State brings bill to reduce stamp duty in some cases

State govt on Wednesday introduced a bill to reduce the stamp duty burden on mortgagors when mortgaging property without giving possession, and to encourage the registration of trust deeds created for the benefit of family members.
'There will be an impact on the state's revenue due to the proposed reduction in the stamp duty for 'mortgage' and 'trust'. However, the loss cannot be quantified at this stage,' the Indian Stamp (Goa Amendment) Bill, 2025, stated. The purpose of the bill is to rationalise stamp duty on mortgage and trust instruments.
There will stamp duty of Rs 1,000 for a mortgage deed which is not an agreement relating to the deposit of title deeds, pawn or pledge, bottomry bond, mortgage of a crop, respondentia bond, or security bond, when the possession of the property or any part of the property comprised in the deed is given by the mortgagor or agreed to be given, and when possession is not given or agreed to be given as aforesaid.
The bill also states that there will be stamp duty of Rs 500 for a collateral, auxiliary, additional, or substituted security, or by way of further assurances, where the principal or primary security is duly stamped.
Exemptions include instruments executed by persons taking advances under the Land Improvement Loans Act, 1883, or the Agriculturists Loans Act, 1884, or by their sureties, as secured for the repayment of such advances and letters of hypothecation accompanying a bill of exchange.

Where the trust is made for a religious or charitable purpose, stamp duty would be calculated as Rs 10 for every Rs 500 or part thereof, or a sum equal to the amount settled, or the market value of the property settled.
Where the beneficiary of the trust is the father, mother, brother, sister, wife, husband, daughter, son, grandson, granddaughter, brother-in-law or sister-in-law of the author of the trust, the persons have to pay Rs 5,000 as stamp duty.
In any other case, the same duty as is leviable on a conveyance, as the case may be, of an article for a sum equal to the amount settled or the market value of the property settled.

IGMC faces dry taps as Shimla's water supply collapses

North Shimla, Aug 14 (UNI) The Indira Gandhi Medical College (IGMC) and other hospitals in Shimla are bracing for severe water shortage after heavy rain, flash floods, and rising turbidity crippled all major pumping stations supplying the city. Authorities have warned that IGMC could run dry as total water intake on Thursday plummeted to just 3.76 MLD against the normal 22 MLD. Hospital administrations have issued orders to halt washing activities, use stored water only for drinking, and rely on rainwater for hygiene purposes. 'We do not maintain separate storage, and supply is made directly to maintain pressure in all distribution tanks. With negligible intake today, Shimla will not get water,' said Sahil Sharma, spokesperson for Shimla Jal Prabandhan Nigam Limited (SJPNL). The crisis has also hit around 192 other water schemes across Himachal Pradesh, with estimated damage to water infrastructure pegged at Rs 600–700 crore. Prime Minister Narendra Modi will inaugurate three new Metro stations in Kolkata on August 22, which will boost urban connectivity in the city. 'PM Modi will inaugurate the Sealdah-Esplanade section of the Green Line, Hemanta Mukhopadhyay (Ruby Crossing)-Beleghata section of the Orange Line, and Noapara-Jai Hind (airport) section of the Yellow Line,' Union minister Sukanta Majumdar Thursday posted on X. The inauguration function will be held at the Jessore Road metro station of the Yellow Line in the northern suburbs of the city The Esplanade-Sealdah Metro section will finally complete the East-West Metro line, linking it to the existing Howrah Maidan-Esplanade and Sector V-Sealdah stretches. The new 4.39-kilometre extended stretch of the Orange Line from Hemanta Mukhopadhyay to Beleghata will serve four new stations, improving access for residents in areas like VIP Bazar, Ritwik Ghatak (Topsia), Barun Sengupta (Science City), and Beleghata. The Noapara-Jai Hind (Biman Bandar) section will introduce four new stations — Noapara, Dum Dum Cantonment, Jessore Road, and Jai Hind Bimanbandar—with a mix of elevated and underground tracks, providing a direct metro link to the airport. At present, works of Rs 83,765 crore are in progress in the state, and a record allocation of Rs 13,955 crore was made this fiscal year. A total of 101 stations are being redeveloped, and the state's rail network is already benefiting from nine Vande Bharat and two Amrit Bharat trains, Railways Minister said. — With PTI
