Draft Bihar poll roll not final list, clarifies Election Commision

The Election Commission on Sunday hit out at those who, it claimed, were creating an impression that the draft voters' list to be published in Bihar will be the final roll.
The poll authority said it is "not able to understand" that when a full one-month period from August 1 till September 1 is available to point out wrongful inclusion or wrongful exclusion of any name, "why are they creating such a big fuss now?" The EC's statement came on the conclusion of the month-long phase one of Bihar's Special Intensive Revision (SIR) of the voters' list, where house-to-house surveys were held to distribute semi-filled enumeration forms to the electorate that were to be returned after being filled up.
Enumeration forms from 7.24 crore electors have been received.
The EC also said that 36 lakh people were found to have either permanently shifted or were not found. It pointed out that seven lakh Bihar electors were found to have been enrolled at multiple places.
"Why not ask their 1.6 lakh booth-level agents to submit claims and objections from August 1 till September 1," the Commission quipped.
Booth-level agents appointed by political parties work with the EC's booth-level officers in preparing or updating the voters' list.
"Why are some persons trying to give an impression that the draft list is the final list, which it is not, as per special intensive revision orders," the EC statement said.
Various opposition parties in the state, which goes to the polls later this year, have claimed that crores of eligible citizens will be disenfranchised during the roll revision for want of documents.
They have also claimed that the ruling BJP will benefit as the state machinery in Bihar will target people opposed to the ruling alliance in the state.
Stepping up its attack, the Congress on Sunday said the Election Commission should not have "institutional arrogance" and asked it to stop the SIR in Bihar.
At a joint press conference with CPI(ML) Liberation General Secretary Dipankar Bhattacharya, RJD MP Manoj Jha and CPI(M) leader Nilotpal Basu, Congress leader Abhishek Manu Singhvi said that the exercise being undertaken by the EC has become a "citizenship test" and questioned its legality.
"I humbly request the Election Commission, this is not a matter of political obstinacy. It is not a matter of institutional arrogance. Please reconsider it. Everyone is urging you," he said.
The BJP hit back at the INDIA bloc parties for their opposition to SIR, alleging they were trying to "rob" Indian democracy on the back of foreign infiltrators.
BJP spokesperson Sudhanshu Trivedi said the Election Commission's drive is aimed at bringing required changes in electoral rolls through transparency.
He alleged that the INDIA bloc parties have been winning in places where the presence of infiltrators has brought maximum changes in demography.

NEW DELHI: The Congress on Sunday issued a three-line whip to its MPs as the Lok Sabha is set to begin a three-day debate on the Pahalgam attack and Operation Sindoor on Monday. After a week-long standoff between the Opposition and the Treasury benches, the Monday session is expected to be stormy as some Opposition parties are expected to raise the ongoing Special Intensive Revision (SIR) in Bihar as well. While Defence Minister Rajnath Singh is likely to open the discussion from the ruling camp, the principal Opposition party Congress has a line-up of Deputy Leader of Lok Sabha Gaurav Gogoi, general secretaries Priyanka Gandhi and K C Venugopal on the opening day. According to party sources, Leader of Opposition (LoP) Rahul Gandhi may speak on Tuesday. The party has been allotted three hours to speak on the issue. Sources said that besides Rajnath Singh, Home Minister Amit Shah and External Affairs Minister S Jaishankar will be speaking on the issues, amid indications that Prime Minister Narendra Modi may intervene to convey his government's track record of a "robust" stand on national security. The whip issued by Chief Whip Kodikunnil Suresh said, 'Be present positively in Lok Sabha from 11:00 AM onwards till adjournment of the House on Monday, Tuesday & Wednesday and support the Party Stand. This may be treated as three-line whip.' The Lok Sabha Secretariat has listed a "special discussion on India's strong, successful and decisive 'Operation Sindoor' in response to the terror attack in Pahalgam" in its agenda for Monday.

RAIPUR: Three persons, including two Catholic nuns who had reportedly come from Agra, were arrested by the Government Railway Police (GRP) in Durg on Friday for alleged human trafficking amid suspicion of coerced religious conversion. They were remanded to 14-day judicial custody, a police officer said. The trio were booked under BNS Section 143 (trafficking of persons). All three were caught accompanying three young women aged between 18 and 20 years, hailing from Narayanpur district in south Bastar, after Bajrang Dal activists spotted them at Durg railway station. The group was allegedly preparing to travel to Agra for training and subsequent employment opportunities. Bajrang Dal members staged demonstrations at the Durg GRP police station demanding strict action against those allegedly involved in human trafficking and forced religious conversion. 'The nuns had come to Durg merely a day before without any valid reason. They were about to board a train along with the rescued girls to Agra when we spotted them,' said Ravi Nigam, a Bajrang Dal leader. Members of the Christian community also gathered at the GRP Durg station and were seen defending the nuns. The two nuns — Preeti Marry and Vandana Francis — who had come from Agra, along with Sukhman Mandavi from Narayanpur, were produced before a local court in Durg and remanded to 14-day judicial custody. The rescued girls have been sent to the Sakhi One Stop Centre in Durg. Meanwhile, Congress MP K C Venugopal has written to Union Home Minister Amit Shah and Chhattisgarh Chief Minister Vishnu Deo Sai seeking stringent action against the perpetrators. He also urged the government to uphold constitutional rights and religious freedom in the state. The Congress leader alleged that BJP-ruled states are witnessing a rampant rise in attacks on minorities. 'The latest attacks by Bajrang Dal goons on two Catholic nuns in Durg, Chhattisgarh, point to a tacit support for such hate crimes from the ruling establishment,' Venugopal wrote on X.

West Bengal Chief Minister Mamata Banerjee condemned the targeting of a migrant's family in Delhi on the day her party launched a 'language movement' to protest against the targeting of migrants from the State in BJP-ruled States. On Sunday (July 27, 2025), protest marches were organised across the State in line with plans announced by the Trinamool Congress chairperson. Ms. Banerjee had on July 21, at a Martyrs Day rally, announced the start of a 'language movement' against the targeting of migrants in the BJP-ruled States. The Chief Minister had called for protests every weekend till the next year's Assembly polls. Language movement From the streets of Kolkata to districts across the State, hundreds of people participated in the protests which the Trinamool has described as a 'language movement.' Some protesters also held posters highlighting the Bengali alphabet implying that BJP-ruled States are targeting migrants for speaking in Bengali. Migrants from West Bengal have been detained in different States like Odisha, Haryana and Delhi on suspicion of being Bangladeshi nationals. Some migrants from West Bengal have also been pushed into Bangladesh. The Trinamool Congress chairperson has claimed that there is a directive issued by Ministry of Home Affairs to detain migrants and so far about 1,000 workers from the State has been detained in BJP ruled states. Along with the protests against migrants the Trinamool Congress has also raised concerns about the possibility of a SIR (Special Incentive Revision). 'The protest against SIR isn't just a reaction, it's a rejection of @BJP4India's plan to introduce the NRC through the backdoor! BJP is targeting poor, marginalised citizens with illegal notices, beyond their jurisdiction. It's a calculated attack on Bengal's identity, a violation of constitutional rights, and a war on the powerless,' the Trinamool Congress tweeted from its official handle, adding, 'We will defend every voice they're trying to erase!'
