New initiatives to monitor pollution face flak from city residents

The Hindu28-04-2025

The Environment Minister's recent announcement in the Assembly on the remote monitoring of rivers, air pollution, and noise pollution in Chennai has faced criticism from residents and activists, who say it is ineffective and a waste of public funds.
One initiative involves deploying a mobile monitoring van equipped with state-of-the-art analysers to immediately respond to disasters like gas leaks, oil spills, fires, and foaming, and to swiftly attend to public complaints, in real-time across Chennai, at an outlay of ₹1 crore.
As per the announcement, flying squads – a rapid response force for monitoring, enforcement, and compliance with environmental regulations – are also set to be increased. These squads, operated by the Tamil Nadu Pollution Control Board, conduct surprise inspections, prepare daily reports, and coordinate with relevant authorities to address pollution issues.
Residents, however, say that existing mechanisms should be strengthened and that there should be greater transparency.
K. Raju, a social and environmental activist, said, 'Flying squads come after complaints but they don't take enough samples from the right place at the right time.' Recalling an instance in Manali in 2023, he said, 'After taking samples, they left, but the noxious smell persisted for weeks after. Moreover, there was no report given to the complainant about the incident.'
Another initiative – for the first time under the World Bank Project, TN‑SHORE – involves deploying interceptors in the riverine areas and conducting regular waste retrieval and recycling operations. This will be undertaken in Chennai on a pilot scale at a cost of ₹4 crore during 2025‑2026.
Charu Govindan of the Voice of People said, 'The problem needs to be tackled at the root, which is source segregation. This is not happening.' Ms. Govindan said that the government machinery needs to enforce the Solid Waste Management Rules 2016 properly. 'It is going to be almost a decade, but source segregation is very poor in the city. The government needs to take steps to increase awareness and maybe incentivise residents who do 100% source segregation,' she added.
According to Mr. Raju, sewage entering rivers is another major problem. 'As per the Tamil Nadu Combined Development and Building Rules, 2019, there needs to be a buffer zone between the river and developments. But this is not being checked, and in several canals, sewage is being freely let into the river.'
Raghupathy Choodamani of the Perambur Neighbourhood Development Forum said that real-time monitoring of environmental issues, if done properly, could be useful, as there are many violators flouting the norms. He pointed out, 'One restaurant in Perambur operates loud machines at night-time, so noise pollution is a factor.'
'Instead of putting more resources into monitoring, the government should spend more on taking action and sustaining the actions,' said Ms. Govindan.

‘Sanjeev Arora replaced ‘dabangai' with devp-oriented governance'

Ludhiana: Aam Aadmi Party (AAP) Punjab president Aman Arora on Saturday said that the party's candidate from Ludhiana (West) Assembly constituency, Rajya Sabha MP Sanjeev Arora, had ushered in a new era by replacing "Dabangai kind of politics" with development-centric governance. Addressing an election meeting at Sarabha Nagar, Aman Arora described Saneev Arora as a refined, honest, and soft-spoken politician. "His campaign is being conducted in a smooth, positive, and people-friendly manner. I am confident that the results will be in his favour," he said, commending Sanjeev for executing significant development works over the last three years. Highlighting the "pro-people" and "pro-industry" approach of the AAP-led Punjab government, Aman Arora said, "Our govt is ensuring the welfare of all sections of society. The policies are entirely people and industry-centric, and the positive outcomes are clearly visible." Urging citizens to exercise their franchise on June 19, he said, "Every vote cast will strengthen Ludhiana's development journey. I also appeal to residents to plan their vacations either before or after polling day to fulfil their civic responsibility." MP Sanjeev Arora said that he had learned a lot from AAP, which was working for his campaign as one family. He acknowledged the dedicated efforts of MPs, MLAs, councillors, and volunteers in his campaign. "Such unity is not only commendable but should also be reflected within our families," he said. Your support will be a mark of your trust and a symbol of our unity," he said. Punjab minister Hardeep Singh Mundian, Sunil Modi and Arun Sharma were also present at the meeting. No meaningful work done for people by AAP govt in Punjab: Haryana CM Saini

Chandigarh: Haryana Chief Minister Nayab Singh Saini lashed out at the AAP government in Punjab on Saturday, alleging that it has not done any meaningful work for the welfare of people. Saini further claimed that the Bhagwant Mann government in Punjab "no longer enjoys any public support" and said in the June 19 Ludhiana West Assembly bypoll , people will decide in the right direction. Saini visited Sangrur on Saturday to condole the death of veteran Akali leader and former Union minister Sukhdev Singh Dhindsa . He met Dhindsa's son and former Punjab finance minister Parminder Singh Dhindsa and expressed his grief. Talking to reporters in Sangrur, the Haryana chief minister alleged that the Aam Aadmi Party (AAP) government in Punjab was formed on a "foundation of lies". "This government has neither done any meaningful work for the welfare of people nor does it have the will to work. Now, the people of Punjab have understood this truth," he claimed. Live Events The Mann government has "completely failed" to fulfil the promises it had made to people during elections, Saini said. He said the AAP has been exposed in Delhi, because "lies do not last long". "It no longer has any public support in Punjab and in the Ludhiana West bypoll, people will decide in the right direction," he said. Saini launched an attack on Punjab Chief Minister Mann, saying he should work for the welfare of people rather than indulging in "theatrics". Referring to the Ludhiana West bypoll, he said the voters have made up their mind that Punjab should also move ahead at a fast pace under Prime Minister Narendra Modi's leadership. The bypoll to the Ludhiana West Assembly seat in Punjab is scheduled to be held on June 19 and the counting of the votes will be taken up on June 23. The Ludhiana West seat fell vacant following AAP MLA Gurpreet Bassi Gogi's death in January. Saini accused the AAP government of not implementing the Centre's welfare schemes in Punjab and depriving people of their benefits. Talking about the Bharatiya Janata Party (BJP) government in Haryana, Saini said for the last 11 years, public welfare schemes are being implemented effectively under the leadership of Modi. He said the Haryana government is purchasing all crops from farmers at the Minimum Support Price (MSP). Similarly, the Punjab government should also worry about the farmers of the state and give them a fair price for their crops, he said. Saini said in the event of crop loss due to natural calamities, the Haryana government has provided a total compensation amount of more than Rs 15,500 crore to farmers in the last 10 years. Besides, vegetable-growing farmers are being given relief under the "Bhavantar Bharpai Yojana", he added. The people of Haryana are also getting the benefits of the Ayushman Bharat Yojana , while the people of Punjab are being deprived of those, he said.
