
Planning Minister partakes in WFP roundtable on debt swaps for development
Minister of Planning, Economic Development and International Cooperation Rania Al Mashat said effective partnerships, national ownership and integration, and a resilient governance structure are key factors the success of debt swap programs.
Mashat made the remarks during a World Food Program (WFP) roundtable discussion hosted by Spain on debt swaps for sustainable development and building resilient food systems, the ministry said in a press release on Friday 28/3/2025.
Participants explored practical ways to enhance policy and operational frameworks for debt swaps, and how to mobilize global support for integrating the debt for development swap tool into the international development finance agenda.
Reviewing Egypt's debt swap experience as well as her ministry's role in this regard, Mashat showcased the country's success stories, including the fruitful cooperation with Italy, which helped in securing the funds needed for 114 development projects in various fields, and a debt swap program with Germany under Egypt's Nexus on Water, Food and Energy (NWFE) platform – a part of Egypt's National Climate Change Strategy (NCCS) 2050.
Mashat shed light on the results of the debt swap program with Germany as well as the development projects pursued under the program to provide better school feeding and quality education, rehabilitate hydroelectric plants, and improve drinking water and sanitation services.
She also highlighted ongoing projects under the third tranche of the swap program with Germany, which covers a set of projects to combat school dropout and child labor, along with some energy projects.
The roundtable discussion was held in preparation for the 4th International Conference on Financing for Development (FfD4), set for June 30 – July 3 in Seville, Spain.

This comes within the framework of promoting the concept of innovation and entrepreneurship among Egyptian youth. The ceremony was attended by a distinguished group of government representatives, development partners, and private sector leaders. In this context, Dr. Rania Al-Mashat, Minister of Planning, Economic Development, and International Cooperation, noted that empowering entrepreneurs by promoting innovation and creating new job opportunities is one of the main pillars of Egypt's economic development model, which is based on increasing private sector participation in development. The graduation of 100 startups within the Orange Corners program, is a real example of how international cooperation and private sector partnerships can create opportunities at the local level and contribute to inclusive growth in vital sectors such as agritech, education, and climate smart solutions. Among the graduating startups in the program's first cohort, 52 are led by women, reflecting the program's strong commitment to women's empowerment and inclusive economic growth. The program ensures that women constitute over 50% of total participants, in affirmation of its belief in the importance of integrating women into the economic development process and enabling them to build prosperous professional futures. This specific cohort was characterized by its focus on vital sectors that affect the future of the national economy, including smart agriculture, innovation in the food industry, sustainable technological solutions, green entrepreneurship, education, health, and creative industries. The program is a comprehensive platform that supports young entrepreneurs by providing specialized business development training, career guidance and mentorship, access to networks and investment opportunities, and the necessary support to establish viable and sustainable businesses. It is expected that the program will support around 130 startups during 2025, including 100 companies in the Delta region across the governorates of Alexandria, Beheira, Kafr El-Sheikh, Dakahlia, and Menoufia, in addition to 30 companies in Upper Egypt in the governorates of Assiut and Luxor. Each graduating project is estimated to create between two to five new jobs, which means the program has the potential to create more than 3,000 direct and indirect jobs. It is worth noting that the 'Orange Corners' program was launched in 2021 as part of a global initiative by the Kingdom of the Netherlands, and is implemented locally by Outreach Egypt Foundation, with the support of key partners at Al Qatta. The program aims to empower young people between the ages of 18 and 35 in marginalized areas and turn their ideas into innovative, scalable projects, in line with Egypt's Vision 2030 and five key UN Sustainable Development Goals (SDGs 4, 5, 8, 9, and 13). Sisi urges enhancing Egypt's position as regional hub for foreign investment
President Abdel Fattah al-Sisi on Sunday, June 1st, 2025, emphasized the importance of continuing efforts to improve the investment climate and to bolster Egypt's position as a regional hub for attracting foreign direct investment in line with national priorities. Sisi met with Prime Minister Mostafa Madbouly, Deputy Prime Minister for Industrial Development and Minister of Industry and Transport Kamel el Wazir, Minister of Planning, Economic Development, and International Cooperation Rania Al-Mashat, Minister of Finance Ahmed Kouchouk, and Minister of Investment and Foreign Trade Hassan al-Khatib, Presidential Spokesman Mohamed. The President was briefed on executive steps taken to enhance the competitiveness of the Egyptian economy and increase foreign direct investment through a unified national investment strategy. The strategy includes carrying out the necessary structural reforms, setting clear goals, implementing clear and stable policies, adopting incentive-based fiscal policies, embracing open trade policies, ensuring the availability of the energy required for investment, encouraging the private sector, and continuing digital transformation efforts as a cornerstone of development. The meeting also addressed efforts to alleviate any burdens on investors, particularly in terms of simplifying and facilitating investment-related procedures and approvals in Egypt, streamlining licensing procedures through the launch of a unified platform providing electronic licensing services for investors, and reducing non-tax financial burdens imposed on investors and companies. Sisi, also, reviewed the progress of the work related to the Sovereign Fund of Egypt, including the operational and legislative framework for maximizing the value of its affiliated firms, as well as efforts to inventory and monitor state-owned companies to ensure increased investment value and maximize their returns. He directed to continue working on maximizing the returns from state assets and achieving added value for the Egyptian economy by managing them effectively through innovative strategies and partnerships with the private sector. The meeting also addressed efforts to increase Egyptian exports, including the development of non-oil Egyptian exports. It reviewed the contribution of Egyptian exports to the national economy from 2003 to 2024 and set export targets that include entering new export sectors, enhancing the competitiveness and attractiveness of Egyptian products in global markets, and investing in infrastructure to support exports. The meeting also covered updates on the project to establish a dry bulk terminal at Abu Qir Port as part of efforts to transform Egypt into a global hub for transport, logistics, and transit trade. In addition, the President reviewed a study on establishing a logistics station for receiving and handling iron ore and billet in the Adabeya area, within the framework of transforming Egypt into a global hub for the iron and steel industry. The national structural reform program was reviewed, along with ongoing efforts with the European Union related to the macroeconomic support and general budget assistance mechanism. The meeting also tackled the launch of the national narrative for economic development and its various pillars, which include supportive policies for the private sector to be the main driver of growth and employment, focusing the economy on manufacturing and exports, achieving structural development of the Egyptian economy, implementing the necessary structural reforms to drive the economy, enhancing macroeconomic and financial stability, boosting foreign direct investment, and fostering industrial development. In this regard, President Sisi directed that the narrative be completed promptly.

Egyptian Startups Secure $228 Million in First Five Months of 2025 Egyptian startups have attracted $228 million in venture capital and debt financing from January to May 2025, according to a statement from the Ministerial Group for Entrepreneurship. The figures mark a 130% year-on-year increase in disclosed investment volume, reflecting continued growth in Egypt's startup ecosystem despite ongoing economic challenges. In total, 16 deals were recorded during the period, with 11 of them publicly disclosing investment amounts that collectively reached $156 million. In addition to equity investments, two notable debt financing deals were secured: proptech platform Nawy raised $23 million, while fintech firm MNT-Halan secured $49 million. The proptech sector led in terms of total investment volume, accounting for 33% of all capital raised, while fintech topped the charts in deal count, with five transactions comprising 32% of total investment value. H.E. Dr. Rania Al-Mashat, Egypt's Minister of Planning, Economic Development and International Cooperation and head of the Ministerial Group for Entrepreneurship, stated that the funding growth reflects continued momentum in Egypt's startup market. Dr. Al-Mashat attributed this progress to government-led efforts to improve the business climate and support private sector growth through targeted structural reforms. Dr. Al-Mashat confirmed that work is currently underway on a national Startup Charter, alongside a range of funding initiatives and financial incentives to promote investment, including tax benefits for startups with annual revenues under EGP 20 million. In addition to new funding, the local startup ecosystem saw a number of key acquisition deals. These included Dubizzle's acquisition of used car marketplace Hatla2ee, as well as the acquisition of digital payments platform Fatora by MaxAB-Wasoko. The Ministerial Group for Entrepreneurship was launched by the Egyptian government to coordinate startup policy across relevant ministries and to develop initiatives that foster an enabling ecosystem for entrepreneurship. As part of this mandate, the group aims to promote Egypt's visibility on the global startup map while supporting sustainable and inclusive economic growth.
