BJP and AAP lock horns over more funds to CM, ministers for cellphones

New Delhi: BJP and AAP engaged in a war of words on Monday over Delhi govt's decision to enhance the reimbursements for the mobile phones of the chief ministers and ministers.
While AAP accused BJP of being "anti-poor" and celebrating by gifting expensive mobile phones to ministers, the party in power said the gadgets were used for storing records and official work, and even MLAs and MCD councillors used them.
The general administration department, in an office memo issued on July 9, enhanced the upper limit of mobile handset prices for the chief minister to Rs 1.5 lakh and to Rs 1.25 lakh for the ministers. The mobile handset will not ordinarily be replaced within two years from the date of its purchase, but if at any point in time, the probable cost of repair exceeds 50% of the total initial cost, the replacement will be allowed on a case-by-case basis, the memo added.
The monthly call charges are fixed as per actual bills.

Officials said the reimbursement amounts for the mobile phone sets were last revised in 2013, when the upper ceiling was around Rs 45,000-50,000.
In a separate memo, Delhi govt enhanced the upper cost ceiling for mobile phones and reimbursement of telephone and broadband bills for officers from the deputy secretary to the chief secretary levels.
AAP Delhi convener Saurabh Bharadwaj took a dig at BJP govt, congratulating the chief minister and the ministers.

Addressing a press conference, AAP MLA Anil Jha said BJP govt had ignored the promises made to the people ahead of the assembly election, such as Rs 2,500 to women, laptops for girl students or jobs for youth.
Hitting back at AAP, Delhi BJP spokesperson Praveen Shankar Kapoor said high-end phones were used for storing records and doing official work. He asked Jha that if he had an objection over the cost of the chief minister and ministers' mobile phones, he should say something about vehicles purchased for Rs 1.43 crore during 2015-22 for the then chief minister Arvind Kejriwal. Kapoor said AAP members should make political statements while maintaining dignity.

The National Green Tribunal (NGT) has taken suo motu cognisance of a report by The Indian Express on uncollected garbage choking parts of Southeast Delhi, observing that localities such as Shaheen Bagh and Sarita Vihar are facing a 'serious garbage problem' that's affecting the daily lives of residents. A three-member bench led by Chairperson Justice Prakash Shrivastava Wednesday registered the case based on the June 12 report, titled, 'We can smell it even inside our homes: Southeast Delhi localities choke on garbage'. In its order uploaded Thursday, the Tribunal quoted extensively from the news report, which highlighted how delays in municipal decisions have left garbage piling up for days across several colonies. 'The article states that garbage has been left uncollected for many days, causing bad smells and health problems. In Shaheen Bagh, streets that usually have food stalls now smell like rotten trash. The article also mentions that on High Tension Road, also called 40-futta, big garbage piles near homes have many flies around them,' the Tribunal noted in its order. Citing resident complaints, the NGT recorded: 'People say they can't walk outside without covering their faces, and the bad smell comes inside their houses too.' The order attributed the garbage crisis to delays in renewing the Rs 900-crore contract with Dakshin Dilli Swachh Initiatives Limited (DDSIL), the private firm handling waste collection. The contract ended in November 2023 and has only been extended temporarily. The delay, as per the report and noted by the Tribunal, was due to the stalled formation of the MCD Standing Committee, which is needed to approve large financial decisions. The committee — an 18-member body without whose approval no proposals exceeding Rs 5 crore can be cleared — was recently constituted after a delay of two-and-a-half years. 'The article explains that the delay in forming the MCD Standing Committee… is stopping the contract from being renewed or payments being made. Because of this, DDSIL and MCD have stopped collecting garbage,' the NGT said, adding that councillors and officials quoted in the report had pointed to a shortage of working trucks and no viable solution until the Standing Committee is constituted. The Tribunal said the matter 'raises substantial issues relating to compliance with environmental norms and implementation of the provisions of scheduled enactment,' and may attract provisions of The Environment (Protection) Act, 1986, The Solid Waste Management Rules, 2016, The Air (Prevention and Control of Pollution) Act, 1981, and the Delhi Municipal Corporation Act, 1957. The Tribunal has issued notices to the Central Pollution Control Board, Delhi Pollution Control Committee, Municipal Corporation of Delhi, and the District Magistrate of Southeast Delhi, directing them to submit their responses by October 1.

New Delhi: Delhi Cabinet Minister Kapil Mishra on Thursday inaugurated a Kanwar camp near Kondli Pul, marking the beginning of the city's preparations for the annual Kanwar Yatra. The event was also attended by Patparganj MLA Ravi Negi, local municipal councillors, and other community leaders. Speaking to IANS, Mishra said that the number of Kanwar camps in Delhi has seen a dramatic rise this year. "Last year, 170 Kanwar camps were set up in the capital. This year, we have more than doubled that number, with a total of 374 camps being established across the city to ensure all necessary facilities for the devotees," he said. Highlighting the government's support, Mishra added, 'An additional fund of Rs 1 lakh per camp will be provided by the Delhi government to strengthen infrastructure and improve services for the Kanwariyas.' Patparganj MLA Ravi Negi expressed immense joy and happiness over the annual Kanwar Yatra and told IANS, said, 'After 27 years, a government of Sanatan Dharma has come into power. The camps are bathed in saffron, reflecting the spirit of the faith.' He added, 'These Kanwariyas are the torchbearers of Sanatan Dharma. We welcome them wholeheartedly at these saffron-themed camps.' The Kanwar Yatra, a major annual pilgrimage for devotees of Lord Shiva, sees lakhs of Kanwariyas from Delhi and neighbouring states walking barefoot to fetch holy water from the Ganges, which they offer to Shiva temples. The Delhi government's extensive preparations indicate a focus on both religious sentiment and public safety as the Yatra gains momentum.
