The Economic Community of West African States (ECOWAS) Launches Regional E-Commerce Committee to Accelerate Digital Trade Integration
In his opening remarks during the launch ceremony, Dr. Tony Luka Elumelu, the Acting Director of Private Sector, ECOWAS Commission highlighted the private sector as both a key driver and beneficiary of digital transformation. He stressed the significance of e-commerce in unlocking opportunities under African Continental Free Trade Agreement and called for robust implementation of digital reforms. He described the establishment of the Regional E-Commerce Committee as pivotal to fostering private-sector-led digital economies.
Madam Sally Koroma, the representative of the Ministry of Trade and Industry of the Republic of Sierra Leone and Chair of the Meeting emphasized the potential of e-commerce to boost inclusive growth. She highlighted the importance of harmonized regulations, secure infrastructure, digital literacy, and tailored financing to unlock the full benefits of digital trade. She commended the ECOWAS E-Commerce Strategy as critical to addressing these barriers and called for collective action among Member States, development partners, and the private sector to move from ambition to implementation, and build an inclusive, gender-responsive digital economy.
In his goodwill message, Mr. Pedro Manuel Moreno, Deputy Secretary-General of the United Nations Trade and Development (UNCTAD) congratulated ECOWAS on its 50th anniversary, marking five decades of regional cooperation. He celebrated the adoption of the ECOWAS Regional E-Commerce Strategy and highlighted the role of digitalisation in realizing ECOWAS Vision 2050. He reaffirmed UNCTAD's commitment to support digital reform, encourage inclusive digital ecosystems, and advance women's economic empowerment within the region. He closed with a call to action to make e-commerce a driver of prosperity, innovation, and regional unity.
In the keynote address, on behalf of Madame Massandjé TOURE-LITSE, Commissioner for Economic Affairs and Agriculture, Mr. Kolawole SOFOLA, Director of Trade of the ECOWAS Commission, underscored the significance of the launch of the Regional E-Commerce Committee during the 50th Anniversary celebrations of ECOWAS, noting the progress that had been made in advancing regional integration and the opportunities that lay ahead through digitalisation. He emphasized that the Committee would serve as a platform for implementing strategic goals, aligning policies, and accelerating digital trade across borders.
Mr. Sofola called for continued collaboration across all stakeholders to realise the Strategy's vision of an inclusive and sustainable digital future for West Africa. Finally, he declared the ECOWAS Regional E-Commerce Committee launched.
The newly established Committee is a central feature of the governance framework outlined in the ECOWAS E-Commerce Strategy, which was adopted by the ECOWAS Council of Ministers in July 2023. It is designed to steer the implementation of digital trade reforms, foster inter-institutional coordination, and promote inclusive participation across the region, particularly of women, youth, and MSMEs.
The launch and first meeting were attended by representatives of the Ministries responsible for Trade from ECOWAS Member States and the internal working group on e-commerce, consisting of key directorates and agencies of the ECOWAS Commission. Prior to the launch, the internal working group on e-commerce received a training on the e-Trade Reform Tracker, a tool for monitoring implementation of the E-Commerce Strategy. Both activities were supported by the UNCTAD and the Western Africa Regional Digital Integration Program (WARDIP) funded by World Bank.
The meeting considered the overview of the ECOWAS E-Commerce Strategy, continental and regional digital initiatives as well as key initiatives from Member States in advancing e-commerce. The meeting concluded with the adoption of the terms of reference for the Committee and a call for continued collaboration among ECOWAS Member States to promote implementation of the E-Commerce Strategy.

The inaugural Sahel Governance Forum (FGS) opened on Wednesday 30 July 2025 in Banjul, the capital of The Gambia, at the Sir Dawda Kairaba Jawara International Conference Centre, on the theme 'Rebuilding social cohesion and public trust in the region,' in the presence of Gambian President H.E. Adama Barrow, H.E. Goodluck E. Jonathan, former President of Nigeria, H.E. Dioncounda Traoré, former interim President of Mali, and the President of the ECOWAS Commission, H.E. Omar Alieu Touray. At the opening ceremony, President Barrow said that this Forum is a vital step towards redefining governance in the region. 'The Gambia is proud to host this important forum and to ensure that the benefits of lasting peace and inclusive growth are available to all Sahelians,' he added. In his address on behalf of the ECOWAS institutions, ECOWAS Commission President H.E. Omar Alieu Touray thanked the host country, The Gambia, the United Nations Development Programme, the Goodluck Jonathan Foundation and the International Institute for Democracy and Electoral Assistance (IDEA International) for jointly organising this important forum on the Sahel. ' The Forum is taking place at a particularly crucial moment when the security and governance landscape of the Sahel is undergoing profound changes. By many counts this forum provides a unique opportunity to share perspectives, foster meaningful dialogue, and co-create solutions for advancing a renewed governance agenda that prioritizes social cohesion and public trust across the Sahel region, and beyond.' said President Touray. In his speech, he emphasised that 70 million ECOWAS citizens originate from the Sahelian states of Burkina Faso, Mali and Niger. Even after their official departure, ECOWAS continues to consider these three countries as part of the community. And there is strong evidence that the three countries share a similar sense of belonging to the West African community. That is why ECOWAS and the three countries have agreed that, despite their withdrawal from ECOWAS and until a new agreement is reached, the people of West Africa will continue to benefit from the achievements of regional integration over the past 50 years, particularly with regard to the free movement of people and goods in the region. In addition, the two parties have agreed to work towards establishing conditions that facilitate collaboration in the fight against terrorism. 'It is in this context that we eagerly await the results of this forum, which I am confident will include innovative strategies to strengthen social cohesion and relations between citizens and the state, as well as to advance governance through stronger democratic institutions that will promote accountability, discipline and the achievement of results,' ' added ECOWAS Commission President, H.E. Omar Alieu Touray. It should be noted that the Sahel Governance Forum aims to establish a high-level, multi-stakeholder platform to advance a governance approach that is both holistic and tailored to the realities of the Sahel, for the benefit of governments and populations. This forum, which brings together more than 200 political leaders, policy makers, representatives of civil society, youth and women's organisations, and development partners, is intended to be a unique space bringing together governments, political leaders, technical experts, community leaders and citizens, the private sector and international partners from the Sahel and beyond. It also aims to promote the sharing of experiences, the exchange of ideas, mutual learning, innovation in public policy, and the monitoring of commitments made to address governance challenges in the region. Technical mission to Ghana on the deployment of Système Interconnecté de Gestion des Marchandises en Transit (SIGMAT) between Ghana and Côte d'Ivoire
From the 21st to 25th of July 2025, the ECOWAS Commission conducted a technical mission to Ghana as part of transit reforms aimed at ensuring the efficient cross-border movement of goods in the region. To this end, an IT solution called SIGMAT – ' Système interconnecté de gestion des marchandises en transit ' (Interconnected System for the Management of Goods in Transit) – was established to enable the electronic exchange of data between Member States. Since the launch of SIGMAT in 2019, the Member States that have implemented this tool have reported its significant impact on transit procedures and the benefits it has brought to the countries. It is in this context that ECOWAS Ministers from the Member States of the Abidjan-Lagos Corridor (ALCO), meeting in Cotonou on the 5th of October 2023, requested the ECOWAS Commission to ensure the prompt deployment of SIGMAT in the five Member States of the corridor. This is to facilitate the smooth cross-border movement of goods along the corridor. Consequently, the ECOWAS Commission carried out a technical mission to Ghana from 21st to 25th July 2025 to assess and address the interconnection challenges between Ghana and Côte d'Ivoire in order to ensure seamless SIGMAT connectivity along the Abidjan-Lagos Corridor. The mission brought together technical and functional experts from the Commission, Côte d'Ivoire and Ghana. During a meeting with the Commissioner of Customs of Ghana, the Director of Customs Union and Taxation, Mr. Salifou TIEMTORE, on behalf of the ECOWAS Commissioner for Economic Affairs and Agriculture, Mrs. Massandjé TOURE-LITSE, reiterated the commitment of the ECOWAS Commission to support Member States in their efforts to ensure the deployment of SIGMAT on all trade corridors to facilitate the efficient movement of goods in the region. For his part, the Commissioner of Customs of Ghana, Brigadier General Glover ASHONG ANNAN, expressed the Ghana Revenue Authority's gratitude to the ECOWAS Commission for this timely intervention aimed at securing transit trade in the ECOWAS region and reducing transit-related fraud that threatens the revenues and security of Member States. At the end of the mission, the technical and functional challenges hindering the proper functioning of transit between Côte d'Ivoire and Ghana were resolved. Regional Workshop on the Economic Community of West Africa States (ECOWAS) Fiscal Expenditure Methodology for Francophone and Lusophone States
The ECOWAS Commission, in collaboration with the World Bank, has launched a four-day regional workshop from the 28th to the 31st of July,2025 in Dakar, Senegal focused on strengthening the capacity of francophone and lusophone Member States to evaluate and manage tax expenditures. Speaking at the opening ceremony, the Representative of the Minister of Finance of Senegal, Mr. Issa Faye warmly welcomed delegates on behalf of the Government and people of Senegal. He emphasized the country's commitment to greater fiscal transparency and effective public resource management. ' Tax exemptions, if well-targeted, can be tools for growth and poverty reduction. However, their real impact must be rigorously measured ' he noted. Senegal's hosting of the event, he added, reflects its strong support for regional fiscal harmonization and cooperation. Mr. Rajiv Kumar, representing the World Bank, acknowledged the progress made by several ECOWAS Member States and encouraged greater transparency and systematic reporting. 'World Bank is pleased to partner with ECOWAS to deliver this important workshop that aims to strengthen the capacity of member states to manage the fiscal and economic impact of tax expenditures,' he stated. In her opening remarks, H.E. Ambassador Zelma Yollande Nobre Fassinou, ECOWAS Resident Representative to Senegal, emphasized the importance of the workshop and expressed gratitude to the Government of Senegal for its continued support for regional integration efforts. She highlighted that ' Tax expenditures,when not properly evaluated, can undermine domestic resource mobilization and limit the capacity of our governments to finance vital programs. ' Ambassador Fassinou emphasized that the workshop is not only a platform for technical learning but also an opportunity to strengthen partnerships and enhance collective governance in line with the 2023 ECOWAS Directive on Tax Expenditures. She further noted the importance of timely submission of tax expenditure reports by Member States, in alignment with the provisions of the Directive, as an important step towards improved transparency and accountability in fiscal policy across the region. Ambassador Fassinou also highlighted the workshop's aim to encourage open dialogue and peer exchange, noting that participants will present their national frameworks, challenges, and best practices. ' This workshop provides an ideal platform to deepen our shared understanding, align our methodologies, and enhance regional cooperation in managing fiscal incentives ' she said. The workshop features technical sessions, practical exercises, and country presentations aimed at improving governance, transparency and alignment of tax incentives with national development strategies. Participants include officials from finance ministries, tax administrations and regional and international partners. This workshop reinforces ECOWAS' commitment to strengthening national capacities and aligning fiscal practices with regional integration objectives.
