Indian Olympic Association President P T Usha, who is also a nominated member of the Rajya Sabha, on Tuesday offered her unequivocal support to the National Sports Governance Bill, stating that it will end decades of 'stagnant status quo" and usher in 'transparency and accountability" in the country's sports administration.
During the discussion on the bill, which was passed by the Lok Sabha on Monday, Usha praised its provisions, including the establishment of a National Sports Board (NSB) that will have overriding powers to recognise sports federations (NSFs). Affiliation to the NSB would be mandatory for access to central funds.
The bill also proposes the creation of a National Sports Tribunal to handle sports disputes and a National Sports Election Panel to oversee NSF elections.
'Today is a day of immense personal and national significance. I have long awaited this moment," Usha, seated alongside fellow nominated member Sudha Murthy, said in her address to the House.
She had opposed the bill last year, describing it as government interference and warning that India might face a ban from the International Olympic Committee. However, she revised her views after extensive consultations with Sports Minister Mansukh Mandaviya.
'Let me take you back to 1984, I was just 20 when I missed an Olympic medal in Los Angeles. That day my heart broke… there was no comprehensive sports law to support the dreams we carried in our hearts.
'Since then, four decades have passed and nothing was done to address the stagnant status quo…Today the hope has transformed into action and legislation. It is a visionary and long-overdue bill," she said.
'This bill will usher in transparency, accountability, and gender parity. It will empower athletes and build confidence among sponsors and federations. It is about justice and fair play," she added.
Usha said the bill's focus on creating a structured administrative set-up will be beneficial for India's 2036 Olympics bid.
'This legislation comes at a time when India is dreaming big, aiming for its rightful share in the global sporting fraternity by hosting the 2036 Olympics. For Bharat, it is not just a bill, it is a clarion call for action," she said.
'This bill is a critical pillar of a grand vision. Let us see this as a moral promise, a promise that athletes will no longer be let down by an apathetic system. As someone who ran barefoot on clay tracks…I can say that this bill will change lives," she said.
She also supported the National Anti-Doping (Amendment) Bill, which reasserts the National Anti-Doping Agency's operational independence while establishing a National Anti-Doping Board to advise on procedural issues.
'It is through such effective legislation that we can bring a new culture of clean sports. This bill will illuminate the athletes' path with clarity," Usha said.

Dehradun, Aug 13 (PTI) The Uttarakhand Cabinet on Wednesday approved amendments to the anti-conversion law to make it harsher, with stringent provisions like punishment up to life imprisonment and heavy fines being added to the new bill. The Uttarakhand Freedom of Religion (Amendment) Bill-2025 was approved in the state cabinet meeting chaired by Chief Minister Pushkar Singh Dhami, official sources said. According to the bill, apart from strict punishment for illegal religious conversion, provisions such as ban on propaganda through digital medium and protection of victims have been added, they said. The definition of inducement has been expanded in the bill to include gifts, cash/goods benefits, employment, free education, promise of marriage, hurting religious faith or glorifying another religion, categorising all of them as crime. It makes punishable the acts like promoting or inciting conversion through social media, messaging app or any online medium. There is a provision in the bill for three to 10 years imprisonment for general violation, five to 14 years in cases related to sensitive class and 20 years to life imprisonment in serious cases and heavy fines. The proposed bill also makes a provision for strict punishment for marriage by creating fake identity or hiding religion besides making a provision for protection, rehabilitation, medical, travel and maintenance expenses of the victims of illegal conversions. According to the state government, the proposed legislation will protect the religious rights of the citizens, prohibit conversion by fraud, inducement or pressure and maintain social harmony, the sources said. New Delhi: The Supreme Court would on Thursday hear a plea for the restoration of statehood to Jammu and Kashmir. A bench of Chief Justice of India B R Gavai and Justice K Vinod Chandran is likely to hear the matter, according to the causelist. On December 11, 2023, the Supreme Court unanimously upheld the revocation of Article 370, even as it ordered that assembly elections be held in Jammu and Kashmir by September 2024 and its statehood be restored "at the earliest". Last year, a plea was filed in the top court seeking directions to the Centre for the restoration of statehood to Jammu and Kashmir within two months. The application was filed by Zahoor Ahmad Bhat, an academician, and Khurshaid Ahmad Malik, a socio-political activist. "It is submitted that the delay in the restoration of statehood would cause serious reduction of democratically elected government in Jammu and Kashmir, causing a grave violation of the idea of federalism which forms part of the basic structure of the Constitution of India," the application said. The assembly elections and the Lok Sabha polls were conducted peacefully in Jammu and Kashmir without any incident of violence, disturbance or any security concerns being reported, it said. "Therefore, there is no impediment of security concerns, violence or any other disturbances which would hinder or prevent the grant/restoration of the status of statehood to Jammu and Kashmir as had been assured by the Union of India in the present proceedings," the plea said. The non-restoration of the status of statehood of Jammu and Kashmir, the plea said, would result in a lesser form of elected democratic government to the state, particularly given legislative assembly results were declared on October 8, 2024. Despite the supreme court's directions for the restoration of statehood to Jammu and Kashmir "at the earliest and as soon as possible", no steps have been taken by the Centre to provide any timeline for the implementation of such directions, it claimed. "Jammu and Kashmir is being operated as a Union Territory for a period of almost five years now, which has caused many impediments and grave losses to the development of Jammu and Kashmir and has affected the democratic rights of its citizens," the plea added. In its December 2023 verdict, the supreme court held that Article 370, which was incorporated in the Indian Constitution in 1949 to grant special status to Jammu and Kashmir, was a temporary provision. The President of India was empowered to revoke the measure in the absence of the Constituent Assembly of the erstwhile state whose term expired in 1957, the court said.

CHENNAI: Indian boxing is in the process of scripting a new chapter inside the ring. As far as men's boxing is concerned, the old guard has gradually been pushed aside after the conclusion of the Paris Olympics cycle and some of the new names who have stepped up. The fresh faces, currently breaking sweat at the ongoing national camp in NIS Patiala, are now looking to be part of history books. The 10-member men's boxing team, which was ascertained last month, is currently gearing up for the all-important World Championships that is scheduled to be held early next month in Liverpool. Having been part of the national coaching setup for a long time, Dharmendra Singh Yadav has overseen countless life-changing bouts over the years at the elite level. But this time it's a bit different as he's in-charge of the boxing operations as the head coach. The pugilists might be still learning the finer aspects of the craft at the elite level but Dharmendra is encouraged with the batch of boxers he has been dealing with in recent months. "We have a young side with most of them competing at this level for the first time. However, the mentality is different among the boxers. Most of them are fearless and have plenty of self-belief. 'If someone can win a medal, why can't I do the same?' That's the mindset they bear," the Arjuna Awardee noted. Needless to say, Dharmendra knows medals are the ultimate currency. "If they keep things simple and do what plays according to their strengths, they can definitely leave a strong impression during the championships. It's important to think about winning a medal. It's vital to have that mindset." The coach's support cast could also determine how the pugilists express themselves in the months to come. Dharmendra is thrilled with the coaching staff that he has around him. "Even the coaching staff is young and has plenty of energy. The manner in which they motivate the boxers is quite impressive. It was not the same earlier. They communicate clearly with the boxers and there's no negativity. It is refreshing." Narender Berwal (men's 90+kg) and Sachin Siwach are a couple of names that have a fair amount of experience at the top level. The current squad was selected on the basis of the weekly evaluation during the national camp. There were as many as seven boxers competing for the No 1 spot in a couple of weight categories. That decision was made with deliberation. "We wanted more boxers in the national camp so that they can be tested thoroughly. There's more competition and they'll have to adapt to different styles within the camp and that would hopefully make them battle-ready for key competitions," Dharmendra said. One of the talents that Dharmendra is excited about is Jadumani Singh, who competes in the 50kg category. "He is one of the boxers who's fearless. Even though he had a close loss in the Brazil World Cup (held in April this year), he displayed plenty of courage." If things go as per plan, the team could be in the UK some time next week. They'll be taking part in a coaching camp in Sheffield before the Worlds event. Boxers from other top nations are expected to be part of the said camp.
