties before superannuation. Former State Information Commissioner Hemant Atri has consistently pushed for a mechanism to ensure compliance with commission orders. He advocates for strict action against State Public Information Officers (SPIOs) who ignore hearings and fail to implement directives. The transition from manual to online counselling for teacher promotions and transfers marks a major administrative reform, as the online system has addressed long-standing issues of inefficiency, lack of transparency and inequity inherent in manual processes, says Commissioner, School Education, V. Vijay Rama Raju. In response to constant pleas by teachers' associations for implementation of manual counselling, Mr. Rama Raju asserted that the web-based counselling has enabled rule-based, transparent and teacher-friendly transfers, proving to be a robust, scalable and legally compliant solution. Explaining the benefits of the online mode, he said transfers and promotions are based solely on teacher service records without any human interference. He said for the first time in the State's history, 4,851 teachers have been promoted simultaneously. Since the formation of the new coalition government in the State, the Teachers Transfer Act has been implemented after multiple consultations with teacher unions, he pointed out, informing that as per the finalised schedule from May 21 to June 10, as many as 35,235 transfers had been completed so far. Speaking about the several advantages of this mode, he said teachers can view schools based on their distance from the mandal headquarters, allowing them to choose nearby schools, there are options to select from vacancies within clusters of 150-200 schools, the applicants can save their preferences multiple times, a video guide explains how to use the web option system and help centers have been set up at all levels to assist teachers. On the contrary, he says there are issues with manual counselling, which does not immediately display the newly available vacancies, causing senior teachers to miss out. Only 400-500 teachers per day can participate, making it hard to complete transfers on time, women, elderly teachers and those with health issues face hardship travelling to counselling centres and overall, manual counselling is not beneficial to teachers, he emphasised. Mr. Rama Raju pointed out that before 1998, Zilla Parishad Chairpersons handled transfers in ZP and Mandal Parishad schools, while the District Education Officers (DEOs) managed government school transfers, later all responsibilities were moved to the DEOs. In 2015, the web-based counselling system was introduced to reduce political interference and inefficiencies, and this system brought trust and transparency into the process and was continued by successive governments. Reminding that in 2021, around 38,000 transfers were done in online mode, in 2023, around 44,000 transfers were implemented using this system, he advised teachers not to believe 'rumours and misleading campaigns driven by personal agenda.' The online system is completely transparent and fair and solely based on service records, he reiterated.
