Decode Politics: In Bihar, why Rahul Gandhi alleged funds meant for Dalits not reaching them
During a recent interaction with students from Other Backward Classes (OBC), Extremely Backward Classes (EBC), Scheduled Castes (SC), and minority communities at a government-run Ambedkar welfare hostel in Bihar's Darbhanga, Lok Sabha Leader of Opposition Rahul Gandhi alleged that SCs were not benefiting from the Scheduled Caste Sub-Plan (SCSP) fund, a pool of resources set aside for their development.
The Congress MP was speaking at an inaugural meeting of the Congress's 'Shiksha Nyay Sanvad' campaign, which will focus on education issues and discuss grievances of students, on Thursday.
The SCSP is the Central government's strategy to ensure a proportionate flow of resources for the development of SCs through the implementation of infrastructure, education, health and other welfare schemes in areas with a substantial Dalit population.
The SCSP was started in 1980 by then Prime Minister Indira Gandhi in her bid to reach out to Dalits. The SCSP's funds are channelled through the Union Ministry of Social Justice and Empowerment, which provides Special Central Assistance. There are three categories of SCSP schemes: fully Centre-funded, fully state-funded, and hybrid schemes split between the Centre and the state in a 60:40 ratio.
As per recent Comptroller and Auditor General (CAG) reports, the Bihar government allocated Rs 16,777 crore for its SCSP schemes in 2021-22, but allegedly diverted Rs 10,799 crore to general schemes.
Similarly, Rs 18,450 crore of the Rs 19,688 crore allocated for SCSP schemes was allegedly diverted to non-SC schemes in 2022-23. In 2023-24, the state government allegedly spent Rs 11,796 crore on general schemes from the total SCSP fund of Rs 16,939 crore.
Some of the key SCSP schemes include income-generating initiatives, financial assistance for the construction or upgrade of houses, providing free land for housing, education and skill development schemes such as free distribution of books and school uniforms.
After the latest CAG report on the Bihar government's performance flagged problems in the SCSP funds, as many as nine Bihar legislators, including CPI(ML)(L) MLA Satyadev Ram, questioned the Janata Dal (United)-led state government on the alleged diversion of funds in the Assembly in March.
While the state government did not dismiss the CAG findings, it said the auditor did not use the term 'diversion' but had only described the department-wise allocations of the SCSP fund.
For instance, in 2023-24, the CAG report said, from the Rs 16,939 crore of SCPS funds, Rs 1,447 crore was allocated to the Chief Minister Local Area Development Scheme and for flood control, Rs 3,465 crore went towards the construction of medical colleges, Rs 394 crore for the construction of government buildings, and Rs 212 crore for the construction of state hospitals and health service buildings, among other projects. A Rs 460 crore loan of state electricity companies was also repaid using the SCSP funds.
The Parliamentary Committee on the Welfare of Scheduled Castes and Scheduled Tribes submitted a report on social justice to both Houses of Parliament in August 2018 in which it flagged concerns about the use of funds intended for SCs.
'Under the allocation for welfare of Scheduled Castes, diversion of funds is not permissible and the funds are earmarked only for SCs, but due to the general nature of the schemes of some ministries/departments, funds are not utilised fully,' the report said. The Committee also recommended that the NITI Aayog monitor SCSP funds to ensure they are not underutilised or diverted.
Social activist Rajiv Kumar, who has written several letters to the Centre on the matter, said neither the Centre nor the state government had been ready to accept that funds were diverted even though the money was 'blatantly used by other departments'.
Rahul Gandhi sees potential in turning this into a political issue ahead of the Assembly polls later this year, since Dalits account for 19.65% of the state population.
Gandh told the students in Darbhanga, 'You have no place in this country; there is no place for 90% of the people of the country. Right from the senior bureaucracy to the Government of India, high courts and top management of educational and medical (institutions), there is zero representation for 90% of the population. But MGNREGA is full of your people. The SCSP funds meant for SCs are not reaching them. All the riches are with 5-10% of people.'
Though the Congress has raised the alleged diversion of SCSP funds at the national level from time to time, it is for the first time that the party is taking up the matter in Bihar. In the 2020 Assembly polls, the Congress won 19 seats. Four of its MLAs are Dalits.
The BJP-led NDA, however, maintained it was up to bureaucrats to explain the nitty-gritty of the SCSP rules. JD(U) MLC Neeraj Kumar said, 'When the state government has explained the matter in the Assembly, it should not be politicised.'
A senior Bihar-cadre IAS officer said, 'It is true that SCSP funds are used for many purposes, but it is done with due permission from the Centre.'

Bhopal: Madhya Pradesh Chief Minister Mohan Yadav on Saturday said that all public beneficiary schemes introduced by his predecessor and former CM Shivraj Singh Chouhan will continue. Chief Minister Yadav reiterated this while addressing a programme organised by the state government in Sehore district, in the presence of Union Agriculture and Farmer Welfare Minister Shivraj Singh Chouhan. "The opposition (Congress) always questions our intention. In the presence of ex-CM Shivraj Singh Chouhan, let me make it clear that no scheme introduced during his tenure will be stopped. "Rakshabandhan festival is coming and let me take this opportunity to announce that Madhya Pradesh government is going to increase cash benefit to women under Ladli Behna Yojana up to Rs 3,000 against Rs 1,250 at present," Yadav said. Sehore district, which is located near the state capital Bhopal, is home district of Shivraj Singh Chouhan, and it falls under Vidisha Lok Sabha constituency being represented by him. During the programme, Mohan Yadav and Shivraj Chouhan jointly laid the foundation of several projects worth more than Rs 130 crore. While addressing the programme, Union Agriculture Minister Shivraj Singh Chouhan reiterated complete support and cooperation to CM Yadav, saying he believes that his successor would do a better job than him for the growth of the state. "I am not the one who would say I have done this and that. I will be happier if Mohan Yadav do better than me for the people of Madhya Pradesh," Shivraj Singh Chouhan said while addressing a public rally in Sehore. Meanwhile, he also mentioned that his padyatra carried out in his hometown Budhni was presented in a 'wrong way'. He said that some mediapersons had made assessments on their own. "But, let me make it clear that the party's instructions are important. Mohan Yadav is Chief Minister, and I am Union Agriculture Minister," he said. Speaking further, Shivraj Singh Chouhan said that being a public representative, he must come to visit the people of his constituency, and it should not be interpreted otherwise. He was referring to a two-day 'Viksit Bharat Sankalp Padyatra' in the Vidisha constituency which was organised in May to highlight the welfare schemes of Prime Minister Narendra Modi-led government. Maharashtra CM Devendra Fadnavis slams Rahul Gandhi's match fixing jibe in state polls
Maharashtra Congress in-charge and Kerala congress MLA Ramesh Chennithala said when he assumed charge of Maharashtra in early 2024, the Congress-led Maha Vikas Aghadi defied the Modi wave in the Lok Sabha elections. He said, the people of Maharashtra stood tall against propaganda and pressure, delivering a decisive verdict that sent the BJP alliance reeling. 'BJP's loss in Maharashtra, along with its poor performance in Uttar Pradesh, was pivotal in preventing it from securing an absolute majority at the national level. And yet, merely six months later, in the Maharashtra state assembly elections, that same Maha Vikas Aghadi — which was poised to win over 170 seats — was reduced to just 50. Is it believable that this staggering turnaround was due to governance or public sentiment? Even the most loyal BJP supporter would hesitate to make such a claim. If Prime Minister Modi himself could not sway Maharashtra, are we to believe that Eknath Shinde, whose politics is marred by betrayal and unprincipled opportunism, could command such a wave,' Congress leader asked. He further said this was not a coincidence. 'It was a calculated and premeditated operation to distort the electoral mandate. Democracy in Maharashtra was not defeated — it was subverted. In the 2019 Lok Sabha elections, Maharashtra had 89.8 million registered voters. By the 2024 Lok Sabha elections, this number rose naturally to 92.9 million — a five-year increase of 3.1 million. However, within just five months, during the 2024 Assembly elections, the voter count inexplicably jumped to 97 million — a sudden spike of 4.1 million in less than half a year. This figure defies logic. Even the official estimate of the adult population in Maharashtra stands at 95.4 million. On polling day, the initial turnout reported was 58.22%. With no reports of long queues or late-night voting, it should have remained roughly constant. Instead, by the next morning, the turnout had miraculously jumped to 66.05% — an overnight addition of over 7.6 million votes, predominantly favouring BJP candidates,' Chennithala added. The Congress leader further went on to say that Rahul Gandhi exposed how Maharashtra, once a proud torchbearer of democratic values has become a cautionary tale of how institutions can be compromised, how power can be snatched instead of earned, and how silence can become complicity. This is no longer about one state or one election. It is about the soul of our democracy. We urge the Election Commission to break its silence. The people of Maharashtra — and of India — deserve answers.

Devendra Fadnavis replies to Rahul Gandhi: Rejected by people, now he rejects people's mandate
On June 6, I was on a day-long tour of Gadchiroli, visiting areas right up to the Abujhmad forest. I had the privilege of being the first Chief Minister to visit that deep interior location. I stayed overnight in Gadchiroli; to date, I have stayed there at least four times. I am not trying to set records here, but the way an anti-constitutional mindset exploits our tribal communities and deprives them of development must be stopped. Under the leadership of the Honourable Prime Minister, Narendra Modi ji, our dynamic Union Home Minister, the Honourable Amit bhai Shah, has set the goal of a Naxal-free India by March 2026, and achieving this goal is not impossible. However, one thing must be understood: It is easier to eliminate the Naxalite holding a gun. But we have a much longer battle ahead against the system known as 'urban Naxals', which systematically tries to destroy all of India's constitutional institutions. On the morning of June 7, returning from Gadchiroli to Nagpur, journalists brought to my attention an article written by Shri Rahul Gandhi ( I asked them what it was about. They replied, 'The Maharashtra Assembly elections!' Frankly, this topic is old and has been dragged out for long. The Election Commission has already provided exhaustive responses time and again. If he (Rahul) has the urge to become a writer without even reading those answers, I wish him all the best! But at the same time, here is some unsolicited advice: It would be more prudent to accept defeat for once and introspect on where you are going wrong, where your connection with the people is lacking, and what you should do about it. His 'article' deserves to be ignored, but it operates on a principle: If you can't convince people, confuse them. That is precisely what Rahul Gandhi is repeatedly doing. Therefore, we must continue to present the facts to the public. Of course, it is a separate matter that he is already preparing his excuses for future defeats in the upcoming assembly elections, including Bihar. As far as the Maharashtra elections are concerned, it was not fundamentally a contest between the Mahayuti and the Maha Vikas Aghadi. There was another factor: The Bharat Jodo Abhiyaan. What was this 'todo' (break) campaign, established under the name of 'jodo' (unite), doing? It was creating misconceptions among the public against all of the country's constitutional institutions, thereby inciting them to fight against the nation itself. This includes the judiciary and the Election Commission, etc. I delivered a very detailed speech ( in the Maharashtra Legislative Assembly on December 19, 2024, about which organisations were part of this 'Bharat Jodo' and how many of them were listed as 'urban Naxal' entities by the then PM, Dr Manmohan Singh, in 2012. Rahul Gandhi should definitely listen to it; he will automatically find the answer to the first part of his article. From 1950 until a new law was enacted, your Congress government directly appointed the Chief Election Commissioner! Out of 26 commissioners to date, 25 were directly appointed by the central government. For the first time, the Honourable Modi ji established a committee that includes the Leader of the Opposition or the leader of the largest political party. But it seems you do not approve of this step, which strengthens democracy and was a principle never followed during your time. Rahul Gandhi's second objection is the increase in the number of voters, whom he calls 'bogus voters.' He objects that 31 lakh voters were added in five years and further claims that 41 lakh were added in five months. The number of young voters is constantly increasing. Of these 40,81,229 voters, 26,46,608 were young voters. Regarding the process of new voter registration, the involvement of political parties, and the hearing procedures, the Election Commission sent a detailed 60-page letter to your party's law, human rights, and RTI department's lawyer, Omar Hoda, on December 24, 2024, addressing all these questions. If it has not reached you, please get a copy and read it. Furthermore, you should also review some old data. Between 2014 and 2019, 63 lakh new voters were added; from 2009 to 2014, 75 lakh new voters were added; and from 2004 to 2009, 1 crore new voters were added. This means that nothing extraordinary happened in 2024. If you want the data on how the number of voters increased in between the Lok Sabha and Assembly elections, here it is: In 2004, a 5 per cent more in the Assembly elections from the Lok Sabha polls. In 2009, 4 per cent more; in 2014, 3 per cent more; in 2019, 1 per cent more; and in 2024, 4 per cent more. So again, nothing new happened in 2024. The claim that the voting percentage suddenly increased is a huge joke. To understand how the percentage rose in the last hour, one must look at the hourly voting rate. The average polling rate throughout the day was 5.83 per cent per hour. So what new information are you revealing by stating there was a 7.83 per cent increase in the last hour? Is Rahul Gandhi unaware that 5 pm to 6 pm is also a polling hour, and everyone present in the queue at the booth by 6 pm is allowed to cast their vote? My office also wrote a detailed article on this in Loksatta on December 3, 2024 ( Had he read that, perhaps Rahul Gandhi would not have had to undertake this writing endeavor today. Moreover, this didn't just happen in Maharashtra. In the second phase of the 2024 Lok Sabha elections, the voter turnout figure given at 5 pm was 60.96 per cent, which was finalised at 66.71 per cent the next day. The increase was 5.75 per cent. But are you going to hide that fact because you won that election? Previously, the final voting figures would come late at night; now, the 5 pm figure is released, and the final figure comes the next day. Here, Rahul Gandhi claims that the increased voter count was limited to 12,000 polling stations across only 85 constituencies, and that most of these seats went to the NDA's tally. The calculation for this is also in the Loksatta article from December 3, 2024. The number of total votes cast after 6 pm was 17,70,867. Based on the day's average voting rate, 97,103.32 votes were cast per minute across 1.427 lakh polling stations. Therefore, if we calculate the average for the votes cast after 6 pm, the additional time taken was only 18 minutes and 23 seconds. The claim that the NDA won where the voter percentage increased at the last moment is even more laughable. He gave the example of Kamthi. But I will provide the examples which he did not. In Madha, there was an 18 per cent increase, where the Sharad Pawar group's candidate won. In Wani, a 13 per cent increase, where the Uddhav Thackeray group's candidate won. In Shrirampur, a 12 per cent increase, where the Congress won. Rahul Gandhi has raised some evidentiary points regarding the Election Commission. The Election Commission will surely respond to them. But the main issue is the constant insult to the democratic process and the people's mandate. The people have rejected Rahul Gandhi, and in retaliation, he is rejecting the people and their mandate. This will only push the Congress party further into a ditch. He needs to introspect on why his own party's MLAs make statements challenging anyone to get an appointment with him within a day. He must be mindful of which direction he is taking the country and what poison he is spreading by constantly raising doubts about the democratic process and constitutional institutions. I am aware of how deeply the defeat in Maharashtra has hurt him and his allies. But if you continue to insult the mandate of Maharashtra's farmers, Ladki Bahin (beloved sisters), common people, and all its citizens in this manner, the people of Maharashtra will never forgive you.
