New initiatives to monitor pollution face flak from city residents

The Environment Minister's recent announcement in the Assembly on the remote monitoring of rivers, air pollution, and noise pollution in Chennai has faced criticism from residents and activists, who say it is ineffective and a waste of public funds.
One initiative involves deploying a mobile monitoring van equipped with state-of-the-art analysers to immediately respond to disasters like gas leaks, oil spills, fires, and foaming, and to swiftly attend to public complaints, in real-time across Chennai, at an outlay of ₹1 crore.
As per the announcement, flying squads – a rapid response force for monitoring, enforcement, and compliance with environmental regulations – are also set to be increased. These squads, operated by the Tamil Nadu Pollution Control Board, conduct surprise inspections, prepare daily reports, and coordinate with relevant authorities to address pollution issues.
Residents, however, say that existing mechanisms should be strengthened and that there should be greater transparency.
K. Raju, a social and environmental activist, said, 'Flying squads come after complaints but they don't take enough samples from the right place at the right time.' Recalling an instance in Manali in 2023, he said, 'After taking samples, they left, but the noxious smell persisted for weeks after. Moreover, there was no report given to the complainant about the incident.'
Another initiative – for the first time under the World Bank Project, TN‑SHORE – involves deploying interceptors in the riverine areas and conducting regular waste retrieval and recycling operations. This will be undertaken in Chennai on a pilot scale at a cost of ₹4 crore during 2025‑2026.
Charu Govindan of the Voice of People said, 'The problem needs to be tackled at the root, which is source segregation. This is not happening.' Ms. Govindan said that the government machinery needs to enforce the Solid Waste Management Rules 2016 properly. 'It is going to be almost a decade, but source segregation is very poor in the city. The government needs to take steps to increase awareness and maybe incentivise residents who do 100% source segregation,' she added.
According to Mr. Raju, sewage entering rivers is another major problem. 'As per the Tamil Nadu Combined Development and Building Rules, 2019, there needs to be a buffer zone between the river and developments. But this is not being checked, and in several canals, sewage is being freely let into the river.'
Raghupathy Choodamani of the Perambur Neighbourhood Development Forum said that real-time monitoring of environmental issues, if done properly, could be useful, as there are many violators flouting the norms. He pointed out, 'One restaurant in Perambur operates loud machines at night-time, so noise pollution is a factor.'
'Instead of putting more resources into monitoring, the government should spend more on taking action and sustaining the actions,' said Ms. Govindan.

A day after BJP's state president Mohan Lal Badoli appointed MLAs as in-charges of 42 Assembly constituencies where the party lost in the 2024 Assembly polls, Cabinet minister Anil Vij announced that he would soon begin a state-wide tour since he is the senior-most MLA of the BJP in Haryana. 'They have been assigned one constituency each, but I have to oversee entire Haryana. I am the senior most MLA of my party. I have won seven times. So, soon, I shall begin a state-wide tour to meet both new and veteran party workers across various locations and check on their well-being,' Vij said while interacting with media persons. The BJP appointed the MLAs to work at the grassroots level to strengthen the party, identify new development areas, listen to public grievances, meet ground-level party workers and expand the party's cadre. Vij has had a tumultuous relationship with former chief minister Manohar Lal Khattar, now a Union minister, and has previously made veiled comments about the current Chief Minister, Nayab Singh Saini. In January this year, Vij had taken a dig at CM Saini. He said, 'Since assuming office, he (Saini) had been on an 'udan khatola' [chopper]. If he comes down, he will see the suffering of people.' The seven-time MLA, who holds three portfolios of Energy, Transport and Labour, also issued a stern warning to government officials that during his tours, he would be monitoring their functioning and assess if the government schemes were being duly implemented by the officials at the ground level. 'Any laxity will not be tolerated,' he said. On the Opposition's saffronisation allegation against the Army in the context of 'Operation Mahadev and Shiv Shakti', Vij remarked that 'the Opposition is against all the traditions and beliefs of Hindustan'. Advising the Opposition, he said, 'They should know that every unit of our Army has temples and gurdwaras. They should also know that when our brave soldiers charge toward the enemy, they shout 'Jai Bajrang Bali!' They must understand that many military operations in our country have been named after Hindu traditions or Indian cultural identities.' 'The Opposition should be ashamed. Should we name our operations after Pakistani missiles or other foreign references? The Opposition has completely strayed from real issues. In the name of political opposition to the Prime Minister, they have now started opposing the country itself. They are even targeting our national beliefs, centres of faith and religious traditions,' Vij added. Later in the day, Vij heard grievances of people of his constituency. He also issued directions to the Superintendent of Police (Ambala) to investigate and register FIR in the matter of alleged forced eviction of people from Barfkhana area land in Ambala. 'Marcelino Noronha and his family, who have been residing on the Barfkhana land for approximately 85 years, submitted a complaint alleging that some individuals forcibly evicted them from their home through intimidation and threats. The family informed Minister Anil Vij that they had filed a complaint at the Cantonment police station on May 13, but no FIR was registered. Responding to the complaint, Vij instructed the SP to take strict action,' a spokesperson said.

The Election Commission of India (ECI) on Thursday (July 31, 2025) stated that Electronic Voting Machines (EVMs) are 'tamper-proof' after completion of the 'Checking and Verification' (C&V) process for the 2024 Maharashtra Assembly election. Having received applications for C&V of EVMs — ballot units, control units, and Voter Verifiable Paper Audit Trail (VVPAT) — from 10 candidates who contested in the Maharashtra Assembly election in November 2024, the Maharashtra Chief Electoral Officer, as directed by the ECI on June 17, carried out the C&V exercise. 'CEC carried out the exercise across 10 Assembly constituencies and found that in all cases the machines passed the diagnostic tests and there has been no mismatch in the count of VVPAT slips. This exercise proves, yet again, that the EVMs are tamper-proof,' stated in the statement released by ECI. This follows a slew of allegations from the Opposition Maha Vikas Aghadi (MVA) of discrepancies in EVMs, and mismatched numbers in EVM and VVPAT slips in the Maharashtra Assembly election. The ECI highlighted that the C&V was conducted in the presence of eight applicants, the losing candidates, and the representatives of the candidates who contested. The ECI stressed that the C&V had been successfully conducted on 48 ballot units, 31 control units, and 31 VVPATs of 10 Assembly constituencies. This included diagnostic tests for verifying burnt memory/microcontroller in the Assembly constituencies of Kopri-Pachpakhadi and Thane in Thane district; Khadakwasla in Pune district; Majalgaon in Beed district; Arni in Yavatmal; Yevla in Nashik district; Chandgad and Kolhapur North in Kolhapur district; and Panvel and Alibaug in Raigad district. 'After the diagnostic test, the authorised engineers from the manufacturer (Electronics Corporation of India Limited) certified that all machines passed the diagnostic tests. Thereafter, a mock poll was conducted on the machines as per the request received from the candidates. The results of the EVM (from the Control Unit) were verified with the VVPAT slips count, and no mismatch was found,' the ECI's statement read.

Bengaluru: The Criminal Investigation Department (CID) has completed its investigation into the "honeytrap" allegations made by the Karnataka Cooperation Minister K.N. Rajanna and submitted its report to the state government, sources confirmed on Thursday. The report has concluded that the allegations of attempted honeytrap against Minister Rajanna are baseless, sources added. Sources also said that the CID has submitted the report to the Union Home Ministry after concluding its investigation. The issue had triggered a major controversy in the state politics during March this year. Minister Rajanna had made a statement on the floor of the Assembly, claiming that three attempts were made to honeytrap him. The Bharatiya Janata Party (BJP) had protested the statement and demanded a thorough probe. Following the chaos in the Assembly, the Congress-led state government suspended 18 BJP MLAs, and Marshals had to lift them out of the House. The suspension of the BJP MLAs was revoked recently. Minister Rajanna had met Home Minister G. Parameshwara and demanded an investigation into the matter. The issue took a new turn when discussions began surfacing about the possible involvement of Deputy Chief Minister D.K. Shivakumar in the honeytrap attempts. Minister Rajanna, a close confidant of Chief Minister Siddaramaiah, had demanded that Shivakumar be removed as the State Congress President and had even offered to resign and assume the post himself. He also publicly supported the view that if the Chief Minister were to be replaced, a Dalit leader should be appointed to the post. Interestingly, Minister Rajanna remained silent and stopped attacks on Deputy Chief Minister Shivakumar following the escalation of the controversy surrounding the alleged honeytrap attempts. Sources revealed that Minister Rajanna did not provide any concrete evidence to the CID and claimed that he did not recognise or know anyone involved. He reportedly told the CID that when an attempt was made to hold his hand, he slapped the girl and sent her out. There was no CCTV installed at his residence, and no entry related to the incident was recorded in the official visitor's registry. Based on these findings, CID officials concluded that Minister Rajanna's allegations were unfounded. Meanwhile, Home Minister G. Parameshwara while speaking in Bengaluru on Thursday, said, "I have not seen the CID report on Minister K.N. Rajanna's allegations of attempts to honeytrap him yet. The issue was highlighted by the media. The answer is given by the CID now. I don't know what's in the report." Meanwhile, the Leader of the Opposition and veteran BJP leader R. Ashoka said that Minister Rajanna had alleged inside the Assembly that there was a honeytrap attempt on him and his family, and he also claimed to have evidence to support it while demanding an investigation. "However, just like other investigations initiated since the Congress government came to power in the state, this case too has lost momentum," he added. "Minister Rajanna, if your allegation is true and you indeed possess strong evidence, then urge Chief Minister Siddaramaiah and Home Minister Parameshwara to hand over the case to the CBI for investigation. Otherwise, if your allegation is false, then you must apologise to the people of the state for making a false statement inside the temple of democracy -- the Assembly," LoP Ashoka said. When asked about the CID report stating that there is no evidence in Minister Rajanna's honeytrap allegation, Deputy CM Shivakumar said, "I have nothing to do with that. I don't know who filed the complaint or how the investigation was conducted. I'm hearing about it now from the media. I know nothing about it."
